The Ci y of Renton Transportation Division proposes to construct and operate a permanent Transit Center in
downtcwn Renton to support transit operations of King County Metro and Sound Transit. The Transit Center
would be located along Burnett Avenue South between South 2nd and South 3rd Streets and a new mid-block
cut-thni between Burnett Avenue South and Logan Avenue South. The cut-thru would be a transit-only access,
general purpose vehicular traffic would still be allowed on Burnett Avenue South. A temporary, or interim,
Transil Center was established on Burnett Avenue South in September, 1996. No major routing or bus volume
changes are anticipated with the proposed permanent facility. The project would consist of constructing bus
shelters (total of 67,000 sq. ft.), installing benches and pedestrian lighting. The sidewalk along Burnett Avenue
South oetween South 2nd and South 3rd Streets would be widened, necessitating modification to the intersection
on the south side of Burnett Avenue South and South 3rd Street. An existing parking area between South 3rd
and South 4th Streets would be re-stripped, adding 3 new handicap parking stalls and reducing the existing
numb( r of parking spaces. Burnett Avenue South between South 2nd and 4th Streets and a mid-block cut-thru
from Logan Avenue to Burnett Avenue between South 2nd and 3rd Streets.
Appeals of the environmental determination must be filed in writing on or before 5:00 PM May 3, 1999. Appeals must be

The City of Renton ERC has determined that it does not have a probable significant adverse impact on
the en\ironment. An Environmental Impact Statement (EIS) is not required under RCW

Municip,iI Code, after review of a completed environmental checklist and other information, on file with

The following notes are supplemental information provided in conjunction with the environmental
determination. Because these notes are provided as information only, they are not subject to the appeal
process for environmental determinations.
1. Planning:, Garbage and recyclable deposit areas and collection points shall be easily and safely accessible
to auling trucks.
2. Fins_ Maintain fire apparatus tuning radius and access widths.
3. Seattle Public Utilities: Any use, other than that those outlined in the drawings for the Transit Center
should be reviewed by Seattle Public Utilities.
4. Construction Services: Building permits are not required for the structures in the right-of-way. Structural
an i ADA requirements must be reviewed.
5. Economic Development: Provide adequate access to proposed development on the northwest corner of
Barnett Avenue S. and South 4th Street.
PLAN REVIEW
EXISTING CONDITIONS
WATER -There is an existing new 12-inch diameter water line in Logan Ave. S. In addition, there are 2 water
li ies in Burnett Ave. S., a 4-inch and a 24-inch diameter. There are three fire hydrants on Logan Ave. S.
a nd an additional three hydrants around the property that may be counted towards the fire protection of this
project. The water system is looped around the city block with water lines of various sizes existing in S. 2nd
nd S. 3rd Streets.

SEWER - There are existing sanitary sewer lines in Logan Ave. S. and in Burnett Ave. S.
STORM -A preliminary storm drainage plan per King County Surface Water Design standards has been
subr fitted with the application. Downstream public drainage facilities exist.
STREET i - Full street improvements exist in the area, complete with lighting, sidewalks, curb, gutter, street
sign; and channelization.

The System Development Charge is waived for city property.

TRANSPORTATION
All wire utilities shall be installed underground per the City of Renton Undergrounding Ordinance. If three
or nore poles are required to be moved by the development design, all existing overhead utilities shall be
placed underground.
PLAN F EVIEW-GENERAL
A 1;onstruction permit is required. When plans are complete three copies of the drawings, two copies of the
drainage report, a construction estimate, application and appropriate fee shall be submitted to the sixth floor
co inter of city hall.
All franchise utilities are required to have separate permits prior to any construction, whether the work is
completed by their own contractor or the city/county contract.
A 24-hour emergency number shall be provided and manned for the duration of the project. This phone
nt.mber shall be provided to the City of Renton no later than the preconstruction conference.

permanent Tram it Center in downtown Renton to support transit operations of King County Metro and Sound Transit.
The Transit Center would be located along Burnett Avenue South between South 2nd and South 3rd Streets and a new
mid-block cut-th u between Burnett Avenue South and Logan Avenue South. The cut-thru would be a transit-only
access, general purpose vehicular traffic would still be allowed on Burnett Avenue South. A temporary, or interim,
Transit Center w 3s established on Burnett Avenue South in September, 1996. No major routing or bus volume changes
are anticipated with the proposed permanent facility. The project would consist of constructing bus shelters (total of
67,000 sq. ft.), it stalling benches and pedestrian lighting. The sidewalk along Burnett Avenue South between South 2nd
and South 3rd ;streets would be widened, necessitating modification to the intersection on the south side of Burnett
Avenue South aid South 3rd Street. An existing parking area between South 3rd and South 4th Streets would be re-
stripped, adding 3 new handicap parking stalls and reducing the existing number of parking spaces from 84 to 82 spaces.

1. Planning: Garbage and recyclable deposit areas and collection points shall be easily and safely accessible
to hauling trucks.
2. Fire: Maintain fire apparatus tuning radius and access widths.
3. SE attle Public Utilities: Any use, other than that those outlined in the drawings for the Transit Center
sh Juld be reviewed by Seattle Public Utilities.
4. Construction Services: Building permits are not required for the structures in the right-of-way. Structural

5. Economic Development: Provide adequate access to proposed development on the northwest corner of
Burnett Avenue S. and South 4th Street.

WATER -There is an existing new 12-inch diameter water line in Logan Ave. S. In addition, there are 2 water
Ines in Burnett Ave. S., a 4-inch and a 24-inch diameter. There are three fire hydrants on Logan Ave. S.
and an additional three hydrants around the property that may be counted towards the fire protection of this
project. The water system is looped around the city block with water lines of various sizes existing in S. 2nd
,md S. 3rd Streets.

A. PROJECT DESCRIPTION
The City of Renton Transportation Division proposes to construct and operate a permanent Transit Center in
downtown Renton to support transit operations of King County Metro and Sound Transit. The Transit Center would

previously c)nducted on the interim Transit Center and the bus routing.
This SEPA environmental review is triggered by the proposed bus shelters and the threshold determination is
limited to e ements of the project meeting SEPA thresholds. Other aspects of the project are discussed for
informations I purposes.
The project would consist of constructing bus shelters (total of 67,000 sq. ft.), installing benches and pedestrian
lighting. The sidewalk along Burnett Avenue South between South 2nd and South 3rd Streets would be widened,
necessitating modification to the intersection on the south side of Burnett Avenue South and South 3rd Street. An
existing parting area between South 3rd and South 4th Streets would be re-stripped, adding 3 new handicap
parking stalls and reducing the existing number of parking spaces from 84 to 82 spaces.
B. RECOMMENDATION
Based on analysis of probable impacts from the proposal, staff recommend that the Responsible Officials

D. ENVIRONMENTAL IMPACTS
In compliance with RCW 43.21 C. 240, the following project environmental review addresses only
those project impacts that are not adequately addressed under existing development standards
and environmental regulations.
Has the applicant adequately identified and addressed environmental impacts anticipated to occur
in conjunction with the proposed development?
1. Earth
Impacts: None. Current site is primarily existing roadway and will be replaced by an improved roadway. Mid-
block cut-through was storage area for autos previous to sale. Very minor grading for the roadway base will occur.
Mitigation Measures: None required.
Nexus: NA
2. Air
Impacts: Project construction will generate limited dust and vehicle emissions in the immediate vicinity of the
project site. Operation of the Transit Center will result in moderate to low local concentrations of vehicle emissions
including diesel exhaust from transit buses within the immediate environment of the Transit Center.
Because the Transit Center (hub) will be directly connected to South 2nd and 3`d Streets which have always
functioned as the principal transit routes through downtown Renton, operation of the hub will not significantly alter
the volume or pattern of transit operations within downtown Renton outside of the Transit Center and the
immediately interconnected intersections on South 2nd and 3`d Streets. These intersections operate at a traffic flow
"level-of-service" of C or better (with limited or no peak hour traffic congestion) and are expected to continue to
operate at this level of service for the foreseeable future.
The City of Renton conducted a project level air quality conformity analysis for the interim Transit Center project
which concluded that the changes in traffic introduced by Transit Center operations would not cause or contribute
to any new violation of the National Ambient Air Quality Standards (NAAQAS); increase the frequency of severity
of any existing violation of the NAAQS; or delay the timely attainment of the NAAQS. Over time, the introduction
of increased peak hour and all day transit service connecting between downtown Renton and other regional
centers can be expected to contribute to some reduction of background traffic flows within the central business
district of Renton relative to what might otherwise have been expected as a result of more individuals electing to
use transit trips in lieu of individual vehicle trips.
Reconfiguration of the intersection of Burnett Avenue South and South 3rd Street and the restriping of the parking
area between South 3rd and 4th Streets will have no air quality impacts.

Impacts: There is no surface or ground water in the immediate vicinity. Nor will any waste material be discharged
into the ground from septic tanks or other sources

4. Plants
Impacts: Current landscaping will be replaced. Landscaping will be provided as a component of the permanent
Transit Center. Project includes landscaping preservation, modifications and replacement installation designed to
duplicate and supplement where existing vegetation is removed.

5. Environmental Health
Impacts: Short term noise impacts will be the result of operation of construction vehicles and equipment
associated with roadway construction. Construction vehicles and equipment can be expected to generate short
term episodic peak noise levels reaching 85 to 90 decibels (dBA) within 50 feet of the vehicles and equipment
producing the noise. However, construction activity will be limited to the daytime hours and is not expected to
generate disruptive noise.
Operation of a Transit Center locally focuses transit activity and hence transit bus noise to a greater extent than
has previously occurred in downtown Renton. Because the Transit Center will have direct access from South 2nd
and 3rd Streets (which function as the principal transit routes through downtown Renton) and because a temporary
hub already exists, the increase in transit activity and associated noise will occur principally within the section of
Logan Avenue South which will be used for hub ingress and egress at the west end of the hub and within the
transit only cut-through between Logan and Burnett Avenues South.
A noise assessment completed for the permanent Transit Center project evaluated the increased noise associated
with the existing Transit Center operation for the residential structure that directly abuts the hub. Pursuant to
Federal Transit Administration transit noise assessment guidelines, the increase in noise generated by existing
Transit Center operations for the directly abutting residence is categorized as a severe noise impact. An analysis
of transit noise mitigation options indicated that King County Metro Transit's layover idling policy which requires
transit buses to shut their engines down during layovers will reduce the exposure for the abutting residence to a
generally acceptable level. This, in turn, would help enhance the compatibility of Transit Center operations with
the types of pedestrian friendly commercial activities and public open space uses which enhance the
attractiveness and functioning of the Transit Center.
Proposed measures to reduce or control noise impacts for construction include:
• Conduct construction operations in conformity with all applicable laws and regulations governing construction
noise.
• In accordance with the City of Renton Code, construction activity would be limited to between 7:00 a.m. and
10:00 p.m. Further restrictions may be imposed based on special considerations.

• Specific techniques could include: avoid long periods of vehicle idling and use of engine-powered equipment;
and keeping noise muffling devices in good working order.
Noise Mitigation After Project Completion: Elimination of layover idling and its associated noise would
substantially reduce the increment in local noise exposure introduced by Transit Center operations. This reduction
of transit noise would increase the compatibility of Transit Center operations with pedestrian oriented commercial
uses and public open spaces fronting on the Transit Center. It would also increase the compatibility of Transit
Center operations with future transit oriented development in the vicinity of the center including potential mixed
residential and commercial uses.
Mitigation Measures: No additional mitigation measures are recommended.

6. Land and Shoreline Use
Impacts: None. The site is currently zoned Center Downtown (CD zone). Burnett Avenue South is public right-of-
way. Burnett Avenue South and the mid-block cut-through are part of the Downtown Core. The Downtown Policies
listed in the Comprehensive Plan (adopted February 1995) aim to bring retail, office and residential uses back into
downtown in greater amounts and intensities than previously existed. The policies identify a mix of uses, including
retail, office, light industrial and residential, which generate demand for goods and services.
Mitigation Measures: None.

7. Historic and Cultural Preservation
Impacts: None. An old house was located at 215 Burnett Avenue South, which was built in 1908, was not listed on
any national, state or local historic preservation registers, nor was it eligible for listing on the national register or
under consideration for listing on a local register. The original owner of the house had not been identified as of
any particular historical significance nor had the architecture of the house been so identified. The owner willingly
sold the house to the City in 1997.

8. Aesthetics
Impacts: A key element of the Transit Center design process is to improve the area aesthetics. The Transit Center
design is in keeping with the City's acknowledged craftsman style, the shelters are custom shelters with art
elements incorporated. The Passenger Information Center also has art elements incorporated, and a third art
element will be incorporated into the sidewalk near the corner of Burnett Avenue S. and the cut-through.
Additionally, landscaping will be added, along with street furniture, attractive street lights, benches and litter
receptacles. The project will also have colored and scored concrete sidewalks and crosswalks.

9. Transportation
Impacts: Transit vehicles of various sizes, including shuttle buses, standard forty-foot buses, and sixty-foot
articulated buses will use the facility. However, because South 2nd and 3`d Streets have historically accommodated
transit service operating in downtown Renton and because an interim transit center already exists along Burnett
Avenue South, the Transit Center is not expected to generate new localized transit trips. Therefore, no large
increases in bus volumes are expected.
Maximum bus volumes will occur during the peak commuting hours of 7:00 AM to 9:00 AM, and 3:00 P.M. to 6:00
P.M. During these times, up to fifty-eight buses per hour are expected to use the facility. Currently, approximately
forty-six buses per hour use the interim facility during peak operation. Sufficient roadway capacity exists to handle
the anticipated bus traffic.
General purpose traffic not expected to increase. There might be a slight volume (20 vehicles per day) of "kiss
and ride" trips. That is, people may drive to the Transit Center to drop off one or two people who will then ride
transit.
At this time it is estimated that approximately 36 parking spaces could be built adjacent to the Transit Center. This
is 16 less than existed before the Interim Transit Hub was built and nine spaces more than currently exist at the
Interim Hub.
Burnett Ave. S. between S. 3rd and S. 4th Streets: As a result of the intersection reconfiguration at Burnett Avenue
South and South 3rd Street, the parking area between South 3rd and 4th Streets must be restriped. 84 parking
spaces exist there now; all are regular sized and there are no handicap spaces. With the parking restriping,
between 77 and 82 spaces would be provided, including 3 handicap spaces, depending on the landscaping.
A development is proposed for the northwest corner of South 4th Street and Burnett Avenue South. Currently,
access to the development's internal parking is expected to be from the public alley between Burnett and Smithers
Avenues South. Should this prove to be infeasible, relatively minor adjustments to the parking area between
South 3rd and 4th Streets can be made to provide access to the development.

10. Public Services
Impacts: None anticipated, excluding continued regular police surveillance.
As with the Interim Transit Hub, regular police surveillance, such as periodic pass-bys, will be required. As an
enhancement, the City is considering the possibility of either surveillance equipment and/or accommodating police
personnel in the Passenger Information Center. Several issues, such as cost and Police Department need are
being discussed during the design phase.

WATER - There is an existing new 12-inch diameter water line in Logan Av NE. In addition,
there are 2 water lines in Burnett Av NE, a 4-inch and a 24-inch diameter. There are three
fire hydrants on Logan Av NE and an additional three hydrants around the property that
may be counted towards the fire protection of this project. The water system is looped
around the city block with water lines of various sizes existing in S 2nd and S 3rd Streets.
SEWE R - There are existing sanitary sewer lines in Logan Av NE and in Burnett Av NE.
STORM - A preliminary storm drainage plan per King County Surface Water Design standards
has been submitted with the application. Downstream public drainage facilities exist.
STRE ETS - Full street improvements exist in the area, complete with lighting, sidewalks, curb,
gutter, street signs and channelization.

Project Overview: The proposed action consists of constructing and operating a
permanent Transit Center in downtown Renton. A temporary, or interim, Transit
Center was established in September, 1996. This permanent Transit Center project
consists of constructing long-term Transit Center improvements, including shelters,
benches, and pedestrian lighting, which will support ongoing King County Metro transit
and anticipated Regional Transit (Sound Transit) operations in downtown Renton.
Project Size and Location: Burnett Avenue South between South 2nd and 3rd Streets is
approximately 520 feet long and 100 feet wide. The new mid-block cut-thru is
expected to be approximately 100 feet wide and 230 feet long.
This permanent Transit Center will be located along Burnett Avenue South between
South 2nd and 3rd Streets and along new transit access between South 2nd and 3rd
Streets (the property has been acquired in conjunction with this project). This new
street constitutes a mid-block cut-thru from Burnett to Logan Avenue South, which is
one block west of Burnett Avenue South. This cut-thru would be transit-only access;
general purpose vehicular traffic would still be allowed on Burnett Avenue. No major
routing or bus volume changes are anticipated.
The sidewalk along Burnett Avenue between South 2nd and 3rd Streets will be
widened to accommodate the transit shelters, benches and pedestrian lighting. This
literally moves the street and necessitates re-working the intersection on the south side
of Burnett at 3rd so that the intersection lines up and drivers can safely travel across
3rd from one side of Burnett to the other. In turn, this intersection re-alignment will
result in a re-stripping of the parking area between South 3rd and 4th Streets. At this
time, 84 parking spaces exist in this area. With re-stripping, three new handicap stalls
will be included, resulting in a total of 82 parking spaces.
Zoning: The area is zoned Center Downtown (CD zone).
Current use of the Site and Any Existing Improvements. No building structures exist in
Burnett Avenue South right-of-way, though a metal clock tower is located in a small
center island in the street. The clock tower will be moved to the south side of the
intersection of Burnett Avenue South and South 3rd Street.
The site for the mid-block cut-thru and for replacement parking was a vacated car sales
storage lot and a residence. The auto sales business relocated to a different part of
Renton. The house, 215 Burnett Avenue South, was built in 1908 but is not listed on
any national, state or local historic preservation registers, nor is it eligible for listing on
the national register or under consideration for listing on a local register. The original
owner of the house has not been identified as of any particular historical significance
nor has the architecture of the house been so identified. The house was purchased by
the City and demolished in the Spring of 1998.
Special Site Features: The site has no special features such as wetlands, water bodies,
or steep slopes.
Soil Type and Drainage Conditions: Soil type is clay, sand, and gravel. All storm
drainage will be diverted into the existing City storm drain system. The overall grade
will remain the same, resulting minimal to no net change in soil quantities.
View Obstruction: No views, either existing or planned, will be obstructed by this
project.

Scope of the Proposed Improvements (i.e., height, square footage, lot coverage,
parking, access): Burnett Avenue South between South 2nd and 3rd Streets is
approximately 520 feet long and 100 feet wide. The new mid-block cut-thru is
expected to be approximately 100 feet wide and 230 feet long.
Overall the site is 99,150 square feet. Structures on the site will occupy 9,350 square
feet. Parking lots will occupy 24,150 square feet.
Maximum height is expected to be 16 feet and will not exceed two stories
Sixteen parking stalls will be built immediately north of the Pavilion building and
immediately south of the cut-thru. Thirty parking stalls will be built north of the cut-
thru and south of the Mazda used car lot. The parking area south of the Transit Center
on Burnett Avenue between South 3rd and 4th Streets is 470 feet long and 117 feet
wide. It contains 84 parking spaces, and after restripping is expected to contain
approximately 82.
Transit Center access will occur via the existing street system Routing will remain
similar to existing routing, with the exception that some buses will be using Logan
Avenue South to enter and exit the transit-only cut-thru between Burnett and Logan
Avenues South.
No land will be dedicated to the City as a result of this project.
Off-site Improvements: No offsite improvements will be made.
Total Estimated Costs: The Transit Center is expected to cost $2.8 million.
Restripping the parking area between South 3rd and 4th Streets is expected to cost
approximately $250,000 with landscaping.

CONSTRUCTION MITIGATION REPORT
Construction on the project is anticipated to start in late Summer/early Fall of 1999 and will take
approximately 9 months to complete. Work days and hours will be Monday through Friday, 7 a.m. to
4 p.m., except as otherwise allowed by the construction permits. Construction routes are expected to
be S. 2nd Street and S. 3rd Street from Rainier Avenue. Appropriate temporary drainage and dust
control measures will be taken throughout the construction phase. Mud will be removed from truck
wheels and prior to entering to City streets.

EXPANSIONS OR ADDITIONS: REGIONAL TRANSIT AUTHORITY SOUND MOVE PLAN. It is anticipated
teat future refinements of regional transit service implemented by the Regional Transit
< uthority will result in modifications of transit service operating through the Renton Transit
C enter. The Transit Center is being designed with sufficient transit vehicle handling capacity
t ) be able to accommodate some increase in transit service in the future, but there is little or
no information available at this time about potential future changes in transit service
operating through the Renton Transit Center. The general expectation is that changes in
regional transit service affecting transit operations through the Transit Center are expected to
result in some modifications of routing and service frequencies through the hub with
relatively little or no impact on the aggregate volume of buses operating through the hub.
RELATED ACTIVITY: Several projects are occurring adjacent to or in the immediate vicinity of
the Transit Center. Although the following projects are related to the Transit Hub, in that
they are located on adjacent parcels, they are not part of the Transit Center itself. These
it dude developing:
• 104 apartments (the Daily Homes project) between South 2nd and 3rd Streets and
between Logan and Morris Avenues South;
• the Seattle Water Easement between South 2nd and 3rd Streets and between Logan and
Morris Avenues South into public parking and an urban trail;
• street improvements (widen sidewalk, repave street, add street trees and urban furniture)
to Logan Avenue South between South 2nd and 3rd Streets;

• a public open space (referred to as the Piazza) on South 3rd Street between Logan and
Burnett Avenues South;
• a gateway feature on the corner of South 3rd Street and Logan Avenue South;
• possible repair work to the Seattle Water Pipeline between South 2nd and 3rd Streets
and between Logan and Morris Avenues South (this possibility is being studied by the
City of Seattle);
• repair and possible replacement of the City of Renton water pipeline on Logan and Morris
Avenues South between South 2nd and 3rd Streets; and,
• King County sewer line addition along or adjacent to Burnett Avenue South is under
consideration. At this writing, the exact location and improvement is not determined.

The proposed action consists of constructing and operating a permanent Transit Center in
downtown Renton. The project represents a capital improvement; no bus routing changes
are part of this project.
A temporary, or interim, Transit Center was established in September, 1996. This
F ermanent Transit Center project consists of constructing long-term Transit Center
i nprovements, including transit shelters, benches, pedestrian lighting, and widening
sidewalks, which will support ongoing King County Metro transit and anticipated Regional
1 ransit (Sound Transit) operations in downtown Renton. While installing transit shelters is
excluded from SEPA requirements, this project has several shelters, two of which meet the
EPA thresholds, by consisting of over 4,000 square feet of area.
1 his permanent Transit Center will be located along Burnett Avenue South between South
nd and 3rd Streets and along newly acquired property also between South 2nd and 3rd
treets (the right-of-way which has been acquired in conjunction with this project). This
r ew property constitutes a mid-block cut-through from Burnett to Logan Avenue South,
which is one block west of Burnett Avenue South. General purpose vehicular traffic will be
allowed on Burnett Avenue South, but the cut-through would be transit-only access.

As part of the improvements to Burnett Avenue, the sidewalks will be widened to
accommodate both the transit shelters and pedestrian traffic. This shifts the vehicular travel
lanes and necessitates the safety improvement of realigning the intersection of Burnett
Avenue South and South 3rd Avenue. In turn, this causes the parking area on Burnett
Avenue South between South 3rd and 4th Streets to be re-striped. 84 parking spaces exist
there now; all are regular sized and there are no handicap spaces. Depending on the amount
of landscaping between 82 and 77 spaces, including 3 handicap spaces, would be provided.
Burnett Avenue South between South 2nd and 3rd Streets is approximately 520 feet long
and 100 feet wide. The new mid-block cut-through is expected to be approximately 100
feet wide and 230 feet long, though the width may vary.
12. Location of the proposal. Give sufficient information for a person to understand the precise
location of your proposed project, including a street address, if any, and section, township,

This permanent Transit Center will be located along Burnett Avenue South between South
2nd and 3rd Streets and along a new connection also between South 2nd and 3rd Streets.
This new connection constitutes a mid-block cut-through from Burnett to Logan Avenue,
which is one block west of Burnett Avenue. General purpose vehicular traffic would be
allowed on This Burnett Avenue South, but the cut-through would be transit-only access.
(See attached map.) The project necessitates both safety improvements to the intersection
of Burnett Avenue South and South 3rd Avenue and the re-striping of the parking area
between South 3rd and 4th Streets.
The project will be in Section 18, Township 23 and Range 5.
B. ENVIRONMENTAL ELEMENTS

What types of emissions to the air would result from the proposal (i.e., dust,
automobile, odors, industrial wood smoke) during construction and when the project
is completed? If any, generally describe and give approximate quantities if known.
Project Emissions. Project construction will generate limited dust and vehicle
emissions in the immediate vicinity of the project site. Operation of the transit
center will result in moderate to low local concentrations of vehicle emissions
including diesel exhaust from transit buses within the immediate environment of the
Transit Center. Some diesel exhaust odor impact can be expected as a result of the
relatively high concentration of diesel transit buses which will be operating through
the transit center.
The level of air pollutants and odor associated with transit bus diesel exhaust is
diminishing with the gradual replacement of the older more polluting diesel buses in
the local fleet of transit buses with new vastly cleaner diesel buses which meet the
stringent transit bus diesel exhaust emission standards being phased in during the
1990's pertaining to newly purchased buses. However, there will continue to be
some older more polluting buses (a progressively diminishing number of buses and
percentage of the total fleet) operating as a part of the fleet over approximately the
next decade.
Project Level Air Quality Conformity Determination. Because the transit center (hub)
will be directly connected to South 2nd and 3rd Streets which have always
functioned as the principal transit routes through downtown Renton, operation of the
hub will not significantly alter the volume or pattern of transit operations within

downtown Renton outside of the Transit Center and the immediately interconnected
intersections on South 2nd and 3rd Streets. These intersections operate at a traffic
flow "level-of-service" of C or better (with limited or no peak hour traffic congestion)
and are expected to continue to operate at this level of service for the foreseeable
future.
The City of Renton conducted a project level air quality conformity analysis for the
interim Transit Center project which concluded that the changes in traffic introduced
by Transit Center operations would not cause or contribute to any new violation of
the National Ambient Air Quality Standards (NAAQAS); increase the frequency of
severity of any existing violation of the NAAQS; or delay the timely attainment of the
NAAQS. Operation of the proposed transit center (permanent Transit Center) is not
expected to deviate in any significant manner relative to that of the interim hub with
respect to ingress and egress from South 2nd and 3rd Streets with the exception of
the new configuration of the hub to include ingress and egress via Logan Avenue
South, and future transit service modifications associated with the introduction of
the regional high capacity transit service which will be instituted by the Regional
Transit Authority. The intersections of Logan Avenue South with South 2nd and 3rd
Streets also operate at level-of-service C or better and are expected to do so within
the foreseeable future. The additional regional service which will be introduced by
the Regional Transit Authority will result in some increased transit activity, but not at
a level that would be expected to significantly alter local traffic operations. Over
time, the introduction of increased peak hour and all day transit service connecting
between downtown Renton and other regional centers can be expected to contribute
to some reduction of background traffic flows within the central business district of
Renton relative to what might otherwise have been expected as a result of more
individuals electing to use transit trips in lieu of individual vehicle trips.
The Renton permanent Transit Center project is included in the Central Puget Sound
Regional 1996-1998 Transportation Improvements Program (a component of MET-
X92) which is a conforming TIP and the current conforming Metropolitan
Transportation Plan.
Reconfiguration of the intersection of Burnett Avenue South and South 3rd Avenue
and the restriping of the parking area between South 3rd and 4th Avenues will have
no air quality impacts.

Measures to reduce emissions/control impacts. Construction specifications will
incorporate standard measures from the City of Renton Standards Specifications for
Road, Bridge, and Municipal Construction to control dust and vehicular and
equipment emissions associated with the construction phase of the project.
Emissions associated with operation of the hub will continue to be reduced through
progressive introduction of more clean diesel or possible alternative fuel buses to the
fleet of buses operating through the region. King County Metro Transit layover idling
policy, which requires that transit buses laying-over shut their engines down, will
further reduce exhaust emissions within the Transit Center.

CONSTRUCTION: Short term noise impacts will be the result of operation of
construction vehicles and equipment associated with roadway construction.
Construction vehicles and equipment can be expected to generate short term
episodic peak noise levels reaching 85 to 90 decibels (dBA) within 50 feet of the
vehicles and equipment producing the noise. However, construction activity will be
limited to the daytime hours and is not expected to generate disruptive noise.
AFTER PROJECT COMPLETION: Operation of a Transit Center locally focuses transit
activity and hence transit bus noise to a greater extent than has previously occurred
in downtown Renton. Because the Transit Center will have direct access from South
2nd and 3rd Streets (which function as the principal transit routes through
downtown Renton) and because a temporary hub already exists, the increase in
transit activity and associated noise will occur principally within the section of Logan
Avenue South which will be used for hub ingress and egress at the west end of the
hub and within the transit only cut-through between Logan and Burnett Avenues
South. The magnitude and significance of the increased noise exposure generated
within the hub and on Logan Avenue South between South 2nd and 3rd Street is a
function of both the volume and pattern of transit vehicle trips introduced and the
baseline (prior to Transit Center operations) levels and patterns of traffic noise
characteristic of the area.
The impact of increased noise exposure levels depends on the types of land use and
human activities affected by the exposure. Residential land uses and activities
(including sleeping in particular) are generally the most sensitive to increased noise
exposure, particularly insofar as increased noise is experienced during nighttime
hours (after 10:00 p.m. and before 7:00 a.m.). Commercial land uses and activities
are generally less sensitive to increased traffic noise exposure and are generally
unaffected by increased nighttime noise.
A noise assessment completed for the permanent Transit Center project evaluated
the increased noise associated with the existing Transit Center operation for the
residential structure that directly abuts the hub. Pursuant to Federal Transit
Administration transit noise assessment guidelines, the increase in noise generated
by existing Transit Center operations for the directly abutting residence is categorized
as a severe noise impact. An analysis of transit noise mitigation options indicated
that King County Metro Transit's layover idling policy which requires transit buses to
shut their engines down during layovers will reduce the exposure for the abutting
residence to a generally acceptable level. This, in turn, would help enhance the
compatibility of Transit Center operations with the types of pedestrian friendly
commercial activities and public open space uses which enhance the attractiveness
and functioning of the Transit Center.
5) Proposed measures to reduce or control noise impacts, if any:
CONSTRUCTION: Proposed measures to reduce or control noise impacts include:
• Conduct construction operations in conformity with all applicable laws and
regulations governing construction noise.

• In accordance with the City of Renton Code, construction activity would be
limited to between 7:00 a.m. and 10:00 p.m. Further restrictions may be
imposed based on special considerations.
• Specific techniques could include: avoid long periods of vehicle idling and use of
engine-powered equipment; and keeping noise muffling devices in good working
order.
AFTER PROJECT COMPLETION: Noise Mitigation. The issue of noise impacts relative
to existing abutting residential structures will be resolved with the removal of the
existing house which fronts on the Burnett Avenue South portion of the hub.
Purchase and removal of the house is expected to be necessary for either
development of the proposed new mid-block cut-through street between Burnett and
Logan Avenues South which will function as a part of the transit center or
replacement parking spaces which will compensate for lost on street parking on
Burnett Avenue South.
Elimination of layover idling and its associated noise would substantially reduce the
increment in local noise exposure introduced by Transit Center operations. This
reduction of transit noise would increase the compatibility of Transit Center
operations with pedestrian oriented commercial uses and public open spaces fronting
on the transit center. It would also increase the compatibility of transit center
operations with future transit oriented development in the vicinity of the center
including potential mixed residential and commercial uses.
8. _AND AND SHORELINE USE
3. What is the current use of the site and adjacent properties?
The site consists of two main components: existing street right-of-way and the City
owned mid-block cut-through property.
The existing street right-of-way is on Burnett Avenue South between South 2nd and
3rd Streets. The future right-of-way will be a mid-block cut-through between Burnett
Avenue and Logan Avenue South, which is one block west of Burnett Avenue South.
BURNETT AVENUE SOUTH BETWEEN SOUTH 2ND AND 3RD STREETS: Part of this permanent
Transit Center will be located along Burnett Avenue South between South 2nd and
3rd Streets. This is a local city street that, as part of the interim Transit Center,
carries both private vehicles and transit vehicles. At least initially, street activity is
expected to remain the same. Potential private vehicle phase out may be considered
in the future, which would reduce overall vehicle use on the street.
Activities immediately adjacent to Burnett Avenue South between South 2nd and 3rd
Streets include a retail store and a used car lot. Also adjacent is a vacated car sales
lot and storage lot, two vacated auto service centers, and one functioning auto body
shop.
MID-BLOCK CUT-THROUGH: This area contained a vacated car sales storage lot and a
residence. The car sales business moved to a different part of Renton. The

residence was purchased by the City in the Spring of 1998 and was subsequently
demolished (the building had no historical significance and the seller sold the property
willingly).
Immediately north of the Pavilion Building ( the old Mazda service building) will be a
single aisle of perpendicular parking, which is about 44 feet wide. Moving
northward, this is followed by 25 feet of platform, and approximately 70 feet north
of the Pavilion Building the transit-only mid-block cut-through will extend for about
another 48 feet northward. Beyond this will be transit platform area and additional
replacement parking.
BURNETT AVENUE SOUTH BETWEEN SOUTH 3RD AND 4TH STREETS: This portion of Burnett
Avenue contains 84 parking spaces and is bordered by businesses. Beginning on the
north end of the west side of the street, there is a credit union, a restaurant, an
office building and a vacant lot owned by the City. On the eastside, beginning at the
north end there is a bank and it's parking lot; a second, auxiliary bank building (drive
up teller); a fabric shop; a carpet shop; and a restaurant.
I Has the site been used for agriculture? If so, describe.
No.
1:. Describe any structures on the site.
No building structures exist in Burnett Avenue South right-of-way, though a metal
clock tower is located in a small center island in the street. Some landscape islands
exist on Burnett Avenue South.
The site currently expected to be used as the mid-block cut-through is a vacated car
sales storage lot. Immediately north of the storage area was a residential lot. The
lot was acquired to possibly accommodate at least part of the Transit Center or
replacement parking. The house on the lot did not meet SEPA threshold
requirements, was not recognized as having any historical value.
J. Will any structures be demolished? If so, what?
The residence described immediately above was demolished. At least part of the
mid-block cut-through portion of the Transit Center and replacement parking will be
built on the site.
In the portion of the project aligning the north and south legs of Burnett Avenue
South, some of the landscaped areas between South 3rd Avenues and South 4th
Avenues will be removed and will be replaced with either more landscaping and/or a
decorative plaza for the clock tower. The large plaza area will be on the south side of
3rd and Burnett. The parking between South 3rd and 4th Avenues will be restriped.
84 parking spaces exist there now; all are regular sized and there are no handicap
spaces. With the parking restriping, there would between 82 and 77 spaces,
including 3 handicap spaces, depending on the amount of landscaping. .

The site is currently zoned Center Downtown (CD zone).
f. What is the current comprehensive plan designation of the site?

Burnett Avenue South is public right-of-way. Burnett Avenue South and the mid-
block cut-through are part of the Downtown Core. The Downtown policies listed in
the Comprehensive Plan (adopted February 1995) aim to bring retail, office and
residential uses back into downtown in greater amounts and intensities than
previously existed. The policies identify a mix of uses, including retail, office, light
industrial and residential, which generate demand for goods and services. Uses are
categorized as Employment Area - Office, Employment Area - Industrial and Center
Downtown.

The project proposal is being implemented in accordance with the applicable land use
and transportation plans of the City of Renton's Comprehensive Plan (which meets
State Growth Management Act requirements). Renton has adopted a multi-modal
transportation plan to support Renton's land use goals, plans and regulation. The
transportation plan depends on improving transit service and travel time in order to
make transit a better option for Renton residents and the employees who work in
Renton.
Establishing a Transit Center in downtown Renton is in explicit compliance with City
of Renton Comprehensive Plan Downtown Element Policy DT-39, which says "Both
intercity and intracity transit should be focused at a multi-modal transit facility
centered in or next to the downtown core." The project proposal is a key element of
Renton's planned transit service improvements.
The intersection improvements at South 3rd Avenue and Burnett Avenue South and
the related parking restriping are safety related.

A key element of the Transit Center design process is to improve the area aesthetics.
The Transit Center design is in keeping with the City's acknowledge craftsman style,
the shelters are custom shelters with art elements incorporated. The Passenger
Information Center also has art elements incorporated, and a third art element will be
incorporated into the sidewalk near the corner of Burnett Avenue and the cut-
through.
Additionally, landscaping will be added, along with street furniture, attractive street
lights, benches and litter receptacles. The project will also have colored and scored
concrete sidewalks and crosswalks.
11. LIGHT AND GLARE
a. What type of light or glare will the proposal produce? What time of day would it
mainly occur?
The project will have street and pedestrian lighting to provide for user safety and
security. These lights will illuminate the roadways and sidewalks in the Transit
Center and will not produce glare or adversely affect the neighboring area.

The project will be near, but not adjacent to, the proposed Renton Piazza and will be

projects have been underway since June of 1997.

None. An old house was located at 215 Burnett Avenue South, which was built in
1908, is not listed on any national, state or local historic preservation registers, nor
is it eligible for listing on the national register or under consideration for listing on a
local register. The original owner of the house has not been identified as of any
particular historical significance nor has the architecture of the house been so
identified. The owner willingly sold the house to the City in 1997.

14. TRANSPORTATION
a. Identify public streets and highways serving the site, and describe proposed access
to the existing street system. Show on site plans, if any.
The site is served by South 2nd and 3rd Streets and by Burnett and Logan Avenues
South. (See attached map.)
b. Is site currently served by public transit? If not, what is the approximate distance to
the nearest transit stop?
Yes. The site is currently functioning as an interim Transit Center. The project is to
make it a permanent Transit Center and to make related safety improvements at the
intersection of 3rd and Burnett.
c. How many parking spaces would the completed project have? How many would the
project eliminate?

The project would displace existing parking within the current right-of-way, the
parking would be replaced with off-street parking adjacent to the Transit Center. At
this time it is estimated that approximately 36 spaces could be built adjacent to the
Transit Center. This is 16 less than existed before the Interim Hub was built and
nine more spaces more than currently exist at the Interim Hub.
As a result of the intersection reconfiguration at Burnett Avenue South and South
3rd Street, the parking area between South 3rd and 4th Streets must be restriped.
84 parking spaces exist there now; all are regular sized and there are no handicap
spaces. With the parking restriping, between 77 and 82 spaces would be provided,
including 3 handicap spaces, depending on the landscaping.
d. Will the proposal require any new roads or streets, or improvements to existing roads
or streets, not including driveways? If so, generally describe (indicate whether public
or private?
This permanent Transit Center will be located along Burnett Avenue South between
South 2nd and 3rd Streets and along a mid-block cut-through between South 2nd
and 3rd Streets between Burnett Avenue and Logan Avenue South, which is one
block west of Burnett Avenue South. This cut-through constitutes a mid-block
connection through from Burnett Avenue South to Logan Avenue South. General
purpose vehicular traffic will be allowed on Burnett Avenue South, but the cut-
through would be transit-only access.
For safety reasons the intersection of South 3rd Street and Burnett will be
reconfigured and the parking area between South 3rd and 4th Streets on Burnett will
be restriped.
E . Will the project use (or occur in the immediate vicinity of) water, rail, or air
transportation? If so, generally describe.
No.
1. How many vehicular trips per day would be generated by the completed project? If
known, indicate when peak volumes would occur.
No additional general purpose automobile trips are expected to be generated by this
facility. The facility may attract "kiss-and-ride" vehicle trips. That is, people may
drive to the Transit Center to drop off one or two people who will then ride transit.
About 20 general purpose vehicle trips during the peak hour are expected to be this
type of "kiss-and-ride" trips.
Transit vehicles of various sizes, including shuttle buses, standard forty-foot buses,
and sixty-foot articulated buses will use the facility. However, because South 2nd
and 3rd Streets have historically accommodated transit service operating in
downtown Renton and because an interim transit center already exists along Burnett
Avenue South, the Transit Center is not expected to generate new localized transit
trips. Therefore, no large increases in bus volumes are expected.
The proposed permanent hub will also introduce transit trips on the new mid-block
street proposed to cut-through between Burnett and Logan Avenues South, and on
the sections of Logan Avenue South which will connect between that street and
South 2nd and 3rd Streets (which do not currently accommodate any transit trips).

Recent service changes instituted within Renton and vicinity have not significantly
altered the aggregate all day volume of transit trips passing through downtown
Renton relative to the volumes experienced prior to the commencement of interim
Transit Center operations on Burnett Avenue South.
In the future, it is expected that the new/restructured regional trunk line transit
service between Renton and other regional centers that will be introduced by the
Regional Transit Authority may affect the composition of buses operating through the
Renton Transit Center. The Regional Transit Authority has three routes that are
expected to pass through Renton. At least one, and possibly two of these routes
may be incorporated from existing King County Metro bus routes.
The intersection reconfiguration at 3rd Avenue South and Burnett Avenue South is
for safety purposes and will not affect traffic volumes. The parking restriping will
have no affect on traffic volumes.
Maximum bus volumes will occur during the peak commuting hours of 7:00 AM to
9:00 AM, and 3:00 PM to 6:00 PM. During these times, up to fifty-eight buses per
hour are expected to use the facility. Currently, approximately forty-six buses per
hour use the interim facility during peak operation. Sufficient roadway capacity
exists to handle the anticipated bus traffic.
c. Proposed measures to reduce or control transportation impacts, if any:
Increases in bus volumes are not expected to have substantial impacts given existing
conditions. In addition, the intent of the transit center is to increase and encourage
transit ridership, which will reduce overall vehicle trips compared with the no-build
alternatives, resulting in increased available roadway capacity and improved mobility
options for all transportation system users.
15. PUBLIC SERVICES
. Would the project result in an increased need for public services (for example: fire
protection, police protection, health care, schools, other)? If so, generally describe.
As with the Interim Transit Center, regular police surveillance, such as periodic pass-
bys, will be required. As an enhancement, the City is considering the possibility of
either surveillance equipment and/or accommodating police personnel in the
Passenger Information Center. Several issues, such as cost and Police Department
need are being discussed during the design phase.
). Proposed measures to reduce or control direct impacts on public services, if any.
Police surveillance, whether periodic pass-bys or provision of surveillance equipment
or a Community Policing Station, is considered to be a benefit to the downtown area,
and mitigation for this potential increase in public services is not anticipated.

It appears from the project narrative that the subject proposal would be exempt from SEPA
requirements. SEPA rules exempt transit facilities from SEPA requirements: The construction or
designai ion of bus stops, loading zones, shelters, access facilities and pull-out lanes for taxicabs, transit
and sch)ol vehicles." However, SEPA rules allow agencies to choose to go through the SEPA process to
assist in their planning and decision making, particularly where the agency or jurisdiction is both the
applicant and lead agency. The City transportation division has elected to go through the SEPA process
for the transit center. The SEPA process evaluates potential environmental impacts and mitigation
measures may be imposed to mitigate or compensate for identified impacts. The SEPA process takes
approximately 6 to 8 weeks from the time of application.
The tra isit center appears to be entirely located within the public right-of-way and public right-of-way
land is lot zoned by the City. Site Plan Review is required for projects in commercial, industrial and
multi-fa nily zones which are also subject to SEPA requirements. The transit center would not be subject
to Site Plan Review because 1) the transit center appears to be located entirely within the public right-of-
way and 2) the transit center is exempt from SEPA requirements even though the City is selecting to go
through the SEPA process.

Seattle Public Utilities(SPU) has the following comments on the above referenced
drawings.
1. Drawing C2: Signal Pole,Type 3, is too close to the pipeline,would prefer that it stay
�) feelfzionumagr edge of pipe. This may need more discussion.
2. Drawing C3 and C4: Please show SPU's 66 inch pipeline in South 2nd Street.
3. Drawing A1.1: Please show SPU's water pipelines. No trees allowed over the
pipelines. Please provide information as to how the existing pavement will be removed
over the pipelines. What is the depth of the footings on the bollards/fixtures?
4. Drawing E1.1: SStreeett light and trees not allowed over i ep p
5. Drawing L 1.1:—No trees allowed over pipelines.
Additionally,I wanted to bring to your attention that Seattle Public Utilities owns the
west 30 feet of Burnett Avenue South where the pipeline crosses.
