The subject plan will reviewed as a non-project action, as defined by Section 197-11-774 in the Washington Administrative Code. The plan primarily serves as an update to the City of Renton’s 2010 Long Range Wastewater Management Plan and was developed collaboratively by City staff and Carollo Engineers, Inc. (Carollo), including ADS Environmental Services LLC as part of the Carollo team. The plan addresses policies, criteria, assumptions, and recommendations regarding the Wastewater Management of the City’s planning area with consideration to population growth and increased demands on the sewer utility. The plan will be used as a guide in maintaining and improving the water system in the short -term over the next 10 years. It also provides a planning framework for the 20-year, long-term planning horizon. The primary purpose of this plan is to identify capacity deficiencies in the wastewater collection system, develop feasible alternatives to correct these deficiencies, and plan the infrastructure that will serve future development by addressing facility reliability, public health, groundwater and environmental protection, operation and maintenance, and financing issues. Maintaining a current Plan is required to meet the regulations of the Washington State Department of Health (DOH) and the requirements of the Washington State Growth Management Act. The plan also contains estimated timeframes, which are the intended framework for future funding decisions. The applicant submitted an Environmental (SEPA) Checklist with the application. PROJECT LOCATION: Citywide LEAD AGENCY: City of Renton Environmental Review Committee Department of Community & Economic Development The City of Renton Environmental Review Committee has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This Determination of Non-Significance is issued under WAC 197-11-340. Because other agencies of jurisdiction may be involved, the lead agency will not act on this proposal for fourteen (14) days. Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on July 1, 2021. Due to Governor Jay Inslee’s Proclamation 20-25 (“Stay Home, Stay Healthy”), the City Clerk’s Office is working remotely. For that reason, appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date.
