Steel pipe, crosses, tees and bends shall be O.D. steel, 10 gabge, dipped and wrapped with 23i lb. asbestos. All pipe and fittings shall be fabricated to conform to AWWA specifications C-202.49, c-203-57, C.207-55 and C-208-57T. Cast iron pipe, crosses, tees and bends shall be manufactured to conform to Aa:WaA. specifications C-102-53, C-106-53, C-108-53, C-110-52 and C-111-53. All pipe and fittings shall be designed for a minimum water operating pressure of one hundred fifty (150) pounds per square inch. Gate Val Valves installed shall be cast iron body, non-rising stem, full bronze mounted with double disc gates. All valves shall be designed for a minimum water operating pressure of one hundred fifty (150) paaads per square inch and shall conform to A.W.W.A. specification C-500-52T. Each valve shall be provided with a standard square operating nut and shall open by turning to the left. Valve boxes of the type currently in use by the City shall be furnished and installed for each gate valve. Fire Hydrants Fire hydrants shall be Corey type with a 611 inlet and a minimum M.V.O. of 5w, two 2i" hose nozzles with National Standard 7i threads per inch and one 411 pumper nozzle with Seattle Pattern 6 threads per inch, 1?-$ pentagon operating nut and open by turning to the left. Hydrants shall be constructed with flanged connections and shall be furnished with fi. to fi. or fi.. to M.J0 auxiliary gate valve conforming to the specifications listed for Gate Valves. Working parts of fire hydrants shall be made of bronze and provision shall be made for drainage of barrel to protect units from freezing. Fire hydrants shall be of such length as to be suitable for installation with connections to piping in trenches 31-6" deep. Installation Installation shall be according to plans furnished by the Utilities Dept., unless otherwise approved by the Utilities Superintendent. The Utilities Superintendent shall be notified prior to the start of actual construction and it will be the responsibility of the Developer and/or the Contractor to secure all necessary County or City permits and.required. All fire hydrants, tees, bends and plugs shall be adequately blocked with poured concrete blocks oast in place and have a minimum of 1 sq. foot bearing against the fitting and 2 sq. feet bearing area against undisturbed soil. Blocking shall bear against fittings only and shall be clear of joints so as to permit taking up or dismantling joint. Fire hydrants shall be tied to the hydrant tee with tie rods where other than all flanged fittings are used. Sterilization of watermains shall be accomplished by the Contractor in accordance with the requirements of the State Health Department and in a manner satisfactory to the Utilities Superintendent. Prior •;o, accepta:,e of the system, the installation shall be subjected to a hydrostatic pressure test of :L50 to 250 psi, and any leaks or imperfections developing under said pressure shall be remedied by the contractor before final acceptance of the system. Balch, Ben Hayes, the Planning Commission and yourself, it is surprising to hear at this late date that there is a question about the date of the preliminary approval of the sub- ject plat. It is the recollection of Ben Hayes, our engineer, that prior to the acceptance of the preliminary plat, the approval was discussed and in the record of the discussions and approval of Albert Balch's President Park No. 10. On searching our files we find that as long ago as July 20, 1956, we had written to I:r. Mike Lotto, Chairman of the Renton Planning Commission requesting the preliminary approval of President Park No. 12. On June 30, 1956, proposed plats were sent to the Planning Commission and to yourself. It has always been our intention to build houses under the FHA plan and on March 20, 1957, we requested the First Mortgage Co. to submit the preliminary plats to the FHA for approval. On April 10, 1957, we received the FHA report dated April 2, 1957, wherein they outlined their recommendations for the plat. We have a memo in our file dated March 15, 1957, to remind Mr. Balch to call Jim Peterson at Puget Sound Power & Light in Renton regarding the location of the power poles in President Park No. 12. As a matter of our regular procedure, we applied for a plat certificate after receiving preliminary approval of the plat from the Planning Commis- sion. We are practically through clearing the land for the fifteen acres we have loosed to Radio Station KLAN, and are ready to move our bulldoser from this sib to President Park to do the construction on these two plats. All of these streets are entirely enclosed within each of these two plats so that we would not be delayed by having to obtain property from others for street purposes if half of each street were on the exterior of President Perk No. 11. The President Park No. 11 is in conformity with the best land planning practices, and is similar to the platting being done in the better neighborhoods in California. People want wider sire lots in order that the house may have plenty of room for wider garages. If the ilanning Commission will give us tentative approval on President Park No. 11 and No. 12, we will begin constructing the streets at once, even before the plat is filed. The need for houses for the new workers in Renton is very great, and it is very difficult to build houses - particularly the three bedroom sire - and have the loans qualified in the Renton area. We are doing everything possible to maks this neighborhood attractive to investors so that money can pour in to Renton for home construction. However, if this project should be delayed much longer, it will be too late to have houses built for the Fall market and we will have to wait until Spring. Property Committee - Councilman Pedersen submitted Park Department memo which was read by the Clerk, advising that certain work has been completed at President Park Playground; namely, installation of 650' of 10" storm drain, 2 manholes, 60' of 8" storm line and a catch basin along with considerable grading to eliminate standing water. A pathway will be graveled through the park for the use of school children as soon as additional grading eliminates the waters yet standing. Sanitation Committee - Councilman Custer, Committee Chairman, apprised the Council of developments regarding Tiffany Park and the Cascade sewer project and it was re- quested that Council make committment as to anticipated participation by motion of intent, however, the Council did not wish to act upon the matter without knowing facts, figures and conditions of its involvement. It was subsequently moved by Delaurenti, seconded by Dullahant, that the matter be referred to the Superintendent of Utilities, and the City Engineer along with the Sanitation Committee to bring in figures for consideration by the Council. Carried. NEW BUSINESS: • Councilwoman Dahlquist expressed thanks to the Utility Department for the Water Works Utility report. Councilman Garrett suggested that the Council Members attending the Good Roads Assn. melting in Aberdeen be designated official delegates representing the City at the Con- vention. Moved by Custer, seconded by Hulse, that Vouchers No. 2275 through 2354, having been previously approved by the Accounting and Auditing Committee, be approved by the Council.il. Carried. A Sanitation Committee meeting was scheduled Mondays Sept. 23rd at Councilman Delaurenti requested a meeting of the Council As A Whole on Thursday, Sept. 19, 1963 at 7:30 p.m. to work on the Budget and all members were requested to attend. Mayor Aliment invited audience comment at this time and Mrs. Margaret Evans advised of activities of the residents in clearing brush in a pathway on the North side of Windsor Hills and participation by the Street Department along Sunset which had greatly re- duced the traffic hazard. It was requested that the Street Department aid in clearing the Windsor Hills area also and it was moved by Delaurenti, seconded by Hulse, that the matter be referred to the Street Commissioner for investigation, Carried, Mr. Charles Shane addressed the Council at this time advising that a Petition was being circulated, since the rate increase by Puget Sound Power and Light Co. , i pursuance of additional power franchise to be granted in Renton to allow another power company to operate in the City. It was suggested that such a proposition might be placed on the ballot for decision by the people. Presentation of the Petition to warrant consideration by the Council. As there was no further business to come before the Council; it was moved by Bruce, and seconded by Delaurenti, to adjourn. Carried. Carried COMMUNICATIONS: Letters were read from the City Attorney as directed to the Washington Title Insurance Company requesting policies relative to President Park properties recently acquisitioned by the City for park purposes and submitting the proper deeds thereon, and to the First Investment Company transmitting the City's Warrants Nos. 5895 and 5898 in the sums of $9,000.00 and $420.10, constituting balance due in consumation of the real estate transactions. A letter was read from the Street Commissioner, Joe Lynch, requesting permission to dispose of a 2,000 gallon surplus steel tank. Councilman Reid reported that the Street and Alley Committee recommended that the tank be sold as requested. Moved by Malgarini, seconded by Reid, to concur in the recommendation of the Committee. Carried. A communication was read from the Citizen's Committee for Better Government, submitted by W. Philipp, Secretary, advising the City Clerk of receipt of communication relative to a-Street and Alley Committee meeting and of the Committee's decision that nothing would be learned from such a meeting and of their decision for no need to attend same1 and changing date in previous letter, requesting ' information to be delivered on February 5, 1962. The Street and Alley Committee report was read advising of the full attendance of Council Committee members with no one in attendance from the Citizen's Committee for Better Government. Two of the Street and Alley Committee members had received notice that the Committee for Better Government was not planning to be represented, which was also noted in Mr. Philipp's communication, and reported by Councilman Garrett. The Clerk read a letter from City Attorney Shellan, directed to Councilman Bruce, Chairman of the Property Committee, outlining terms of agreement relative to Lease extension with Lepack Veneer, Inc. Three parcels of property are involved and since the City acquired the Tract 2 Lease from the Commercial Waterway District No. 2, subject to all the terms and conditions thereof, the rental increase is limited to the sum of $122.50. The two other parcels have been increased to $50.00 and $35.00,from $15.50 and $15.00 set in 1951, based upon appraisers' computations. Councilman Bruce advised of a moratorium to February 12 on the matter and that the Committee will retain the matter until after that date when recommendations for firm negotiation will be made. A letter from Renton School District No. 403 was read requesting permission to install a banner across the street on Third Avenue between the Roxy and Renton Theaters, advertising the election and school special levy. Moved by Malgarini, seconded by Pinkerton, to concur in the request of the School District. Carried. A letter was read from Mr. Gil Duckworth, Attorney At Law, on behalf of Mr. Rudolph Zaputil, requesting refund from the City of a deposit. on certain water service on I Place,in the sum of $261.72, contending that there was a pre-existing six inch main which could have serviced his property had it not been removed, as had been requested by him. Mr. Marvin Schroeder, Sup't. of Utilities, displayed a drawing of the pre-existing line and one of the new line installed- upon realignment of the plat and streets,calling attention to requirements of the Ordinance for service from the front of the property. Mr. Zaputil stated his property could have been thusly serviced, that the present line was not fully utilized and presented a health hazard as it presently exists and that he should have been notified that he was to be included in the Agreement executed between the City and the Contractor installing such a line. Mr. Schroeder advised the old line was inadequate and would not have properly served the subject property. Discussion followed regarding the matter after which it was moved by Trimm, seconded by Vietzke, that same be referred to the Fire and Water Committee for investigation and report back. Carried. COUNCIL COMMITTEE REPORTS: Councilman Pinkerton, Chairman of the Sanitation Committee, reported that the Committee recommended authorization be granted the Utilities Department to advertise for bids for a new City of Renton garbage contract with November 7, 1961 to be the date for opening of bids. Councilman Pinkerton reported for the Council As A Whole that in regard to the Downtown Merchants' request for Free Parking(in their letter of September 26, 1961,) it was the Committee's recommendation that proposal No. 5 contained in said letter be granted, to-wit: We request that the Council grant free parking in downtown Renton every Saturday from October 1st until December 31st, 1961, plus the 24th of November and from the 18th to 23rd of December, 1961. Councilman Garrett, reporting for Mr. Reid, on behalf of the Street and Alley Committee, advised regarding improvement to ''K" Street, that various proposals have been sent out to the property owners and the traffic department has been requested to make a report and the matter will be held in committee for further investigation and discussion. Relative to the litter control request by Northwestern Panel Display Co., the Committee will hold recommendation pending report from the Chamber of Commerce and the Downtown Merchants Association. Councilman Johnson, Chairman of the Ways and Means Committee, and member of the Property Committee, reported that the Property Committee recom- mended the following: (:?-- 1. Park Site Acquisition-(Balch Property and small parcel known as the Williams Property) Sufficient funds have been allocated in the 1962 Budget for purchase of these properties for park purposes. After the recess roll call was taken with all Councilmen present as previously listed. Moved by Poli, seconded by Reid that the Business and Occupation Tax for 1962 be reduced by 20%. Carried. Moved by Garrett, seconded by Trimm, to remove .9 mill from the 16 mill levy previously adopted in view of the B. & 0. Tax reduction. Carried. The Budget Clerk reported on the current increases and decreases passed by the Council to this time. Councilman Dullahant advised the Firemen wished to make a request at this time and Jack Colombi and Marvin Sherertz of the Fire Department Wage Committee requested that the Fire Department be granted the same salary increase as the Police Department was given in order that the two departments remain on an equal basis. Moved by Delaurenti, seconded by Vietzke, that the Fire Department 1962 Budget be increased to include the same starting base salary and yearly increases as adopted for the Police Department. Carried. Discussion followed on the two Firemen who had left for service and the consequence if they should return prior to the year end so far as the budget is concerned as there would be two additional firemen in such event. Moved by Trimm, seconded by Delaurenti, to add two additional men to the Fire Department Budget. Discussion followed on the matter. Attorney Shellan advised it would not be possible to release the new men in event their probationary time had ex- pired except that a state of emergency be shown with no cause for extra help and no funds,otherwise they cannot be terminated. After discussion on taking necessary action when the time comes, the pending motion was defeated. Councilman Johnson, referring to Page 35, moved that $9,000.00 be allo- 4< /, j); cated to Capital Outlay - 4700 for property acquisition, calling attention to the recent negotiations by the Property Committee for Park Site. Moved by Vietzke, seconded by Reid, that the Street Commissioner be reclassified from 15 to 16 and that $8,088.00 be designated in the budget as Salary and Wages therefor. Carried. The Water Department Budget was considered at this time. Mr. Schroeder, Superintendent of Utilities, outlined his requests for the Water Maintenance De- partment Budget, 7090.12, Salaries and Wages, and advised of an increase in the 1959 Revenue Bonds- Reserve Fund in Water Administrative Account 7090.11 to $16,000.00 instead of $8,000.00. The total Salaries and Wages, Account 7090.12 is the sum of $107,978.00 or an increase of $2,715.00 over allowed Budget. Moved by Delaurenti, seconded by Trimm, to accept the changes as recommended. The proposed Ordinance was read by the City Clerk. Moved by Johnson, seconded by Delaurenti, that the proposed Ordinance be referred to the Ordinance Committee for recommendation. Carried. Due to the absence of Ordinance Committee members, Councilman Vietzke, Chairman Pro Tem, re- ferred the matter to Council for further action. Moved by Delaurenti, seconded by Johnson, that the proposed Ordinance be placed on its second and final reading. Carried. After the second and final reading, it was moved by Pinkerton, seconded by Vietzke, that Ordinance No. 1850 be adopted as read. COUNCIL COMMITTEE REPORTS: Old Business: Councilman Pinkerton, Chairman of the Sanitation Committee, requested a meeting with the City Engineer and the legal Counsellor of Renton along with representative of the Bryn-Mawr-Lakeridge Sewer District and Mr. John E. Conner, to be held on Tuesday, September 27, 1960 at 7:00 p.m. Councilman Delaurenti suggested that Council send a letter to Mr. Don Humble,who was with the City for several years, recognizing his services and cooperation in working with the Council. Councilman Bruce, reporting for the Street and Alley Committee requested that the matter of the traffic control, as petitioned, from Langston Road, be held in Committee until the City Engineer presents the traffic count and additional planning. Granted. Councilman Bruce, Chairman of the Property Committee, reported that his committee had been authorized to negotiate with Mr . Balch in regard to acquisition of a Park site in the President Park area and it was the recommenda- tion of the Committee that two appraisals be secured in order that they might haw.- some foundation for negotiations. NEW BUSINESS: Councilman Dullahant requested a meeting of the Council As A Whole on Wednesday, September 21, 1960 at 8:00 p.m. Councilman Pinkerton reported that a number of protests had been made at Precinct 25 regarding the method of balloting on the paper ballot issued not providing for secrecy. Moved by Delaurenti, seconded by Bruce that the City Clerk call the Attention of Superintendente of Elections Logan to this matter . Mr. Pinkerton also advised that the lighting at the entrance of the Highlands Adminis- tration Building,where Precinct 25 is located, was not adequate for safety as there were steps to the sidewalk and no light to see them by. Moved by Pinkerton, seconded by Poli, that this matter be referred to the Property Committee. Councilman Garrett advised that the Ordinance Committee conference had resulted in a tie vote and that unless Council wished to take action at this time the proposed Ordinance Vacating a portion of King County Road No. 80 would be held in committee until the return of the Chairman of the Street and Alley Committee. Mr. Edwards of the Renton Shopping Center regue sted action on the Ordinance at this time explaining that the delay was preventing completion of construction at the Shopping Center. Discussion followed regarding future plans of the State in the vicinity of the Shopping Center in relation to the immediate needs of the commu- nity after which it was moved by Dullahant, seconded by Bruce that the proposed Ordinance be placed on first reading. Dullahant seconded the motion. Carried. After the second and final reading it was moved by Bruce, seconded by Johnson, that Ordinance No. 1849 be adopted as read. Carried. Mayor Aliment invited audience comments at this time and Mr . Paul Coad advised that Bus Stop Signs and 35 M.P.H. Speed Limit signs had been removed on 80th and 110th Avenue S.E. during recent construction and requested replacement of same. Moved by Delaurenti, seconded by Poli, that the Street Commissioner be advised and replacement be made of said signs. Carried. Councilman Bruce reported that the Street & Alley Committee had received a request from Johnston-Campanella to display signs on Rainier Avenue regarding construction of the Renton Airport Control Tower . Moved by Vietzke, seconded by Garrett that the request be granted, with supervision of the Street Commissioner. Carried. Councilman Bruce inquired regarding City Code provisions regarding the Housing of Honey Bees in the City. Enclosed is a copy of a letter from Mr. Albert Balch in answer to one direc- tec. to him on July 27, 1954. In this letter he states that he has been plan- ning to deed all of the property in the transmission easement for community purposes but has been waiting for the formation of the proper organization in the community (President Park area) before deeding the above mentioned property. It is the feeling of the Park Board that the property in the trans- mission easement is unsuitable for park purposes, however the Board believes there is a definite need for playground space in this area. The recommended standards for service radius of a playground is 4 mile and is adhered to rather closely in the eastern part of the United States. The stan- dard generally accepted in the West has been that of a mile service radius. The west boundary, M Street, of the President Park area is a mile from the Highlands Administration Building play area. A neighborhood playground should be of sufficient size to accommodate the needs of the people who will ultimately be living in this area and it should be so divided so as to provide for the es- sential playground activities and services. Following are the suggested divi- sions: (1) Area for children of preschool age (2) Apparatus area for older ch:.1dren (3) Area for free play and low organized games (4) Area for older gi:.ls, boys and adults (5) Multiple play area (6) Area for shelterhouse, and (7 ) A shaded area (8) A landscaped area. As a result of this investigation, the Park Board recommends that an area ten acres in size be acquired and set aside in the President Park area for playground purposes.
