PRESENTATION: • Site Location is at the intersection of S Grady Way and Williams Ave S. • The project is proposing to provide a large pedestrian connection on the west side of the site, accessed from Grady way to the north end of the site near Burnett Linear Park. • Goal is to provide amenity space for not only residents of this site but also residents in the area. • Split zone site – 4 parcels: (3) CD and (1) R-14 (north end of site). • Questions from Studio 19: ▪ What is being proposed here? • 136 apartments with residential amenities and a pedestrian promenade. ▪ Where is the project? • On the corner of Williams Ave S and S Grady Way. ▪ Will Cedar Flats be affordable? • Yes, the project will take part in Federal and State affordable housing programs which will limit the rent. Providing work force housing to residents and families. ▪ When will the construction start? • Q2 – 2021 ▪ What size apartments will be provided? • The goal is to provide a variety of sizes to meet the different needs of its residents. The emphasis is on serving families by providing many 3- bedroom units. Overall, there will be a mix of 1, 2, and 3-bedroom units. ▪ Is there parking? • Yes, the goal is to provide as much parking as possible on site. Including bike parking. ▪ Who is proposing? • GMD Development and Studio19 Architects. • Precedent Projects: o Meeting organizers showcase slides of precedent work from both GMD Development and Studio19 Architects. QUESTION AND ANSWER: • Patty, local resident o Secretary of the South Renton Connection neighborhood association. o Big concern for locals is parking. Currently there is limited parking on Williams and no parking on Grady. Also, there is no parking at Burnett Linear South of the site. Residents feel that the available parking is at capacity and they are already taking overflow from the adjacent commercial gym facility. How does this project address the issues of resident and guest parking? How may spaces will be provided per unit? ▪ Response per Jeff Walls, Studio 19 Architects: Surface parking located at the north end of the site. Access to a parking garage at grade will be provided at the rear of the surface parking area. The garage will also extend to form a partial second level area. Goal to get to (1) stall per unit, which is above city requirement of .25/unit for affordable housing projects. The site is tight and there is a water table close to grade preventing sub-grade parking. o Where are visitors going to park if the goal is (1) stall per unit? ▪ Response per Jeff Walls, Studio 19 Architects: In evaluating past affordable housing projects GMD has found that not all residents require a car. Visitors will be parking at the surface parking area, where there will be +/-40 stalls provided. Ample bike parking to be provided as well (+/-80 bike stalls). GMD’s goal is to have +100 bike stalls. ▪ Response per Steve, GMD Development: This project will actively be promoting car sharing programs to help residents reduce or eliminate the need for cars in their households. GMD’s past experience in affordable housing has shown that the natural ratio of cars to residential units is often times less than one. The incoming South Renton Transit Station will aid in the goal of reducing resident’s reliance on personal vehicles. o What if incoming residents do in fact have more than one vehicle? (Expressed concern for the need to maximize parking as much as possible.) ▪ Response per Jeff Walls, Studio 19 Architects: We will be looking to maximize as much as possible. o Where is proposed ingress and egress for the site? ▪ Response per Jeff Walls, Studio 19 Architects: Currently entries are off the North East corner of the site along Williams Ave S. o This will yield a traffic impact as well as parking. Williams is changing from one-way to two-way street. Without a turning lane are we anticipating any upgrade to address the flow of traffic? ▪ Response per Matt Herrera, City of Renton: As part of the process the applicant will provide a traffic impact analysis to determine if any mitigation will be necessary. It will be evaluated considering two-way traffic as per future changes to Williams Ave S. o When will conversion to two-way traffic be finalized? ▪ Response per Matt Herrera, City of Renton: Currently under construction north of the site. Estimating completion by Q1-Q2 2021. o Will Williams Ave S experience site, street, and utility construction projects simultaneously? Is this concerning? ▪ Response Per Matt Herrera, City of Renton: All impacts of capital and residential projects will be evaluated for their impacts on the surrounding areas. ▪ Response per Jeff Walls, Studio 19 Architects: If the current timelines hold, capital improvements should be complete prior to breaking ground on Cedar Flats. o Concerns over height and design of the project. The neighborhood association has been working to keep the neighborhood preserved with single family housing. Especially with few affordable, walkable, single family units being available. The association worked to down-zone the area to prevent impact of incoming projects on the neighborhood aesthetic. In reviewing precedent projects from GMD and Studio 19 the modern designs may not fit in with the local vernacular. What are your thoughts? ▪ Response per Jeff Walls, Studio 19 Architects: Regarding height the zone allows for up to 70’, however we are not maximizing per that allowance. We are also stepping down the building along the north side to respond to adjacent property. The PPUD process enables city reviewers to evaluate the projects impact with regard to height and design on the surround areas. Being on the corner this 6- story building will not share direct adjacency to some single-family homes, so from a scale standpoint the height wont contrast as much. Paired with setbacks it will yield a less impactful transition. o How much setback is there from the sidewalks along Grady? ▪ Response per Jeff Walls, Studio 19 Architects: There is a dedication requirement along Grady Way of 8’, plus an additional +/-5’ currently (design is not complete at this point). With the promenade along the West of the building, there is a setback distance of between 35’-40’. Along Williams there is a 5’ dedication, plus an additional +/-5’ currently (design is not complete at this points). This dedication will allow for expansion of sidewalk and landscaping along the building frontage. The dedication along Williams will allow for a wider sidewalk, and a planter strip between the sidewalk and street, including street trees. Grady Way will be updated to local arterial standards, holding existing curb line, but providing 8’ of planter strip with street trees, and an 8’ sidewalk. o Regarding the pedestrian connection to Burnett Linear Park. Currently residents walk down Williams and cut across the north end of the project site as a short cut. Will residents be able to walk through the parking lot? Or will they have to walk down to Grady Way? ▪ Response per Jeff Walls, Studio 19 Architects: Presently there is no prevention of pedestrian traffic through the parking lot from Williams to Burnett Linear. ▪ Response per Matt Herrera, City of Renton: The City’s long term hopes for the project the context of the wide pathway would be a future complete connection to Burnett Linear Park. The City is looking long term with the development of this site and the surrounding area. o What are the next steps in the process? Will there be more opportunities for public discourse? ▪ Response per Jeff Walls, Studio 19 Architects: Submit PPUD package to the City of Renton. ▪ Response Per Matt Herrera, City of Renton: Next GMD submits a Land Use application, a planned urban development application. This requires a public hearing with the City’s Hearing Examiner, which will provide further public opportunities for comment. There will also be an environmental review under the State Environmental Policy Act. Public hearings are scheduled out within 12 weeks of the submitted application. Public comments can be provided at the public hearing. After the Land Use decision is rendered GMD Development will have the opportunity to submit construction and building permits.
