The sheetpile, which consists of an outer and inner board supported by cross bracings, currently serves as a bulkhead for the existing shoreline. The project includes the removal of the majority of the canal, 500 feet of the inboard sheetpile and 600 feet of the outboard sheetpile, as well as three adjacent dolphins. Vibratory equipment will used for the removal and will be brought in by barge. The proposal includes the restoration of the shoreline to a more natural condition in order to improve fish habitat near the mouth of the Cedar River. After removal of the sheetpile, approximately 1,600 cubic yards of fill will be moved on the site (2.5 cubic yards of material per foot of shoreline) by use of equipment operated on the shore. The existing material will be sloped to achieve a 2:1 rip rap shoreline at the northeast corner of the site and will transition westward to a restored 2:1, then 3:1 sloped shoreline. Disturbed areas on the site will be seeded and the shoreline will be revegetated as indicated on the revegetation plan and slope details submitted September 22, 1999. A Determination of Non-Significance - Mitigated (DNS-M) was issued for the project on March 23, 1999. All mitigation measures imposed on the project have been satisfied. On March 19, 1999, the Department of Fish and Wildlife issued a Hydraulic Project Approval (HPA) permit for the project. The reduction of the 10-foot vegetation buffer in the eastern area of the site (approximately 70 feet in length)would be necessary to ensure an adequate distance from the plantings to the trail. The City will need two additional copies of the re-vegetation plan which reflect the corrections to the details on sheet L-2, as well as the revisions to the plantings near the rip rap area on sheets L- 1 and L-3 (to match detail 2 of L-2). Once received, the plan will again be routed to the Parks Department for their final approval. If approved, the Shoreline Exemption Permit will be issued. Please note - the planting width is identified as 10' - 0". These details, however, do not relate to the details on sheet L-2 (details 2, 3, and 4) Section 2 on sheet L-2 does not correspond to what is shown on sheet L-1. Note this section does not show plant materials as identified on sheet L-1 and as noted by the cross hatching on sheet L-1 and shru': planting symbol on sheet L-3. The proposal was issued a Determination of Non-Significance subject to the following mitigation measures: 1) The design of the shoreline restoration plan shall allow for the future development of a trail system through the subject site. Specifically, the restoration of the shoreline bank will need to provide an adequate distance from the proposed sloping of the shoreline to accommodate a 10-foot wide trail connection between the adjacent properties and the subject site. 2) The applicant shall provide a detailed re-vegetation plan for the shoreline restoration proposed subject to the review and approval of the Development Services Division prior to the issuance of the Shoreline Exemption Permit. The plan should specify the type, size, location, and quantity of proposed plantings on a fully dimensioned site plan and should be designed to allow for the future development of a trail system through the subject site. The attached plans provide clarification on the location of the revised shoreline as well as details for the proposed re-vegetation. In addition, the plans indicate a 24-foot distance at the northeast corner of the site from the revised shoreline to the nearest property line—which appears to be sufficient for a trail connection. The sheetpile canal runs north of the plant for 200 feet then extends to the northwest for 625 feet. Behind the p, tion of the canal that runs to the northwest is approximately 3 acres of upland area. This upland area was created al and 1966 by the placement of approximately 150,000 cubic yards of dredged sediment from Lake Washington. Whi some of the sediment was used as pre-load material for preparation of the Boeing property for building construe )n, much of the fill remained in this location. As a result, the existing sheetpile canal has served as a bulkhead for t e man-made shoreline for some time. The applicant is proposing the restoration of the shoreline to a more natural condition in conjunction with the ren ,val of the sheetpile bulkhead. The restoration of the shoreline will greatly contribute to the improvement of fish habi �t surrounding the mouth of the Cedar River. The Washington Department of Fish and Wildlife (WDFW) expects t is habitat to be used by juvenile salmonid fish, including Puget Sound wild chinook salmon and other fish species. The project's exemption from the City's Shoreline Master Program is based on "the improvement of fish or wildli, habitat". In order for the proposal to qualify for this exemption, certain criteria must be met as established by the Program. These include the approval of the project by the WDFW as well as the appropriate design of the proje to accomplish the desired purpose. The applicant has provided a letter from the WDFW which states its support of he project as well as suggestions for the appropriate design of the restoration. The sheetpile was originally used to support an open flume for the intake of cooling water for the former Shuffleton Steam plant operations.The sheetpile now serves as a bulkhead for the existing shoreline. This Puget Sound Energy project is located on the Department of Natural Resources (DNR) harbor lease area on the south end of Lake Washington. The site is approximately 31.3 acres of Lake Washington, into which extends approximately 625 lineal feet of sheetpile canal. This leasehold property was used by the adjacent Shuffleton Steam Plant as a harbor for barges. Site address: 1101 Lake Washington Blvd. N. Site location: On Lake Washington between the Boeing Renton Plant and PSE's Shuffleton Steam Plant facility property. When it operated,the Shuffleton Steam Plant facility utilized cooling water drawn from Lake Washington by means of an intake tunnel. After passing through the condensers, the water was returned to Lake Washington via a discharge tunnel. After the plant operated for several years, it became apparent that re-circulation of heated water back to the intake was occurring, subsequently reducing plant efficiency. The solution was to place 825 feet of open, sheet-pile supported flume in the harbor area to act as an extension of the existing cooling water canal, directing heated water away from the intake. The Shuffleton plant was decommissioned shortly after 1989, its last year of part-time operation. The subject improvement is located at the northwest corner of the Shuffleton Steam Plant site (see neighborhood map). The sheetpile-supported out-fall discharge channel runs north for 200 feet within PSE fee owned property, then at the northwest corner of PSE property, it turns to the northwest and extends 625 feet into the leased area, adjacent to Boeing's northern property. Behind this portion of the canal is approximately 3 acres of upland area. This upland area was created in 1966/1967,by placing approximately 150,000 cubic yards of dredged sediment from Lake Washington in the area after use as pre-load material in preparation for building construction on Boeing's property. As a result, the existing lake shoreline is bulkheaded with the inboard sheetpile of the discharge channel. There are no wetlands adjacent to or on the parcel referred to in this project. A dock runs parallel to the canal within the Shuffleton Steam Plant property, but ends at the property line. Statement Addressing Soil Type and Drainage Conditions The project site is located on lake water. Soil is aquatic, consisting of a combination of placed riprap and lake sediment deposited over sandy alluvium. I Puget Sound Energ\ DNR Aquatic Lease Sheetpile Removal Projeci Project Narrative January 19, 1999 Proposed Use of the Property and Scope of the Proposed Development (i.e., height, square footage, lot coverage, parking, access, etc.) Scope of Proposed Development PSE originally proposed to only remove the outer course of sheetpile located within the DNR Aquatic lease area. This was to reduce the amount of disturbed sediment and fill. However, after consultation with the Washington State Department of Fisheries, it was decided that the long-term benefits of providing a more natural shoreline and its associated rearing habitat would out weight any short-term detriment to water quality. PSE now proposes to remove both sides of the canal and grade the fill placed against the inboard sheetpile to produce a shoreline that could trap wood and other debris. PSE will also remove three dolphins located within the leasehold water. The proposed methodology for sheetpile and dolphin removal is by use of vibratory equipment located on a shallow draft barge. Sloping the new shoreline after sheetpile removal would be accomplished wit), equipment operated on the shore. No import or removal of material is proposed. Proposed Use of the Property The removal will be conducted to expedite PSE's lease termination with the DNR. Additionally, this sheetpile removal would prepare the land for alternative functions as may be developed by the DNR. Background The DNR harbor lease area is approximately 31.3 acres of Lake Washington, into which extends approximately 625 lineal feet of sheetpile canal. This leasehold property was used by the adjacent Shuffleton Steam Plant as a harbor for barges. When it operated, the Shuffieton Steam Plant facility utilized cooling water drawn from Lake Washington by means of an intake tunnel. After passing through the condensers, the water was returned to Lake Washington via a discharge tunnel. After the plant operated for several years, it became apparent that re-circulation of heated water back to the intake was occurring, subsequently reducing plant efficiency. The solution was to place 825 feet of open, sheet-pile supported flume in the harbor area to act as an extension of the existing cooling water canal,directing heated water away from the intake. The Shuffieton plant was decommissioned shortly after 1989, its last year of part-time operation. The subject improvement is located at the northwest corner of the Shuffieton Steam Plant site (see neighborhood map). The sheetpile-supported out-fall discharge channel runs north for 200 feet within PSE fee owned property, then at the northwest corner of PSE property, it turns to the northwest and extends 625 feet into the leased area,adjacent to Boeing's northern property. Behind this portion of the canal is approximately 3 acres of upland area. This upland area was created in 1966/1967, by placing approximately 150,000 cubic yards of dredged sediment from Lake Washington in the area after use as pre-load material in preparation for building construction on Boeing's property. As a result, the existing lake shoreline is bulkheaded with the inboard sheetpile of the discharge channel. There are no wetlands adjacent to or on the parcel referred to in this project. A dock runs parallel to the canal within the Shuffleton Steam Plant property,but ends at the property line. This was to reduce the amount of disturbed sediment and fill. However, after consultation with the Washington State Department of Fisheries, it was decided that the long-term benefits of providing a more natural shoreline and its associated rearing habitat would out weight any short-term detriment to water quality. PSE now proposes to remove both sides of the canal and grade the fill placed against the inboard sheetpile to produce a shoreline that could trap wood and other debris. PSE will also remove three dolphins located within the leasehold water. The proposed methodology for sheetpile and dolphin removal is by use of vibratory equipment located on a shallow draft barge. Sloping the new shoreline after sheetpile removal would be accomplished with equipment operated on the shore. No import or removal of material is proposed. The site is zoned Heavy Industrial (IH). The proposal does not involve building and development standards of the IH zone are inapplicable to the proposal. Permit Requirements. The proposal would require SEPA environmental review and most likely a Shorelines Substantial Development Permit. The SEPA review would take approximately 8 weeks, including the appeal period. After the appeal period, a Shorelines Permit would be issued by the t,ity and sent to Department of Ecology (DOE) for their review. There is a 21 day appeal period for the Shoreline Permit,which commences after DOE issues receipt of the permit. Vertical sheetpile bulkheads arc generally detrimental to fish habitat due to the loss of shallow water littoral areas which results from their construction. The removal of the sheetpiles at this location is a prime opportunity to restore some of the habitat which was lost near the mouth of the Cedar River when the site was filled and industrialized. WDFW expects this habitat to be used by juvenile salmonid fish, including Puget Sound wild chinook salmon(which are proposed for federal listing as a threatened species), as well as by other fish species in Lake Washington. WDFW believes this is the type of opportunity which will make a real difference in determining whether salmon productivity can be restored in Puget Sound. With the above frame of reference, WDFW believes that the project can be designed to provide a significant amount of good quality shoreline and littoral habitat. As much littoral zone as possible with a minimum slope of 3:1 is desirable to provide refuge and rearing areas for juvenile fish. This slope can be tapered into a steeper slope as the retained shcctpilcs arc approached_ Some armoring may be necessary in this transitional area to provide stability. in order to make a fair cut slope to fill ratio(at least for the majority of the site which is not constrained by other factors such as the proposed trail and the area used by the Boeing Company),the slope should be measured from the midpoint between the lake bed and the ordinary high water line,rather than the top of the fill. A revegetation plan should be designed to provide suitable habitat for the fish and wildlife resources which utilize the shoreline. This is an important critical habitat for salmonid fish, particularly since juvenile fish leaving the Cedar River are dependent upon ncarshore areas during their early life histories. The proposal would require SEPA environmental review and most likely a Shorelines Substantial Development Permit. The SEPA review would take approximately 8 weeks, including the appeal period. After the appeal period, a Shorelines Permit would be issued by the Gity and sent to Department of Ecology (DOE) for their review. There is a 21 day appeal period for the Shoreline Permit, which commences after DOE issues receipt of the permit. SEPA Environmental Review: SEPA environmental review is required because the proposal is considered an action "undertaken on lands covered by water." A SEPA environmental checklist must be submitted with the application materials. The Environmental Review Committee (ERC) will review the proposal, potentially require mitigation measures, and issue a threshold determination. Shorelines Substantial Development Permit: It is likely that a Shorelines Substantial Development Permit will be required. However, demolition activities are exempt from Shoreline requirements, as distinguished from the definition of "development."
