Staff Recommends that the Environmental Review Committee issue a
Determination of Non-Significance (DNS).
PART ONE: PROJECT DESCRIPTION / BACKGROUND
The applicant, the City of Renton Public Works Department- Utility Systems Division, is requesting SEPA
Environmental (SEPA) Review for the City of Renton 2021 Long Range Wastewater Management Plan (LRWWMP).
The proposal is a non-project action, as defined by Section 197-11-774 in the Washington Administrative Code.
The primary purpose of this plan is to identify capacity deficiencies in the City’s wastewater collection system,
develop feasible alternatives to correct those deficiencies, and plan the infrastructure that will serve future
development by addressing facility reliability, public health, groundwater and environmental protection, operation
and maintenance, and financing issues. The Plan serves as an update to the City of Renton’s 2010 Long Range
Wastewater Management Plan and was developed collaboratively by City staff and Carollo Engineers, Inc. (Carollo),
including ADS Environmental Services LLC as part of the Carollo team. The plan addresses policies, criteria,
assumptions, and recommendations regarding the Wastewater Management of the City’s planning area with
consideration to population growth and increased demands on the sewer utility. The Plan addresses the need to
expand Renton’s sewer service area into its Urban Growth Area as the appropriate provider of the urban service per
the King County Countywide Planning Policies. The plan will be used as a guide in maintaining and improving the
water system in the short-term over the next 10 years. It also provides a planning framework for the 20-year, long-
term planning horizon.
Maintaining a current Plan is required to meet the regulations of the Washington State Department of Ecology and
the requirements of the Washington State Growth Management Act. The plan contains timeframes, which are the
intended framework for future funding decisions and within which future actions and decisions are intended to

occur. The framework presented in the plan does not represent actual commitments by the City. The potential
impacts of the proposed 2021 LRWWMP for the City of Renton could be regulated through land use and
construction permits and processes required for the projects outlined in the plan.
ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project
impacts that are not adequately addressed under existing development standards and environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials:
Issue a DNS with a 14-day appeal period

D. Environmental Impacts
There are no environmental impacts that are anticipated to occur in conjunction with the proposed non-
project City of Renton 2021 Long Range Wastewater Management Plan. Project specific impacts of
individual proposals from the plan would be evaluated and further analyzed through project specific
environmental (SEPA) review and/or construction permitting.
E. Comments of Reviewing Departments
The proposal has been circulated to City Department and Division Reviewers. Where applicable, their comments
have been incorporated into the text of this report and/or “Advisory Notes to Applicant.”

The Environmental Determination decision will become final if the decision is not appealed within the 14-day
appeal period (RCW 43.21.C.075(3); WAC 197-11-680).
Environmental Determination Appeal Process: Appeals of the environmental determination must be filed in
writing on or before 5:00 p.m. on July 1, 2021. Due to Governor Jay Inslee’s Proclamation 20-25 (“Stay Home,
Stay Healthy”), the City Clerk’s Office is working remotely. For that reason, appeals must be submitted
electronically to the City Clerk at cityclerk@rentonwa.gov. The appeal fee, normally due at the time an appeal is
submitted, will be collected at a future date. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and
additional information regarding the appeal process may be obtained from the City Clerk’s Office,
cityclerk@rentonwa.gov. If the situation changes such that the City Clerk’s Office is open when you file your
appeal, you have the option of filing the appeal in person.
