Notes of the meeting including a summary of oral and written comments received; The 1st Cyprus Lane Preliminary Plat Neighborhood Meeting was held virtually using Zoom. The Zoom meeting was opened before 6 pm June 29th, 2021 and was officially started around 6:10 pm. The meeting was hosted by the applicant, Bob Wenzl. The following is a summary of the oral discussions. One email questionnaire and response from the applicant submitted prior to the meeting is attached following the summary. Summary: 1. Bob Wenzl opened the meeting around 6:10 by introducing himself and the design team in attendance including Cliff Williams, PE Project Manager from Development Management Engineers and Sheri Murata, PE Project Engineer and Bob Nix, Project Planner from Core Design, Inc. Bob also introduced Jill Ding, the City of Renton Project Planner who was attending the meeting to observe the proceedings and assist by reporting on the City’s position. Bob Wenzl mentioned that he has been developing land and building homes in the City of Renton for some 20 years. 2. Bob Wenzl showed the plat map that was included with the meeting flyer on the screen and described the elements of the project including the frontage streets of NE 4th PL and Nile Ave, the connecting roads of Orcas Ave NE and the proposed Alley extension of Pasco Ave NE, the 15-lot layout as well as the 2 storm Tracts A and B. 3. The first discussion was regarding Pasco Ave NE. The issue of road maintenance being the responsibility of the residents and not the City of Renton is a concern. It was explained by Jill Ding that the road was being extended on the Cyprus Lane Plat with a public alley running from Pasco Ave NE at the project NE corner, to the proposed extension of Orcas Ave NE. A benefit the alley provides is that Fire trucks will be able to use the alley as a drive through. This will allow for development of the 2 existing vacant southern lots along Pasco Ave NE without having to provide a fire truck turnaround. If there is a concern over usage of the proposed alley, a Fire Access Gate could be installed at the entrance to Pasco Ave NE. 4. The existing sewer main on Pasco Ave NE was next discussed. Sheri Murata, PE reported that the sewer main with flows to NE 6th St sewer was too shallow to be extended further south. Therefore, the south lots need to be serviced from the south. The Cyprus Lane development includes an extension of the sewer in NE 4th PL to Pasco Ave NE via Orcas Ave NE and the proposed public alley. A resident on Pasco Ave NE confirmed the sewer is shallow as he uses a grinder pump to discharge to the sewer. 5. It was noted that Orcas Ave NE immediately north of the Cyprus Lane Plat does not have sewer. Although the Cyprus Lane development will include extension of the NE 4th PL sewer to the southern end of Orcas Ave NE the depth of the proposed sewer and area it will serve to the north needs further study. The road rises in elevation from the Cyprus Lane property to NE 6th Ave and drops to the west towards Nile Ave NE. The setting of the sewer depth at the projects north boundary will require direction from the City of Renton Wastewater Department. It was noted that if sewer easements were to be granted by the properties fronting Nile Ave and bordering the lots on the west side of Orcas Ave NE, the lots could be connected to sewer service in Nile Ave NE. Otherwise, a grinder pump may be needed. 6. Lots 11 and 12 front Nile Ave NE with a shared driveway to Nile Ave. Full frontage improvements including travel lane widening 8’ planter strip and 5’ sidewalk and a 6.5’ ROW dedication will be provided. It was confirmed there will be a pavement taper to tie into the existing pavement width. 7. A sewer main will be extended in Nile Ave NE from the site to NE 5th PL. to serve the 2 lots plus Lots 9 and 10 which will have sewer easements across Lots 11 and 12 to gain access to the proposed new sewer in Nile Ave. 8. A lot of the existing trees, especially those along the property lines with adjoining properties will be retained plus new trees will be provided for the onsite landscaping plus street trees. The condition and health of all trees were evaluated by an Arborist and detailed in his report. Of particular interest are the cypress trees along the east property line which will be retained. 9. The type and operation of the Tract A stormwater facility was discussed. It was confirmed that runoff, which presently flows to the adjoining properties to the west will be mostly intercepted by the proposed road drainage and roof downspout collection systems and discharged to the buried stormwater facility. Tract A will be landscaped, and the facility will be buried. 10. It was confirmed that NE 4th PL will not be extended. The existing brown fencing will be removed, and frontage improvements will be limited to the front of the project site. 11. It was confirmed the existing access easement in the SW corner of the site will eventually be abandoned. 12. An adjoining neighbor along the southwest property line of the north parcel (478 Nile Ave) asked about the proposed fencing. Bob Wenzl explained he typically installs a new fence. Where there is an existing fence, he will normally arrange with property owner whether he will replace the fence or build a new one adjacent to the existing. I live on 407 Orcas Place NE which does not have an outlet to 4th Street. I have the following questions at the moment: 1) Will the project change the access to Orcas Place NE? No 2) How will Orcas Place NE be affected by Cyprus Lane? Orcas Avenue will now extend from NE 6th to NE 4th Place, nothing will change on Orcas Place NE 3) Since part of Orcas Place is a private road, will that change? No 4) Will the road to Orcas Place NE remain the same, and NOT have access to 4th Street? As far as I know we have nothing to do with that road in our project 5) How will this development affect the people living on Orcas Place NE.?
