Yes, SRMRenton will waive the 120-day review clock and will pay staff expenses for undertaking this

Good Morning Ray,
Please find the attached scope and budget along with invoice for the City’s Traffic Impact Analysis. The
scope assumes modeling of Phases 1-3 combined and is treating the project based on the trip
generation of all phases being completed by 2024.
We had also spoken before about waiving the 120-day review period and reimbursing staff costs based
on the additional work that is required in lieu of a determination of significance. An email
acknowledgement of these two items and payment of the invoice will be needed prior to authorizing
Transpo to begin their work.

Thanks for those clarifications. We think we’re on the same page and don’t want to slow down the
process. However, can you do this:
1. Prepare the invoice for SRM.
2. Confirm via email that Transpo will be modeling the entire project (all phases) in the 2024
horizon year.

Hi Matt,
Just following up on the specifics of our call today. We understand you will work with John Pascal to
clarify two set of issues in Transpo’s Final Scope:
1. Key Assumptions (last bullet point concerning revisions to traffic operations for the TIA). It is
clear that Transpo will remove the I-405 ramp meter and include dual westbound turn-lanes. It
is unclear whether the HOV lane will be removed from the analysis as well.
2. Key Assumptions/Task 3 (bullets pertaining to 2024 horizon year) – Per the revised construction
schedule we shared, the earliest Phase I will now be constructed is 2024, and the earliest Phase
II will be constructed is 2025. Phase III (the office building) would not be constructed until
2026. Occupancy on all phases is not anticipated for one full year thereafter. This is due to the
passage of time since initial completion of the TIA. However, we understand Transpo will model
the complete project (all three phases) in 2024. Provided Key Assumptions related to traffic
operations include removal of ramp metering, inclusion of dual westbound turn lanes, and
removal of HOV lane (which are in place now or otherwise anticipated by construction of Phase I
and II), we support using a 2024 horizon year to model the full scope of all three phases of this
project.
Other minor comments we had on the scope concerned Background, specifically related to the timeline
of construction and TIAs completed to date. This sentence jumped out as confusing: “Completion of the
I-405 ETL improvements by WSDOT are not expected to occur until 2025, a few years after the original
project proposal was to be completed.” It would be less confusing to say that 2025 is a few years after
the initial TIA anticipated the project to be complete; however, project completion is now expected to
occur around the same time as the I-405 ETL improvements given the passage of time since the TIA was
initially prepared. We don’t think this sentence necessarily needs to be revised in the scope. But we
would appreciate you forwarding these clarifications to Transpo for their report:
· The original TIA anticipated completion of the Cedar River Apartment Project in 2023.
· Given the current stage of entitlement permitting for the Project, construction of all three
phases of the Project is no longer anticipated to be complete until 2026 (Phase I in 2024, Phase
II in 2025, and Phase III in 2026).
Finally, while not included in Transpo’s scope, we understand that we will be afforded the opportunity
to comment on Transpo’s written report before the report is forwarded to the ERC. We appreciate
being included as attendees during interim meetings between Transpo and staff as well.
Will look forward to reviewing the revised scope so we can get this going.

Hi Ray,
Please find the attached final scope and budget. The document has revised the horizon year to 2024
based on the Phase 1 completion date and provides additional detail on the cut-through analysis. Also,
the applicant team would be invited to attend one meeting prior to finalizing the TIA. I will follow up
with an invoice for Transpo’s costs identified in the scope and budget after receiving acknowledgement
from the applicant team they are amenable to waiving the 120-day review period for the master plan
application and will pay overtime staff fees for the extended period the City has reviewed the project.
The acknowledgement does not need to be as formal as the document we are working for the building
permit and can instead be an email. Following payment and the acknowledgement I will authorize
