Grady Way CALL TO ORDER Mayor Pavone called the meeting of the Renton City Council to order at 7:00 PM. Rev. Dr. Linda Smith and Monique Taylor-Swan accepted the proclamation with appreciation. MOVED BY CORMAN, SECONDED BY MCIRVIN, COUNCIL CONCUR IN THE PROCLAMATION. CARRIED. PUBLIC HEARING a) Extend & Amend Interim Zoning Controls – Deintensification Shelters: This being the date set, and proper notices having been posted and published in accordance with local and State laws, Mayor Pavone opened the public hearing to consider extending and amending Interim Zoning Controls established by Ordinance No. 5996 regarding Deintensification Shelters. Senior Planner Paul Hintz introduced himself to Council and noted his contact information for the public. He reported that Ordinance No. 5996 clarified and corrected text related to Renton Municipal Code's (RMC) land use interpretation process, distinctions between "principal" and "accessory" uses, and staff titles. He also reported that Ordinance No. 5996 added three definitions, approval criteria, standards, and zoning for 1) Homeless Services Use, 2) COVID-19 Deintensification Shelter, and 3) Extended-stay Hotel, and allowed a single COVID-19 Deintensification shelter until January 1, 2022 but required a reduction to 125 persons by June 1, 2021. Mr. Hintz acknowledged the deadline had passed, but noted that tonight's ordinance extends the provisions of Ordinance No. 5996 with the following exceptions: 1. Allows the existing COVID-19 Deintensification Shelter to operate until no later than September 30, 2022, which is when King County and the shelter operators informed the City will be sufficient time to relocate all the residents to more permanent accommodations. 2. For new overnight shelters, increases the occupancy cap from 100 to 115 if at least 15% of the sleeping units are designated for those currently experiencing homelessness in Renton. 3. Allows Council to approve homeless services uses and/or new permanent supportive housing by way of a negotiated development agreement as an alternative to the Conditional Use Permit and Master Site Plan processes. In the CO zone, allows permanent supportive housing to be converted from an extended-stay hotel and waives minimum residential density, structured parking, and commercial mixed-use requirements. Concluding, Mr. Hintz stated that the changes are based upon discussions with King County and meant to accommodate immediate homeless services needs. City staff will continue to work on non-interim zoning to address long term homeless services needs and ensure compliance with a new State law (ESSHB 1220) that restricts cities' discretion in how to zone to accommodate homeless services, and noted that the new law requires additional Council action no later than September 30, 2021. Mr. Hintz further stated that the recommended action tonight is to accept public testimony on the related ordinance, and then vote on it. Mayor Pavone invited public comment: • City Clerk Seth reported receipt of correspondence from Jessie Friedmann (Renton) expressing support for the related ordinance. • Winter Cashman, Renton, expressed appreciation to the Mayor, Council, and staff for working collaboratively with King County on this issue. • Rev. Dr. Linda Smith, Renton, also expressed appreciation for working with the county on the provisions in the related ordinance. There being no further public comments or deliberations, it was MOVED BY CORMAN, SECONDED BY MCIRVIN, COUNCIL CLOSE THE PUBLIC HEARING. CARRIED. ADMINISTRATIVE REPORT CAO Ed VanValey reviewed a written administrative report summarizing the City’s recent progress towards goals and work programs adopted as part of its business plan for 2021 and beyond. Items noted were: • The Surface Water Utility received Pollution Prevention Assistance funding up to $175,000 from the Department of Ecology’s Hazardous Waste and Toxics Reduction Program. The funding will be used in partnership with Ecology to cover technical assistance for automotive, light industrial, dry cleaning, distribution centers, food services, grocery stores, mini-marts, and retail. A subcontractor will focus on reducing or removing pollutants from stormwater and hazardous waste by providing technical assistance, system and program development, and producing educational videos in multiple languages. • Parks, Planning & Natural Resources Forestry Program is pleased to announce that the 10-year Urban Forestry Management Plan is being redrafted for 2021-2031. PlanIT Geo is the external consultant who will help in these efforts over the next nine months. Their participation was announced at the April 12, 2021 COW. The project slogan is “Rooted in Renton” and public feedback will be sought throughout the planning process. RentonForestryPlan.com is a dedicated website that has been set up to invite public participation and provide a specific point of contact for the project. CONSENT AGENDA Items listed on the Consent Agenda were adopted with one motion, following the listing. a) Approval of Council Meeting minutes of June 7, 2021. Council Concur. b) AB - 2883 City Clerk reported bid opening on June 2, 2021 for the Maplewood Creek and Madsen Creek Sediment Basin Cleaning 2021-2022 project, CAG-21-131, and submitted the staff recommendation to award the contract to the lowest responsive and responsible bidder, Sierra Pacific Construction, LLC, in the amount of $255,606.51. Council Concur. c) AB - 2879 Community Services Department recommended approval of a lease with the Bezos Day 1 Academy, for the provision of free year-round Montessori-style preschool program that will serve a total of 80 children annually, at the North Highlands Neighborhood Center. This program benefits children who otherwise cannot receive a preschool education because of their family's income status. Council Concur. d) AB - 2882 Human Resources / Risk Management Department recommended confirmation of Mayor Pavone's appointment of Karisa (Kari) Roller to the position of Administration Services Administrator, salary grade M49 step C, effective June 14, 2021. Council Concur. e) AB - 2880 Police Department requested approval to convert a Police Records Specialist .4 FTE position to a Police Records Specialist 1.0 FTE position. Refer to Finance Committee. f) AB - 2881 Police Department requested approval to increase the bonus offered to lateral-hire police officers from $10,000 to $20,000; and to begin offering a $1,000 bonus for entry-level officers. Refer to Finance Committee. g) AB - 2878 Public Works Airport Division recommended executing Amendment No. 5-21 to lease LAG-12-004, with Bosair, LLC, with no anticipated fiscal impact, related to Bosair's expansion at the Renton Airport. Refer to Transportation (Aviation) Committee. h) AB - 2872 Public Works Transportation Systems Division recommended adoption of an ordinance that reduces the speed limit from 25 MPH to 20 MPH throughout the LaCrosse neighborhood, updates RMC 10-11-1-D.1 to reflect the speed limit reduction from 40 MPH to 35 MPH along Puget Dr SE between Edmonds Ave SE and Benson Rd S, and reflects the speed limit increase from 25 MPH to 30 MPH along S 132nd St between 80th Ave S and Renton Ave S. Refer to Transportation (Aviation) Committee. i) AB - 2802 Public Works Utility Systems Division recommended adoption of a resolution adopting the 2019 Water System Plan Update so it can be forwarded to the Washington State Department of Health for approval. Refer to Utilities Committee. j) AB - 2861 Public Works Utility Systems Division recommended authorizing execution of the King County Tax Title Terms of Sale Agreements, with King County, for the purchase of three parcels of real property (Parcel ID Nos. 0723059098, 1023059427, 0323059427), in the amount of $7,100. Refer to Utilities Committee. k) AB - 2865 Public Works Utility Systems Division recommended adoption of a resolution authorizing a sole source agreement with Peter Goetzinger, LLC, in the amount of $71,318, to paint an artistic mural on the new Kennydale Reservoir. UNFINISHED BUSINESS a) Finance Committee Chair O'Halloran presented a report concurring in the staff recommendation to approve the following payments: 1. Accounts Payable – total payment of $7,622,756.74 for vouchers, 10294‐10296, 392159‐ 392174, 392184‐392464; payroll benefit withholding vouchers 6578‐6579, 6581, 6583, 6586, 6588‐6589, 392175‐392183 and five wire transfers. 2. Payroll – total payment of $1,477,442.69 for payroll vouchers that include 568 direct deposits and 2 checks. (05/01/21‐05/15/21 pay period). 3. Municipal Court vouchers 017847-017851 totaling $835.42. MOVED BY O'HALLORAN, SECONDED BY MCIRVIN, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. b) Finance Committee Chair O'Halloran presented a report concurring in the staff recommendation to execute the Community Services Agreement 6218 EHS with Public Health Seattle and King County to accept $112,349.68 of non-matching grant funds in 2021-2022 for Local Hazardous Waste Management Program projects. CARRIED. c) Finance Committee Chair O'Halloran presented a report concurring in the staff recommendation to authorize the Mayor and City Clerk to execute the Local Agency Agreement with the Federal Aviation Administration for the obligation of CRRSAA grant funding through the Airport Coronavirus Response Grant Program, and all subsequent agreements necessary to ensure full use and expenditure of this grant. CARRIED. d) Finance Committee Chair O'Halloran presented a report concurring in the staff recommendation to approve the acceptance of a Washington Airport Management Association Internship Grant in the amount of $1,000. June 14, 2021 REGULAR COUNCIL MEETING MINUTES LEGISLATION Ordinance for first reading and advancement to second and final reading: a) Ordinance No. 6019: An ordinance was read extending the interim zoning controls established in Ordinance No. 5996 with amendments to temporarily allow continued operations of a deintensification shelter in the Commercial Arterial (CA) Zoning District and revise homeless services use permitting requirements to better accommodate new emergency and permanent supportive housing. MOVED BY CORMAN, SECONDED BY MCIRVIN, COUNCIL ADVANCE THE ORDINANCE FOR SECOND AND FINAL READING AT TONIGHT'S MEETING. CARRIED.
