For those who have already attended or received notice before, the reason for this second Neighborhood
meeting is that all the required persons were not notified/ noticed before. Please feel free to come again.
Your previous comments have been noted from the first neighborhood meeting that was held.
The intent of this meeting is to facilitate an informal discussion between the project developer and the neighbors
regarding the project. While required by the City of Renton, this meeting is not conducted by the City of Renton and is
in addition to any future public hearing or public comment opportunities available under City of Renton development
review processes.
If you have questions regarding this notice, the applicant or applicant’s representative, as noted below, can provide
more information.

6. Notes of the meeting including a summary of oral and comments received;
The 2nd Cyprus Lane Preliminary Plat Neighborhood Meeting was held virtually using Zoom.
The Zoom meeting was opened before 6 pm June 29th, 2021 and was officially started around
6:05 pm. The meeting was hosted by the applicant, Bob Wenzl. The following is a summary of
the oral discussions.
Summary:
1. Bob Wenzl opened the meeting around 6:05 by introducing himself and the
Cliff Williams, PE Project Manager. He provided an overview of the
proposed development including the Orcas Ave NE extension tying into the
existing Orcas Ave NE, north of the development, and sewer service
extensions to the north property line including to Orcas Ave NE and Pasco
Ave NE. He mentioned that a lot of the trees will be preserved, and new
street trees will be planted along with new trees on each lot.
2. Several of the neighbors living on Orcas Ave NE expressed their interest in
sewer service and the feasibility of extending the sewer main into their
street especially at a sufficient depth to provide gravity service to the lower
portions of the west side lots. Bob Wenzl advised that a sewer manhole
will be provided at the north property line (the present south dead end of
Orcas Ave NE). The City of Renton will determine the sewer depth required
at this manhole.
He further reported that sewers are typically buried to a sufficient depth to
service the main floor of a house. If basements are built, they can be
without plumbing facilities or grinder pumps installed to pump into the
sewer main.
It was suggested to the homeowners that they contact the City of Renton
with their interest in a sewer extension. It was mentioned that one way to
arrange and pay for sewer main extensions is the affected property owners
forming a Local Improvement District, (LID).
A question was asked about the cost for putting in sewer. Bob advised
there are 3 components to the costs including the construction cost of the
sewer main, the City of Renton connection fee and a King County sewer
capacity charge.
3. Some homeowners along Orcas Ave NE expressed concerns about traffic
safety issues with the opening of the dead end street.
It was reported that the City has a roadway connectivity program which,
with future development aims to eliminate dead end streets. Regarding
concerns over traffic speeds, the tight S curve in the new connecting road
was suggested as an element that should help keep speeds down.
The lack of streetlights on Orcas Ave NE was another safety concern raised
as well as the fact that there are only gravel shoulders provided with no
sidewalks.
It was noted that the proposed development will not be responsible for
improvements on Orcas Ave NE. The homeowners were referred to the
City of Renton for their safety concerns.
Finally, it was reported that road improvements on the proposed Orcas Ave
NE connection to the existing dead end will be transitioned to existing
improvements without the need for encroachments nor additional ROW on
the existing roadway.
4. The homeowners were referred to Jill Ding, Planner at the City of Renton as
a contact on this development. It was also reported that the application
process requires a public hearing which will be scheduled sometime in the
future. As meeting participants, they should be considered parties of
record by the City and receive application updates including the public
hearing schedule.
5. The proposed sewer main extension on Nile Ave NE was discussed. This
sewer will include serving proposed Lots 9 and 10 through easements on
Lots 11 and 12 and extending the Nile Ave NE sewer main from NE 5th PL to
the site. A Neighbor along Nile Ave NE requested coordination for his
connection to the new sewer main.
6. Direct access to Nile Ave NE for Lots 11 and 12 was questioned. It was
reported that a shared driveway is proposed which will replace the existing
driveway to the current home. It was confirmed there is no plan to add a
turn lane to Nile Ave NE.
7. The proposed Pasco Ave NE Alley extension was discussed briefly. The alley
will be 20 feet wide without sidewalks. It was confirmed all existing trees
along the east property line of the Alley will be removed.
8. It was confirmed a Rec Space is planned for Tract A which houses a buried
storm vault.
9. Frontage Improvements along the north side of NE 4th PL are proposed
replacing the existing brown fencing.
10. The homeowner at 478 Nile Ave NE advised there is an existing sewer at
the north end of his property. The design team agreed to review.
11. Responding to questions, Bob Wenzl indicated construction will probably
be completed and home building started in 2023/24. The anticipated
average sale price for the homes is $1.6 to $2M for the 2-story homes.
