RENTON CITY JAIL L UA-98 023,CU-A,ECF REPORT AND DECISION OFAIARC'H 24, 1998 Page 2 of 9 ART ONE: PROJECT DESCRIPTION/BACKGROUND l he City of Renton has purchased the existing office building at 601 Main Avenue South. This building will be used for the new City Hall. A variety of activities will occur here including the Municipal Court, Police Department and jail. The building site is zoned Commercial Office. A small portion of the site is shown as Heavy Industrial on the Zoning Map. It has been determined that this is a mapping error that will be corrected this June. The jail requires that an Administrative Conditional Use Permit be approved in the Commercial Office zone. The review of the jail facility can be reviewed under the Commercial Office Zoning. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21 C.240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: (1) Earth Impacts: The proposed jail will be constructed on the second level of the existing parking garage. None of the construction associated with the jail should require the disturbance of the grounds around City Hall. In the event that it is determined that additional underground utility lines are required, temporary erosion control measures would be installed and maintained during the construction of the utility lines. Mitigation Measures: No mitigation required. Policy Nexus: N/A (2) Air Impacts: The existing building is heated but the existing parking garage is not heated. The construction of the jail in this area and the storage area will put an additional burden on the heating system for the building. It is not anticipated that this will have a significant impact on the air quality of this area. The heating source is already controled in accordance with state and federal air quality requirements. No site specific mitigation is required for this project. Mitigation Measures: No mitigation required. Frequently when the Cedar River floods, the jail needs to be evacuated due to the rising flood waters; The intent of the new jail is to provide an adequate facility for the level of service anticipated as the City continues to grow. The existing structures at 601 Main Ave. South include a 7-story office building and a 3-story parking garage. The proposal is to construct a 12,500 sf jail facility on the second level of the middle level of the existing parking garage. Also included in the project will be a 2,236 sf print shop. CONSISTENCY WITH THE COMPREHENSIVE PLAN, ZONING CODE& OTHER ORDINANCES: The proposed use shall be compatible with the general purpose, goals, objectives and standard of the Comprehensive Plan, the Zoning Ordinance and any other plan, program, map or ordinance of the City of Renton. (1) COMPREHENSIVE PLAN, ITS ELEMENTS AND POLICIES The project site is designated as Employment Area - Office on the Land Use Element Map. The use of this building for a City Hall including the Municipal Court and jail is consistent with the intent and policies of the Comprehensive Plan. The Capital Facilities Element of the Comprehensive plan notes that the current jail facility was designed to provide a 31 bed facility and that the average daily population is 40.8 and at times the population of the jail has exceeded 65. It further notes that the related police facilities are extremely overcrowded. The proposed facility is consistent with the requirements for the jail facility identified in the Comprehensive Plan and will allow for the anticipated rise in jail population as the City's population continues to grow. (2) ZONING CODE The subject property is currently identified as CO (Commercial Office) and IH (Industrial Heavy). The inclusion of a portion of the proposed City Hall site in the IH zone was a mapping error that is currently scheduled to be corrected by June, 1998. The correct zoning for the entire site is CO. The CO zone allows for municipal jails provided that an administrative conditional use permit is approved. B. COMMUNITY NEED: There shall be a community need for the proposed use at the proposed location. In the determination of community need, the Hearing Examiner shall consider the following factors, among all other relevant information: (1) The proposed location shall not result in either the detrimental over concentration of a particular use within the City or within the immediate area of the proposed use. This will be the only jail in this area. Therefore, it can not be considered an overconcentration of this land use in the area. The building in which the jail will be located has been choosen for the new City Hall and Municipal Court Building. However, the jail will not constitute an overconcentration of governmental land uses in the area. Only the one building will be used for the City government. The other buildings in this area of the City contain a variety of office and retail commercial uses. The proposed site is suited for the proposed land use. It will have direct access onto one of the major arterials within the City. The jail will be located within the same building as the Municipal Court. This will make it easier for City police to move the inmates from the holding cells to the courtrooms. In the current building inmates are frequently required to use public elevators or walk through public unsecured areas in order to reach the courtrooms. The new building will eliminate this safety concern. C. EFFECT ON ADJACENT PROPERTIES: 7 he proposed use at the proposed location shall not result in substantial or undue adverse effects on adjacent property. The following site requirements shall be required: (1) LOT COVERAGE Lot coverage shall conform to the requirements of zone in which the proposed use is to be located. The jail will not require any new lot coverage at this site as it is being located on the second floor of the existing parking garage. The building and site plan were approved a number of years ago under the old City zoning in 1985. (2) Yards: Yards shall conform to the requirements of the zone in which the proposed use is to be located. Additions to the structure shall not be allowed in any required yard. The street landscaping required for this building was provided at the time the building was constructed. No new yard of landscape requirements need to be imposed at this time. 3) Height: Building and structure heights shall conform to the requirements of the zone in which the proposed use is to be located. Spires, belltowers, public utility antennas or similar structure may exceed the height requirement upon approval of a variance. Building heights should be related to surrounding used in order to allow optimal sunlight and ventilation, and minimal obstruction of views from adjacent structures. The seven story building was approved in 1985. The proposed jail inside the existing structure will not increase the height of the building. The height of the building is within the City limits for this area. L>. COMPATIBILITY: 1 ite proposed use shall be compatible with the residential scale and character of the neighborhood. (Ord 3599, 1-11-82) The only residential areas in the vicinity of the subject property are located uphill from the proposed jail site. The residential areas are at a height where they look over the top of the building. As the jail will not be changing the height or bulk of the building, it can be determined that the building will still be in scale with these residential areas. The existing building is located on a triangular shaped lot. It has roads on two sides and an area designated as industrial on the City Zoning and Comprehensive Plan on the third side. The industrial area is used as a storage are by Puget Sound Energy. The proposed jail will not alter the exterior view of this building. The existing building is compatible with the other commercial office buildings in this area. E. PARKING: Parking under the building structure should be encouraged. Lot coverage may be increased to as much as seventy-five percent (75%) of the lot coverage requirement of the zone, in which the proposed use is located, if all parking is provided underground or within the structure. (Ord.3903, 4- 22-85) The jail in itself does not generate the need for parking. Parking requirements have been determined for the associated uses, Police Department and Municipal Court, and adequate parking will be provided on-site for these land uses. TRAFFIC: Traffic and circulation patterns of vehicles and pedestrians relating to the proposed use and surrounding area shall be reviewed for potential effects on, and to ensure safe movement in the surrounding area. It is estimated that the jail will generate approximately 351 vehicle trips per day. City staff does not anticipate that this will cause a significant change in the level of service at the intersections near the proposed facilitiy. G. NOISE, GLARE: Potential noise, light and glare impacts shall be evaluated based on the location of the proposed use c.n the lot and the location of on-site parking areas, outdoor recreational areas and refuse storage reas. The jail will not generate noise or glare that would be disruptive to the surrounding land uses. The jail facilities will be within an enclosed building. No new facilities outside of the existing building are anticipated as part of this project. H. LANDSCAPING: Landscaping shall be provided in all areas not occupied by building or paving. The Hearing Examiner may require additional landscaping to buffer adjacent properties from potentially adverse effects of the proposed use. The required landscaping was installed at the time that the building was constructed. As the present application will not be altering the exterior height or bulk of the structure, no new landscaping will be required at this time. 1. ACCESSORY USES: Accessory uses to conditional uses such as day schools, auditoriums used for social and sport activities health centers, convents, preschool facilities, convalescent homes and others of a similar nature shall be considered to be separate uses and shall be subject to the provisions of the use district in which they are located. N/A CONVERSION: No existing building or structure shall be converted to a conditional use unless such building or structure complies, or is brought into compliance, with the provisions of this Chapter. Project Narrative for New Renton City Jail The new Renton City Jail will be located at 601 Main Avenue South, Renton Washington. Existing structures on the site are a seven story high-rise office building with a three level parking garage. The proposed work will be the construction of a 12,500 s.f jail on the middle level of the existing parking garage, and will include all work necessary to construct a 100 prisoner facility. Also included in the project will be a 2,236 s.f print shop on the same level. The currently unoccupied office building will house the future Renton City Hall in the summer of 1998. ECE!VE ) f „U d 1998 DEVELONPV1ENT PLANNING CITY OF RENTON Justification for the Conditional Use Permit Request New Renton Municipal Jail Introduction This Conditional Use Permit application is essentially requesting approval to relocate the existing Municipal Jail from its present location to a new location four blocks away to the south. The new jail will be slightly larger than the existing one but will serve the same functions. The new location, being so close to the existing one, is almost identical in nature. We feel that the new location is definitely as suitable as the old location and definitely meets the three primary criteria of Comprehensive Plan, Community Need, and Effect on Adjacent Properties. Comprehensive Plan The existing jail is in the Comprehensive Plan category of Center Downtown. The Plan's stated purpose for the Center Downtown category is "Create a balance of land uses which contribute to the revitalization of downtown Renton while fulfilling the requirements of on Urban Center as defined by countywide policies." "There should be a mix of uses, including retail, office, light industrial and residential, which generate the demand for goods and services." The Comprehensive Plan's stated purpose for the Employment Area-Office category is "Promote intensive office activity including a wide range of business, financial and professional services to local, regional, national, and global markets, supported by service and commercial activities." "Secondary uses in the category should include a mix of commercial and light industrial activities." As shown above,the objectives of the two categories are very similar and compatible. The jail, as part of the overall City Hall and Police Station project, will generate similar activity to an intensive office use. Community Needs The need for an improved Public Safety Facility is actually called out specifically in the Comprehensive Plan. Section IV, page 46 is titled"Public Safety Capital Facilities Plan" and explains in detail the current overcrowding of the existing facilities and the need for expanded quarters. Effect on Adjacent Properties As mentioned above,the jail, as part of the overall City Hall and Police Station project, will generate similar activity to an intensive office use. The main effect on adjacent property occupants is one of perception. A jail always raises concerns of safety. All possible security precautions will be taken in the construction and operation of the Municipal Jail. Risk is further reduced by the nature of a municipal jail: it is a thirty day holding facility. Over 80% of the inmates are there for traffic offenses. Long-term prisoners are transferred to other facilities. Summary In summary, we feel the relocation of the existing Municipal Jail to the proposed new location is completely compatible with the city's Comprehensive Plan, fulfills a clear community need, and will have virtually no negative impacts on the adjacent properties. Transportation: East Transportation Systems Division submitted proposed agreement accepting Valley Road $175,918 in grant funding from the Washington State Department of Rehabilitation, WSDOT Transportation (WSDOT) for the East Valley Road rehabilitation project (SW Grant, CAG-98- 41st to 43rd Streets).
