declaring June 19, 2021 to be Juneteenth 2021 in the City of

4.a) PUBLIC HEARING Extend & Amend Interim Zoning Controls – Deintensification
Shelters: This being the date set, and proper notices having

Ordinance No. 5996 regarding Deintensification Shelters.

the Maplewood Creek and Madsen Creek Sediment Basin
Cleaning 2021-2022 project, CAG-21-131, and submitted the
staff recommendation to award the contract to the lowest
responsive and responsible bidder, Sierra Pacific Construction,
LLC, in the amount of $255,606.51.

7.c) CONSENT
AGENDA
AB - 2879 Community Services Department recommended
approval of a lease with the Bezos Day 1 Academy, for the
provision of free year-round Montessori-style preschool
program that will serve a total of 80 children annually, at the
North Highlands Neighborhood Center. This program benefits
children who otherwise cannot receive a preschool education
because of their family's income status.

AB - 2872 Public Works Transportation Systems Division
recommended adoption of an ordinance that reduces the speed
limit from 25 MPH to 20 MPH throughout the LaCrosse
neighborhood, updates RMC 10-11-1-D.1 to reflect the speed
limit reduction from 40 MPH to 35 MPH along Puget Dr SE
between Edmonds Ave SE and Benson Rd S, and reflects the
speed limit increase from 25 MPH to 30 MPH along S 132nd St
between 80th Ave S and Renton Ave S.

6586, 6588-6589, 392175-392183 and five wire transfers.
2. Payroll – total payment of $1,477,442.69 for payroll
vouchers that include 568 direct deposits and 2 checks.

3. Municipal Court vouchers 017847-017851 totaling $835.42.

concurring in the staff recommendation to execute the
Community Services Agreement 6218 EHS with Public Health
Seattle and King County to accept $112,349.68 of non-matching
grant funds in 2021-2022 for Local Hazardous Waste
Management Program projects.

Finance Committee Chair O'Halloran presented a report
concurring in the staff recommendation to authorize the Mayor
and City Clerk to execute the Local Agency Agreement with the
Federal Aviation Administration for the obligation of CRRSAA
grant funding through the Airport Coronavirus Response Grant
Program, and all subsequent agreements necessary to ensure
full use and expenditure of this grant.

9.a) Ordinance for
first reading and
advancement to
second and final
reading:
Ordinance No. 6019: An ordinance was read extending the
interim zoning controls established in Ordinance No. 5996 with
amendments to temporarily allow continued operations of a
deintensification shelter in the Commercial Arterial (CA) Zoning
District and revise homeless services use permitting
requirements to better accommodate new emergency and
permanent supportive housing.
