Questions and Answers
The following are responses to bidder inquiries and unless incorporated into a formal addendum
to the contract, are not part of the contract and are provided for the bidders’ convenience only.
The responses may be considered along with all other information furnished to prospective
bidders for the purpose of bidding on the project. The use of information provided in these
Questions and Answers is not to be construed in any way as a waiver of the provisions nor excuse
the contractor from full compliance with the contract requirements. Bidders are cautioned that
subsequent responses or contract addenda may affect or vary a response previously given and
any such subsequent response or addenda should be taken into consideration when submitting
a bid for the project.
1. Question: The working days on this project are 30 days to complete. With Covid the lead
time for fabrication of the material is two to three weeks. That being said, that
just leaves two to one week to actually get the project completed, which does
not seem like it is enough time.
Answer: Any negotiation of working days would be a discussion for after the bid is
awarded. The City has projected construction to begin in early August.
Practically, the start date is determined by how quickly the bid can be awarded,
how quickly an agreement can be executed, and then an NTP is typically worked
out with the contractor to maximize working days.
2. Question: Request to see bid tabs from original bid opening.
Answer: This project was originally advertised in 2020 with a bid opening date of October
15, 2020. The bid tabulations from that initial bid opening are posted on the
BXWA website. See 2020-10-15 Original Bid Results.
3. Question: Could you please clarify the intent for the Fall Protection system that is part of
the Maplewood Water Treatment Plant Roof Replacement project?

The specification (11 81 29 – Fall Protection) calls for a suspended access system
for Window Cleaning.
However the building is only a 1-story building with no windows which makes
me wonder what the intent of the fall protection system is.
Is the fall protection to provide façade access on the side of the building that
borders the Maplewood Golf Course driving range?
Or is the fall protection to provide a safe work environment when doing roof
maintenance but is NOT intended for suspended access?
Answer: The fall protection system is intended for safe access while on the roof and not
suspended work.
Technical Specification 11 81 29 has been modified for clarification. Please refer
to Addendum #1.
4. Question: Substitution request for Rooftop Anchor, Inc. to be listed as an acceptable
manufacturer for the fall protection system.
Answer: Substitution request reviewed and approved.
Technical Specification 11 81 29 has been modified to add Rooftop Anchor as an
acceptable manufacturer. Please refer to Addendum #1.
