HomeMy WebLinkAboutPublic Hearing - Comprehensive Parks Plan (1978) CITY OF RENTON, WASHINGTON RESOLUTION NO. 2174 WHEREAS the City Council requested that a Park Plan be prepared in compliance with the guidelines of the Interagency for Outdoor Recreation; and WHEREASthePark Department has worked closely with a consultant in the preparation of such a plan; and WHEREAS that plan has been presented to and reviewed by the City Council; and WHEREAS a public hearing has been held on November 7 , 1977 tp consider additional public comment; and WHEREAS the plan is in harmony with the intent of the City' s Comprehensive Plan; and WHEREAS the environmental consequences of the Park and Recreation Plan have been discussed and evaluated; NOW THEREFORE THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO RESOLVE1AS FOLLOWS: • SECTION I : The above facts and recitals are found to be true and correct in all respects. SECTION II: That the Comprehensive Parks and Recreation Plan has no detrimental effect on the environment and that no environmental impact statement will be required. SECTION III: That the Comprehensive Parks and Recreation Plan as presented is hereby adopted for the City of Renton SECTION IV: That a Capital Improvement Program is hereby adopted for the Parks and Recreation Department. Paramedic The committee report recommended that the King County Emergency Contract Services - Paramedic contract, be referred to the Public Safety Committee. MOVED BY PERRY, SECOND SHANE, COUNCIL CONCUR IN COMMITTEE RECOMMENDATION. Stredicke noted contract includes user fee which Council had voted against. MOTION CARRIED. Community Community Services Committee Chairwoman Thorpe presented committee Services report regarding Council referral of Ouendall Terminals' request ZOMFatee Report by Don Norman for vacation of special areas designated "slip" and Lake Washington "wharf" on the Lake Washington Shoreline Plat adjacent to the Barbee "Slip" and Mill site. The Committee reviewed the entire shoreline area and "Wharf" Area noted additional "slip" and "wharf" site to the north and concluded Vacation these sites are in conflict with the City's Comprehensive Plan, the Request Shoreline Master Program, the Lake Washington Regional Shoreline Approved Master Program and the residential/recreational uses of the Lake Washington shoreline. The Committee recommendedthe Council concur in the request and initiate proper resolution to be forwarded to State Commissioner of Public Lands and the State Department of Natural Resources; also requesting that bed lease log storage be discontinued being in conflict with recreational use of lake, particularly boating and boat launching in area. CONSENT AGENDA The following consent agenda items are studied by each Council Member, are considered routine and are enacted by one motion without discussion unless requested: Housing Rehab Letter from Planning Director Ericksen reported that pursuant to the Loan ProgrJm Housing and Community Development Act of 1974, King County has #312 established a housing rehabilitation loan program, which is available to residents of King County, including incorporated areas ; that the City would be eligible for the program upon concurrence of the City Council and signing of an interlocal agreement authorizing King County to work within the incorporated limits of the City for resi- dential inspections and administrative duties. The letter explained the proposed loan program would enable low and moderate income home- owners to obtain low cost loans for rehabilitation of older housing. Damages Cliim Claim for Damages was filed by Vitali Chonin, 10204 SE 8th, Bellevue, for damage to property located at 3322 NE 6th, alleging sewer back up causing damage in amount of $56.25. The letter explained total cost of the project as Cichanski & Assoc. $906,701 which is $94,555 over budget. The letter recommended the additional money be borrowed from the Street Forward Thrust Fund and a percentage of the Utility Tax be set aside in 1979 to repay loan. Renton Hill and Letter from Kathy Keolker, President of the Renton Hill Community Transamerica Association, notified Council of the unanimous decision of the Court Case Renton Hill Community Association and Board of Directors to author- ized and encouraged their attorney, Bob McBeth, to petition the court for permission to intervene in the pending lawsuit which the Trans- america Corporation has filed against the City. The letter ex- plained the association and Mr. McBeth would assist the City and defend the City' s actions in changing the City' s Comprehensive Plan to single-family-use designation on Cedar Ave. S. Park Director Coulon reported retention by the Park Board of architectural firm of Richert and Associates for the study. Roger Richert introduced Scott MacGregor and explained recreational and park plans for the City, with acquisi- tions and development to meet needs , outlining the 14 neighborhood basic units covering the entire city and making general recommendations , explaining how the information was obtained, including questionnaire. Mr. Richert explained priorities on future development, explaining that upon adoption of the study it will be used in application for funding. Councilman Stredicke noted disappointment that additional tennis courts not included, noting lack of courts in various areas. Upon inquiry re fire protection Rutherford property, Fire Chief Geissler reported the 23 ft. width adequate with access on two sides of property and two-story building limit. Gene Farrell , 11112 Rainier Ave. S. , acted as spokesman for property owners, contending fair market value $2.25 per sq.ft. , that Rutherford property would be most affected with least gain and assessment for that property should be reduced by 50¢ to 75¢ per sq.ft. Farrell noted all property owners present and willing to enter into agreement. Jim Cook, 50 Monterey Dr. , acted as spokesman for group in requesting curb installed along Farrell's rockery to stop gravel washing across street into storm drain; moving stop sign sticking into street; repair construction area in roadway; resurface street with monies from appraisal payments. Upon inquiry by Councilman Stredicke, Gonnason noted Farrell property in violation of occupancy permit and stop work order. Mr. Farrell noted willingness to assume cost of curb, moving sign and painted lines. Acting Attorney Warren noted the matter in litiga- tion, that Council action would not terminate law suit as it stands and should not be basis for street vacation. A. H. Rutherford, 10801 Auburn N. , Seattle, noted his property of lesser value than others due to location and other property owners have agreed to share his costs. Mr. Cooks noted request for street resurfacing was not mandatory to agreement, but would be favored. Street width was discussed, 60 ft. right-of-way at present, Board of Public Works recommendation for 36 ft. right-of-way, 26 ft. curb to curb to provide two lanes with no parking.
