Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on July 26, 2021.
Due to the ongoing state of emergency enacted by Governor’s Proclamation 20-05, the City Clerk’s Office is
working remotely. For that reason, appeals must be submitted electronically to the City Clerk at
cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub only on Tuesdays and/or Wednesdays. The
appeal fee, normally due at the time an appeal is submitted, will be collected at a future date if your appeal is
submitted electronically. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional
information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.

PROJECT NAME: PR21-000210 Crown Castle: 816039 WCF
PROJECT DESCRIPTION: The applicant, Crown Castle (on behalf of AT&T), is requesting Environmental
(SEPA) Review, an Administrative Conditional Use Permit, and a modification in order to construct a new stealth Wireless
Communication Facility (WCF) at 2902 NE 12th St (7227802040). The subject site is 61,133 sq. ft. (1.4 acres) in size and is
located in the Residential 14 du/ac (R-14) zoning district and Residential High Density (RHD) Comprehensive Plan Land Use
Designation. The property is owned by the Renton Housing Authority. A CUP (LUA18-000127) was approved in April 2018
to allow RHA to operate the Sunset Multi-Service and Career Development Center on the site. The applicant is proposing
a 120-foot tall “faux tree” WCF. The WCF, classified as a ‘stealth’ tower, would be designed to visually mimic an evergreen
tree. The purpose of the new facility is to replace the existing roof-top WCF located on the building on the site. The total
lease area, approximately 2500 sq. ft., would be located to the north of the existing building. Maintenance access to the
site is proposed via an existing public alley that connects the site to Harrington Ave NE. A gated entrance on the north side
of the site provides access to the alley. No critical areas are mapped on the project site according to COR Maps. The
applicant has proposed the removal of six (6) out of 48 total trees on the site. The proposal includes 1,996 sq. ft. of new
or replaced impervious surface. The applicant submitted a geotechnical report, drainage report, and environmental
checklist with the application.

Environmental Review Committee
The City of Renton Environmental Review Committee has determined that probable significant environmental impacts
from the proposed project can be mitigated. An Environmental Impact Statement (EIS) is not required under RCW
43.21C.030(2)(c). Conditions were imposed as mitigation measures by the Environmental Review Committee under their
authority of Section 4-9-070D Renton Municipal Code. These conditions are necessary to mitigate environmental impacts
identified during the environmental review process. Because other agencies of jurisdiction may be involved, the lead
agency will not act on this proposal for fourteen (14) days.
