SUBJECT: Capital Improvement Program
This is to call your attention to the fire protection
portion of the proposed Capital Improvement Program.
I have several thoughts on this matter. First, I would .
be against any improvements to Fire Station No. 1 which'
would be directed at enlarging the present facilities . I
feel that the present location is not in a proper location
and additional expenditures are not justified. The one-
way street system and the railroad tracks with increased
traffic on both, and other factors , I believe, show that
the present site is not the best suited for a primary
fire station.
Secondly, expansion of Station No. 1 would not address •
itself to the problem of providing first class , uninter-
rupted service to Renton Hill , Tiffany Park, South Renton,
etc. There is a glowing need for a station south of the
railroad tracks.
' I am not satisfied, nor should residents of Tiffany• Park, ,
Royal Hills , Rolling Hills, Pepperidge , or Renton Hill ,
with a station located in the Earlington Industrial flats .
While this station site would best serve the industrial
area, the fact is that most of the industrial area it
would serve has yet to be developed. In the meantime ,
several thousands of residents are not properly protected
by the Renton Fire Department, and must rely on a volun-
teer King County Fire Department for fire protection if
a train is going through town.
Therefore,. as I have said many times before, I believe , •
the City should be developing a fire station in the
southeast area of the City, east of the Benson Highway.
A fire fighting rig can run easier and faster downhill
that uphill . Construction of a fire station on the east
hill would provide better protection to the Longacres-
industrial area, as well as providing a more critical
service to the residential areas of southeast Renton.

it be designed for one dispatching desk for both depart-

The meeting was called to order by Vice-chairman , Jack Lynch at 9 : 00 A . M.
1 . Summary of funding program was presented by Chuck Ede and is included as
attachment to these minutes . Mr . Ede described each funding source in more
detail and a general discussion as to the possibilities for utilizing these
funds followed . Considerable attention was focused on the several EDA econ-
omic recovery programs , review sharing , and Washington Futures programs as
these are the most probable sources to be available in the near future .
2 . Ted *Bennett presented the current financial structure of the City , statir
that 3. 1 million dollars of limited G . O . Bond capacity and 14 . 2 million dolla s
of G . O . Bonding capacity is available . Also Revenue Bond capacity for utilit
and Airport projects is available .
3 . A draft of the 1972 C. I . P . Document was distributed and each member was
requested by Jack Lynch to review and comment on the format and content by
next meeting .

4 . Gordon Ericksen prepared and distributed a background report on goals am
policy for a Capital Improvement Program. It was requested that this also bE
reviewed by all members for next meeting .
