appeal period, April 9, 1998. The Shorelines Hearings Board will notify you by letter if this

Development of this project shall be undertaken pursuant to the following terms and conditions:
1. Applicant will install and maintain temporary erosion control measures during the construction
phase of the project.
2. Water used to clear the new line will be collected in a tank and disposed of through the Boeing
waste water treatment plant.
This permit is granted pursuant to the Shoreline Management Action of 1971 and pursuant to the following:
1. The issuance of a license under the Shoreline Management Act of 1971 shall not release the
applicant from compliance with federal, state, and other permit requirements.
2. This permit may be rescinded pursuant to Section 14(7) of the Shoreline Management Act of 1971 in
the event the permittee fails to comply with any condition hereof.
3. A construction permit shall not be issued until thirty (30) days after approval by the City of Renton
Development Services Division or until any review proceedings initiated within this thirty (30) day
review period have been completed.

north of the 4-20 building; install 360 linear feet of 10 inch watermain and 1170 linear feet of fire
main adjacent to the 4-81/82 buildings; and install a 2 inch pressure relief valve Northeast of the
4-20 building. A Shoreline Substantial Development Permit (SM) will be required for those
portions of the project within 200 feet of Lake Washington. Location: Boeing Renton Facility;

In co pliance with RCW 43.21 C. 240, the following project environmental review addresses only
thos project impacts that are not adequately addressed under existing development standards and
environmental regulations.

Impacts: On he north side of the 4-20/21 Building the project will include the installation of 920 linear feet of both 12
inch fire main and 8 inch cold water main. The total cut and fill for this project is 320 cubic yards. This area is
approximatel 258 feet from Lake Washington.
In the vicinity of the 4-81/82 Building the applicant will install 366 linear feet of 10 inch ductile iron fire main in an
existing conc -te utilidor, and 1170 linear feet of 10 inch ductile iron fire main in the existing building utility tunnel pipe
rack. Minor e. cavation will be required at the ends of the utilidor to install new sectional valves. One end of the
utilidor is app oximately 128 feet from Lake Washington at its closest point. A Shoreline Permit application has been
submitted an. will be reviewed separately from the environmental review.
The third part of this project includes the installation of a new 2 inch pressure relief valve bypass on the existing 6"
pressure relie valve located to the northeast of the 4-20 Building. The existing 6" valve is located approximately 56
feet from Lak Washington.

Temporary erosion control measures will be installed and maintained throughout the construction phase of this
project. The areas disturbed during construction will be paved upon completion of the work. Once the project is
completed the chances for erosion are limited as the area is paved.
Mitigation Measures: No further mitigation is required.

[Mt acts: Adverse air impacts associated with this project would be limited to the exhaust from the construction
vehicles and machinery. This impact would be limited in duration and is controlled by state and federal regulation.
No significant impacts are anticipated from this project.

3. Water
Impacts: Adverse impacts to Lake Washington could occur from soil erosion during the construction phase of the
project or from treated domestic water from the pressure relief valves. Erosion control methods will be employed by
the applicant throughout the construction phase of the project. Boeing staff note that there has not been a release
fro;n the pressure relief valves in the past. When Boeing staff check the valves, the water that is released is diverted
to ilea itary sewer line. No further mitigation is required.

Environmental Determination Comment Process Comments regarding the environmental
dEtermination must be filed in writing on or before 5:00 PM March 23, 1998. Any aggrieved person feeling that
the environmental determination of the Environmental Review Committee is based on erroneous procedure, errors o
law or act, error in judgment, or the discovery of new evidence which could not be reasonably available at the time c
the de ermination may submit written comments. After review of the comments, if Environmental Review Committee
firds there is not sufficient evidence to amend its original determination, then there will be no further extension of the
appeal period. Any person wishing to take further action would need to file a formal appeal within the original 15-day
tirieframe. Written comments must be filed with: Jana Huerter, Land Use Review Supervisor, City of Renton
D+,velopment Services Division, 200 Mill Avenue South, Renton, WA 98055. If an appeal of the environmental
determination is also filed with the Hearing Examiner during the same 15-day comment period, then the
Environmental Review Committee will first take action on the request for reconsideration and the appellant will be
notified that the appeal is on hold pending the Committee's decision on the reconsideration request. The City will
notify the appellant/person requesting reconsideration and parties of record and the Hearing Examiner of the
Environmental Review Committee's final determination. The appeal process will then be continued unless the
alpellant notifies the Hearing Examiner in writing that he wishes to withdraw the appeal.

Dear Mr. Pywell.
As per our telephone conversation, you had some concerns regarding the
referenced subject. There were two questions regarding water disposal and
system operation. The following are your questions and the answers to
them.
1. How often does the pressure relief valve work and does it release water
that could flow into Lake Washington?
The pressure relief valve does not have a history of being used. It is only in
operation if there is a surge in the line. There has been no history of a surge
in this line. The valve is over fifty feet from the lake. If there was a surge,
it is very doubt full if any potable or fire water will reach the lake and
cause any turbidity.
2. Where does the water go that is used to clear the new water line prior to
use ?
Water that is used to clear the new water line is feed into a tank and is
disposed of through Boeing's waste water treatment plant.

This project proposes to install approximatly 2,456 linear feet of ductile iron pipe for
water service for both cold water and fire protection. Please see the attached project
narrative.

PROJECT NARRATIVE
• 4-20/21 Building: This phase of the work is to install 920 linear feet of both 12 inch fire
main and 8 inch cold water main on the north side of the 4-20 building. The proposed
location for the new water line is approximately 258 feet from the Lake Washington
shoreline. Total cut and fill quantities for this work is 320 cubic yards.
• 4-81/82 Building: This phase of the work is to install 366 linear feet of 10 inch ductile iron
fire main in an existing concrete utilidor, and 1170 linear feet of 10 inch ductile iron fire
main in the existing building utility tunnel pipe rack. Minor excavation will occur at the ends
of the existing utildor for the installation of new sectional valves. This-work is
approximately 128 feet from the Lake Washington shore line at its closes location.
• 2 Inch Pressure Relief Valve: This phase of the work is to install a new 2 inch pressure
relief valve bypass on the existing 6" pressure relief valve locate to the northeast of the 4-20
building. The existing pressure relief valve vault is located approximately 56 feet from the
Lake Washington shore line.
SHORELINE PROJECT NARRITIVE
This proposed project will install approximately 2,456 linear feet of water
pipe on the Boeing Renton Commercial Jet Aircraft Assembly Plant ( see
project narrative and site plans). The body of water adjacent to the proposed
project is Lake Washington. The lake shoreline, adjacent to the project, is a
concrete bulkhead, and also sand and shrubs. The shoreline is designated by
the City of Renton as Urban. The project will not interfere with the
shoreline as the closest point of the project to the shoreline is 56 feet. The
project is underground and will not block any views. The water pipe mains
will upgrade the existing fire and potable water system at the Boeing Plant.
The cost of this project is approximately $350,000.
