Please see attached narrative dated January 31, 2018. (Exhibit #2) There has been no attempt on Mr. Snyder's part to bring the violations into compliance with city codes. The code compliance office has spent a great amount of time trying to have Mr. Snyder bring his property into compliance. This includes inspections, paperwork, notices sent, speaking with neighbors and attending hearings. July 26, 2021: Mr. Snyder remains in violation of the following city codes: RMC 4-5-130.B.3 The City of Renton Municipal Code has specific regulations governing weeds, the amended IPMC 302.4 regarding weeds states: Weeds: All premises and exterior property shall be maintained free from weeds or plant growth in excess of twelve inches (12") in height on development property or twenty-four inches (24") in height on vacant land. All noxious weeds shall be prohibited. Weeds shall be defined as all grasses, annual plants and vegetation, other than trees or shrubs; provided, however, this term shall not include cultivated flowers and gardens. Mr. Snyder has grass, weeds and berry vines in excess of twelve (12") inches in height. RMC 4-4-085.D.2 General: Disabled or Unlicensed Vehicles and Boats It is unlawful for any person to keep, store or park, or to permit any other person to keep, store or park, any disabled vehicle or boat, or unlicensed vehicle or boat, on any residentially zoned property within the City unless that vehicle or boat is stored and parked outside public view within a fully enclosed building at all times. Vehicles and boats which are kept on site and outside of an enclosed building shall be operational and currently registered. Mr. Snyder's boat has not moved since 2016. This boat is stored outside and in public view. The code states it must be operable and currently licensed. Mr. Snyder has not moved the boat or produced a current license for the boat and it remains in violation of city code. RMC 4-5-130 IPMC Section 304.2 Exterior Structure: Protective Treatment 304.2 Protective treatment. All exterior surfaces, including but not limited to, doors, door and window frames, cornices, porches, trim, balconies, decks and fences, shall be maintained in good condition. Exterior wood surfaces, other than decay -resistant woods, shall be protected from the elements and decay by painting or other protective covering or treatment. Peeling, flaking and chipped paint shall be eliminated and surfaces repainted. All siding and masonry joints, as well as those between the building envelope and the perimeter of windows, doors and skylights, shall be maintained weather resistant and water tight. All metal surfaces subject to rust or corrosion shall be coated to inhibit such rust and corrosion, and all surfaces with rust or corrosion shall be stabilized and coated to inhibit future rust and corrosion. Oxidation stains shall be removed from exterior surfaces. Surfaces designed for stabilization by oxidation are exempt from this requirement. There are portions of the fence that are failing or missing. July 21, 2021: A Finding of Violation in the amount of $750.00 ($250.00 for each violation) was issued to Mr. Snyder for the above violations. The compliance date or date to appeal was August 13, 2021. The Finding was sent USPS Regular and Certified Mail. The Finding was also sent via email to Mr. Snyder. Photos taken July 26, 2021. (Exhibit #3) August 10, 2021: The city received an appeal to the Finding of Violation dated July 29, 2021. (Exhibit #4) The city is requesting all fines be upheld and Mr. Snyder be directed to pay the fines and bring his property into compliance with city codes. (Exhibit #2) April 29, 2016: An inspection of the property confirmed the overgrown vegetation, a camper and boat that have not moved in quite some time as the berry vines are growing over them, and an unlicensed and/or inoperable white Chevrolet truck WA license #B39754K which expired December 2013. See Photos (Exhibit #2) WA State Department of Licensing confirmed the Chevrolet truck license plate expired December 2013. (Exhibit #2) May 2, 2016: The first Warning of Violation was sent to Mr. Snyder. The compliance date to bring the property into compliance with city code was May 17, 2016. (Exhibit #2) 6-1-3 JUNK VEHICLE OR VEHICLE HULKS ON PRIVATE PROPERTY REGULATED: A. It shall be unlawful to store, maintain, keep or retain: a junk, wrecked, dismantled or an apparently inoperable vehicle, vehicle hulk, or any part thereof, on private real property in the City of Renton. B. The storage, maintenance or retention of junk, wrecked, dismantled or an apparently inoperable vehicle, vehicle hulk, or any parts thereof, on private real property in the City is hereby declared to be a public nuisance and subject to abatement in accordance with this Chapter and RMC 1-3-3, as now worded or hereafter amended. 8-1-4 UNLAWFUL STORAGE, DEPOSIT, DISPOSAL, SCAVENGING, AND HAULING OF SOLID WASTE: BULKY WASTE: Large items of solid waste, including but not limited to items such as furniture; large household appliances, including but not limited to refrigerators, freezers, ovens, ranges, stoves, dishwashers, water heaters, washing machines, or clothes dryers; junk vehicles, vehicle hulks or any parts thereof as defined in RMC 6-1- 2, as now worded or hereafter amended; and any other oversized solid wastes which would typically not fit into or be permitted for collection as garbage in garbage cans. Unlawful Storage of Bulky Waste: It shall be unlawful for any person in the City to store, maintain, keep, retain, dump or accumulate bulky waste on private real property in the City, except for any licensed ancillary disposal provider or licensed business in connection with bulky waste collection or disposal in an area zoned for the collection or disposal of bulky waste. See Photos (Exhibit #4) July 22, 2016: A second letter was sent to Frank Snyder asking that the property be brought into compliance by August 3, 2016: (Exhibit #4) Washington State Department of Licensing confirmed the Chevrolet truck license plate expired December 2013. (Exhibit #4) August 18, 2016 & September 20, 2016: Email updates on Mr. Snyder's health. (Exhibit #5) April 18, 2017: A follow up inspection noted that all violations remain on the property. Vehicles and boats which are kept on site and outside of an enclosed building shall be operational and currently registered. Corrective Action: Remove and properly dispose of the unlicensed and/or inoperable boat from the property or demonstrate the boat is licensed and operable. Bring the boat into compliance with City code or store in a fully enclosed building. The boat must be operable and licensed at all times in order to be parked on the property in view of the street, otherwise it must be stored in a fully enclosed building. Corrective Action: On July 26, 2021, 1 observed that the fence on this property remains in disrepair. Repair the portions of the missing and leaning fence pieces, or remove the entire fence. The fence shall be protected from the elements and decay by painting or other protective covering or treatment.
