NO. CP04180,3707Lk. Washington Blvd. N. —The applicant is requesting a
variance from the Underground Ordinance for installation of a service entrance
drop from a PSE pole to the house.
Action: The Board approved the variance from the Underground Ordinance
based on the following condition:
1. Minimum vertical clearance over right-of-way is 18 feet(per National
Electrical Code).
The Board also agreed that the Provosts would not be required to sign a letter
requiring participation in any future project that would place the overhead utility
lines underground in this area of the City. It was moved by Burnell,seconded
by Christensen. MOTION CARRIED.
4. OLD BUSINESS:
• ONE YEAR EXTENSION OF OFF-SITE DEFERRAL,HEIFA SHORT
PLAT,LUA 98-032-SHPL,N.E. 7`h Street —The applicant is requesting a
one-year extension of the off-site deferral of sidewalks. Applicant was
previously granted a one-year extension for these improvements May 26,2004
which expired May 26,2005.
Action: The Board approved the extension of the off-site deferral of sidewalks.
It was noted that due to the maximum five-year limitation,this would be the last
approval for an extension of the deferral. It was moved by Christensen,
seconded by McClincy. MOTION CARRIED.
5. OTHER BUSINESS:
• REQUEST FROM WSDOT FOR NOISE VARIANCE MEETING
RE: HOV LANE WORK HWY 167,S. 180TH TO HWY 167/I-405
INTERCHANGE—Chairman Watts surveyed the Board members as to
whether they thought this meeting should be held in the evening to allow
concerned Talbot Hill residents an opportunity to participate in the
public hearing. The Board agreed this meeting could be conducted
during regular business hours and, at this time, it did not appear this
meeting needed to be in the evening.
6. ADJOURNMENT: Chairman Watts adjourned the meeting at 9:05 a.m.

• OFF-SITE DEFERRAL,BRANDAL VILLAGE SHORT PLAT,LUA 03-
082,628 Union Ave NE-The applicant is requesting a deferral for the
installation of(3)three streetlight poles and a service cabinet for(4)four months
to complete recording of the short plat.
Action: Following discussion, it was Moved by Christensen, Seconded by
Gray to grant the deferral as requested, subject to the following conditions:
1. No occupancy will be granted to any building until the streetlights
are in place.
2. A security device acceptable to the Board be in place to cover the
deferred items(three streetlight poles and a service cabinet) at 150%
of the costs of the deferred improvements, which would be
$14,925.00.
MOTION CARRIED.
• RIGHT-OF-WAY USE PERMIT,THIRION RESIDENCE,2518 NE 5th
Place—The applicant is requesting a Right-of-Way Use permit for storage of a
boat and a tow vehicle on 16 feet of the back property line.
Action: A discussion was held at length, in which Boardmembers, applicant and
neighboring residents of the property were each given a chance to speak. The
Board Chairman expressed that setting precedence for this kind of ROW and
alley use for the future, as well as Code compliance become major concerns in
this case. It was Moved by Christensen, Seconded by Burnell to deny this
request for the following reasons:
1. The area is used as a playfield by children.
2. There is no established roadway/vehicular access to the ROW area
requested(alley).
3. It will create an attractive nuisance.
4. There is a concern for allowing parking in the alley. Typically,
parking is not allowed in alleys and would only be considered if the
alley was not usable by other property owners.
MOTION CARRIED.
4. OLD BUSINESS:
• OFF-SITE DEFERRAL,HEIFA SHORT PLAT,LUA 98-032,716 Monroe
Ave NE-The applicant is requesting a(1)one year extension to the deferral,
originally granted in 2001 and extended at(1)one year increments since then,
for installation of sidewalks.
Action: It was Moved by Christensen,Seconded by Burnell to grant the
extension as requested,until May 26,2005, subject to the following condition:
1. Security device,currently held by the City of Renton, in the amount
of$1,980.00,remain in place until the off-site improvements are
complete.

Action: A brief discussion was held with regards to the depth of the existing
utility(sewer)line at this location. It was Unanimously decided by the Board
to table this deferral until the next Board of Public Works meeting to allow time
for further investigation of the utility line specifications before making a final
decision.

1. Applicant agrees to participate in any future Local Improvement District

Action: Following a brief discussion it was Moved by Meckling,and seconded
by Kittrick to request a draw down on the Irrevocable Letter of Credit from
Band of America. The 5th and final extension of the original deferral,which
took place in September of 1998,will expire on June 5,2003. The
improvements of approximately 889 lineal feet of 5-foot wide sidewalk
requested by the Board of Public Works have not been installed for Lots 1,2&
3.

• Off-site Deferral,City View Short Plat,LUA 980173,Lind Ave NW and NW
2nd St. - The applicant is requesting an off-site deferral for final lift of asphalt
and installation of an alternate storm drainage system to serve City View Short
Plat, if the constructed system cannot provide an easement.
Discussion: Dave Christensen asked if the sewer main was relocated. Mr.
Rieker responded"yes". Dave Christensen also asked if the deeds got recorded
for the Lot Line Adjustment. The response was"no". The 30' easement from an
adjoining property owner is going to litigation. The Board was concerned with
future property owners knowing that drainage is still an issue.
Action: Moved by Christensen,seconded by Meckling to deny the request
based upon information from staff,and recommends revising the short plat to a
long plat with an extended time in place(3 more years).

2. Grantor shall retain the right to use the surface of the easement as long as such use does not interfere with the
easement rights granted to the Grantee.
Grantor shall not,however,have the right to:
a. Erect or maintain any buildings or structures within the easement;or
b. Plant trees,shrubs or vegetation having deep root patterns which may cause damage to or interfere with the
utilities to be placed within the easement by the Grantee;or
c. Develop,landscape,or beautify the easement area in any way which would unreasonably increase the costs to
a the Grantee of restoring the easement area and any private improvements therein.

That said Grantor(s),for and in consideration of mutual benefits,do by these presents,grant,bargain, sell,
convey,and warrants unto the said Grantee,its successors and assigns,an easement for public utilities
(including water,wastewater,and surface water)with necessary appurtenances over,under,through,across
and upon the following described property(the right-of-way)in King County,Washington,more particularly
described on page 1. (or if full legal is not on page 1—Exhibit A.)
For the purpose of constructing,reconstructing,installing,repairing, replacing,enlarging,operating and
maintaining utilities and utility pipelines,including,but not limited to,water,sewer and storm drainage lines,
together with the right of ingress and egress thereto without prior institution of any suit or proceedings of law
and without incurring any legal obligation or liability therefor. Following the initial construction of its
facilities, Grantee may from time to time construct such additional facilities as it may require. This easement
is granted subject to the following terms and conditions:
1. The Grantee shall,upon completion of any work within the property covered by the e ''ment,restore the surface of
the easement,and any private improvements disturbed or destroyed during execution of the work,as nearly as
practicable to the condition they were in immediately before commencement of the work or entry by the Grantee.
2. Grantor shall retain the right to use the surface of the easement as long as such use does not interfere with the
easement rights granted to the Grantee.
Grantor shall not,however,have the right to:
a. Erect or maintain any buildings or structures within the easement;or
b. Plant trees,shrubs or vegetation having deep root patterns which may cause damage to or interfere with the
utilities to be placed within the easement by the Grantee;or
c. Develop,landscape,or beautify the easement area in any way which would unreasonably increase the costs to
o the Grantee of restoring the easement area and any private improvements therein.

Note: New private exclusive easement for ingress, egress and utilities is to be created upon the
sale of lots shown on this short plat. The owners of Lots shall have an equal and undivided
interest in the ownership and responsibility for maintenance of the private access and utility
easement. These maintenance responsibilities include the repair and maintenance of the private
access roads, drainage pipes, any storm water quality and/or detention facilities within the

Dear Mr. Voght;
I have reviewed your request for an extension to the above referenced short
plat. Based on our file records your short plat is due to expire April 24,
2000. Section 4-7070M of the Subdivision Ordinance, authorizes the
Planning/Building/Public Works Department to grant an extension for up to
one year from the date of expiration following a request from the applicant.
Upon reviewing your request, it seems appropriate to grant a one-year

G. DEPARTMENT ANALYSIS:
1. Project Description/Background
The applicant owns two lots that form an "L" shaped lot. One lot fronts on NE 7th Street and the second lot
fronts on Monroe Ave NE. The applicant proposes creating four lots from the total area of the two existing
lots.
2. Environmental Review
Short plats are exempt from SEPA unless they include sensitive areas that require further review. In
accordance with RCW Part Nine 197-11-800(6)(a) this short plat is exempt from SEPA.
3. Compliance with ERC Conditions
No mitigation measures required.
4. Staff Review Comments
Representatives from various city departments have reviewed the application materials to identify and
address issues raised by the proposed development. These comments are contained in the official file, and
the essence of the comments has been incorporated into the appropriate sections of this report and the
Departmental Recommendation at the end of the report.
5. Consistency Short Plat Criteria
Approval of a plat is based upon several factors. The following short plat criteria have been established to
assist decision makers in the review of the plat:
a) Compliance with the Comprehensive Plan Designation
The subject property is designated as Residential Single Family on the Land Use Element Map of
the Comprehensive Plan. The proposed subdivision is consistent with the Comprehensive Plan.
Policy LU-35: A minimum lot size of 4,500 square feet should be allowed in single family
residential neighborhoods. The proposed lots range in size from 5,996 sf to 10,981 sf in area.
The size of the proposed lots is consistent with the requirements for this area.
Policy H-4: Encourage infill development as a means to increase capacity. The proposed short
plat is an infill development. The proposed subdivision will take two large lots created in the past
and create four new lots. This will allow for the construction of three new single family homes
while retaining the existing single family home.

b) Compliance with the Underlying Zoning Designation
The subject property is designated as R-8 (Residential 8 DU/Acre) on the City of Renton Zoning
Map. The number of units per acre within a subdivision is based upon the net acreage. Net
acreage is achieved by taking the gross acreage and subtracting out the sensitive areas and
public roadways. This short plat includes 0.745 gross acres. There are no public roads that need
to be subtracted from the gross acreage nor are there any sensitive areas that need to be
deducted. The net density of this short plat is approximately 5.4 units per acre. This is within the
acceptable range of 5 to 8 dwelling units per acre.
c) Compliance with Subdivision Regulations
Streets: No new streets will be created by this short plat. The applicant will be required to install
all appropriate Code required improvements along the existing streets. The applicant will need to
provide a Transportation Mitigation Fee of$75 per average daily trip ($2,148.75) to mitigate the
impacts of this development on the existing City street system. The fee is estimated by taking
the number of new homes allowed by the short plat, which is three (4 lots proposed minus the one
existing home) multiplying that times 9.55 (average daily trips generated by single family homes)
and multiplying that figure times $75 (4 lots- one existing home = 3)(3 x 9.55 = 28.65)(28.65 x
$75 = $2,148.75).
The applicant requested a deferral from the Board of Public Works for the installation of curbs,
gutters, and sidewalks (Code required improvements) along NE 7th Street and a deferral for the
installation of sidewalks along Monroe Ave. NE. The Board approved the Deferral of the required
improvements along NE 7th Street and the installation of sidewalks along Monroe Ave. NE. The
Board required the applicant to record covenants on each of the lots. The covenant for the two
lots fronting on NE 7th Street would require future homeowners to participate in a LID for the
construction of the Code required improvements when they are installed along the entire street.
The applicant is required to post a bond equal to 150% of the cost of sidewalk along Monroe Ave.
Blocks: No new blocks will be created by this short plat.
Lots: Four lots will be created through this short plat from the two existing parcels. The four
proposed lots will meet or exceed the minimum dimension requirements established for this zone.
Lot 1 is (65.02'x 99.93') 6,495 sf, Lot 2 is (60.02'x 99.93') 5,995 sf, Lot 3 is (109.92'x 99.93')
10,981 sf and Lot 4 is (109.92'x 99.93') 5,994 sf. The lots are consistent with the standards for
residential lots in the R-8 zone.
d) Reasonableness of Proposed Boundaries
Access: Two of the proposed lots will have direct access onto NE 7th Street and two of the
proposed lots will access Monroe Ave, NE. The applicant will need to record an easement across
Lot 4 to allow utility and vehicular access to Lot 3. The applicant has stated that he has the
easement ready for recording.
Topography: The project site is fairly level. No significant grading will be required to prepare
the site for the future home construction.
Relationship to Existing Uses: The adjacent neighborhood has developed primarily for single
family homes. The Renton Technical College has operated across the street from the proposed
short plat for a number of years. No significant changes in the neighborhood are anticipated in
the near future.

e) Availability and Impact on Public Services(Timeliness)
Police and Fire: Police and Fire Department staff indicate that they have adequate resources to
serve these lots once the Code-required improvements are installed. The Fire Department has
also requested that the Fire Mitigation Fee be imposed on this short plat. The applicant will need
to submit a Fire Mitigation Fee of$488.00 per new single family home. The Renton Municipal
Code requires the applicant to install new fire hydrants so that there is a fire hydrant within 300
feet of the building pad on each of the proposed residential lots. If there are existing fire hydrants
within 300 feet of the proposed lots, that meet current City standards, the applicant may not need
to install new hydrant(s).
Recreation:The applicant will not be providing on-site recreation facilities. The closest park to
this location is the Highlands Neighborhood Center. It is anticipated that the new residents
allowed by this subdivision will use the existing City parks and recreational facilities. The
Community Services Department has established a Parks Mitigation Fee of$530.76 per new
single family lot. As three new lot are being created, the mitigation fee for this short plat will be 3
x$530.76 = $1,592.28.
Schools: It is anticipated that the proposed short plat will only generate one new school age
child. The Renton School District has the capacity to accept new students.
Storm Water:This short plat may not create a large enough impervious surface area that is
subject to vehicular travel to trigger the need for an on-site storm water system. Existing storm
water sheet flows across the site. This action will continue after the new house is constructed on
the site. If in the final analysis it is determined that the short plat will create over 5,000 sf of
impervious area subject to vehicular travel, the applicant will need to construct a biofiltration
system to the satisfaction of the Development Services Division.
Water and Sanitary Sewer Utilities: Adequate water and sanitary sewer service exists in the
adjacent streets. The applicant will need to provide service to the new lots and a sewer extension
as shown on the short plat application.
H. DECISION:
The Short Plat, File No. LUA-98-032,SHPL, is approved subject to the following conditions:
1. The applicant shall submit a Transportation Mitigation Fee of$75.00 per average daily trip generated by the short
plat (Estimated at$2,148.75) prior to the recording of the short plat.,
2. The applicant shall record a private utility and access easement across Lot 4 for the benefit of Lot 3 as shown on
the preliminary short plat.
3. The applicant shall submit a Fire Mitigation Fee of$488.00 per new single family lot (Estimated at $1,464.00)
prior to the recording of the short plat.✓

SEWER:
1. This project is not located in the Aquifer Protection Zone.

9. Any new construction must have a fire hydrant capable of delivering a minimum of 1,000 GPM fire and shall be
located within 300 feet of the structure. This distance is measured along a travel route. An additional fire hydrant
may be required as a part of this project to meet this criteria.
10. Water System Development Charges of$850 per each new lot will be required for this project. The Development
Charges are collected either as part of the construction permit (if there is one) or prior to the recording of the short
plat.
DRAINAGE:
1. The storm drainage narrative appears to be in order.
2. There is a storm drainage system in Monroe Ave NE.
3. The Surface Water System Development Charges of$385 per each new lot applies to the proposed project. The
Development Charges are collected either as part of the construction permit (if there is one) or prior to the
recording of the short plat.
STREET IMPROVEMENTS:
1. A shared private driveway may be permitted for access up to two lots. The private access easement shall be a
minimum of 20 feet in width, with a minimum of a twelve foot paved driveway.
2. Curbs, gutters, sidewalks and paving are required along NE 7th St. and along Monroe Ave NE adjacent to the
project site.
3. Street lighting is not required for a 4 lot short plat.
4. The Traffic Mitigation Fee $2,148.75 shall be paid prior to recording of plat.
GENERAL PLAN REVIEW COMMENTS:
1. The conceptual utility plan appears to be in order.
2. All required utility, drainage and street improvements will require separate plan submittals prepared according to
City of Renton drafting standards by a licensed Civil Engineer.
3. Permit application must include an itemized cost estimate for these improvements. The fee for review and
inspection of these improvement is 5% of the first $100,000 of the estimated construction costs; 4% of anything
over$100,000 but less than $200,000, and 3% of anything over$200,000. Half of the fee must be paid upon
application for building and construction permits, and the remainder when the permits are issued. There may be
additional fees for water service related expenses. See Drafting Standards.
FIRE PREVENTION
1. A fire hydrant with 1000 GPM fire flow is required within 300 feet of all new single family structures. If the
building square footage exceeds 3600 square feet in area, the minimum fire flow increases to 1500 GPM and
requires two fire hydrants within 300 feet of the structure.

Land Use Action Appeals & Requests for Reconsideration
The administrative land use decision will become final if the decision is not appealed within 14 days of the effective date of
decision. An appeal of the decision must be filed within the 14 day appeal period (RCW 43.21.C.075(3); WAC 197-11-680).
RECONSIDERATION. Within 14 days of the effective date of the decision, any party may request that a decision on a
short plat be reopened by the Administrator. The Administrator may modify his decision if material evidence not readily
discoverable prior to the original decision is found or if he finds there was misrepresentation of fact. After review of the
reconsideration request, if the Administrator finds insufficient evidence to amend the original decision,there will be no
further extension of the appeal period. Any person wishing to take further action must file a formal appeal within the
following appeal timeframe.
APPEAL. This administrative land use decision will become final if not appealed in writing to the Hearing Examiner on
or before 5:00 PM on May 7, 1998. Appeals to the Examiner are governed by City of Renton Municipal Code Section 4-8-
11B. Additional information regarding the appeal process may be obtained from the Renton City Clerk's Office, (425)
235-2501. Appeals must be filed in writing,together with the required$75.00 application fee,to: Hearing Examiner, City
of Renton,200 Mill Avenue South, Renton,WA 98055.
EXPIRATION DATE: The Short Plat approval will expire on April 24, 2000 (two years from the original approval date). An

Dear Mr.and Mrs. Voght:
On April 8, 1998,the Board of Public Works reviewed your application and granted a Deferral to
install the curbs, gutter and sidewalks on NE 7th Street subject to the following condition:
1) That the applicant sign a Restrictive Covenant agreeing to participate in an LID or other city
initiated roadway improvement project. . Please be advised that the date the Board grants the
deferral is the temporary effective date of the deferral, subject to the applicant providing the
Restrictive Covenant within J0 days of the°date of this letter, which would be Mav 11, 1998. If
the Restrictive Covenant is accepted and recorded, the deferral then becomes permanent. If you
fail to submit the Restrictive Covenant within the 30 day period,the deferral becomes null and
void. A Restrictive Covenant form is enclosed for your use.
The Board further granted a Deferral to install sidewalks on Monroe Avenue NE until
construction begins on the first lot,subject to the following condition: 1)That the applicant shall
post a letter of credit or other acceptable security device in the amount of 150% of the cost to

2. APPROVAL OF MINUTES: Moved by Gerber,seconded by Gray to approve the
meeting minutes dated, March 25, 1998. MOTION CARRIED.
3. REQUESTED ACTION:
• OFF-SITE DEFERRAL, KUPFERER SHORT PLAT, LUA 98-22,
NE 10th Street and Sunset Blvd.NE- applicant requests a deferral for the
installation of curbs, gutter, sidewalks and paving.
Action: MOVED BY GERBER,SECONDED BY GRAY to grant a deferral for
the installation of curb, gutter, sidewalks and paving on both Sunset Blvd.NE and on
NE 10 St., with the condition that applicant provides a Restrictive Covenant on the
plat which agrees to participate in any future project or L.I.D.that would be formed
to install the deferred Code required items in the neighborhood adjacent to the plat.

• OFF-SITE DEFERRAL, RIEKER SHORT PLAT, LUA 97-083,
NE 24th Street and Aberdeen Ave NE - applicant requests a deferral for the
installation of street light poles.
Discussion: Applicant explained they are awaiting delivery of the street light poles
and that everything else has been installed.
Action: MOVED BY GRAY, SECONDED BY GERBER to grant a deferral for
90 days, until July 8, 1998, subject to the following conditions: 1)applicant shall
post a letter of credit or other acceptable security device in the amount of$10,125.00
(150%of the cost of the improvements); and 2)applicant shall install the poles once

Bob Mac Onie and I have reviewed the above referenced short plat submittal and have the following
comments:
The existing sanitary sewer easement over proposed Lot 4 should be released, not vacated as the
drawing notes. The applicant should ask the city for an application for release of easement, if that
process has not already been started. The release process can take two to three months to complete.
The applicant also has the option of not releasing this easement at all. The existing easement can be
amended to cover the larger area.
Note all recorded easements,agreements, and restrictions on the drawing.
Information needed for final short plat document approval includes the following:
Note the City of Renton land use action number (LUA-98-032-SHPL) and the city's land record
number(LND-20-0226)on the drawing. The type size for the land record number should be smaller
than that used for the land use action number.
Remove the topog lines,curbs and gutters, light standards, power poles,etc.from the final short plat
drawing. Retain the references to all easements.
Addressing for the lots will be available from the city as soon as possible. The addresses need to be
noted on the drawing.
Building set back lines,and the remarks concerning said set back lines,need to be removed.
Provide an approval block for the King County Assessor's Office.
If new easements are shown for the benefit of future owners of the proposed lots, then include the
following statement on the drawing,juxtaposed to the subject easement(s): "Private easement for
water, sewer stub, gas, ingress/egrss, etc." Since the new lots created via this short plat are under
common ownership at the time of recording, there can be no easement until such time as ownership
of one of the lots is conveyed to others, together with/or subject to specific easement rights.

referenced on the drawing.

I have reviewed the formal application for this 4 lot short plat located in the general
vicinity of NE 7TH St and Monroe Ave NE in Section 9-23-5 and have the following
comments:
SEWER:
• This project is not located in the Aquifer Protection Zone.
• There is an existing 8" sanitary sewer main in Monroe Ave NE.
• There are no sanitary sewer mains in NE 7th St.
• A sanitary sewer main extension is required as shown on the plans submitted.
• The applicant is responsible for securing all necessary, if any, private sanitary
sewer easements prior to the recording of the short plat.
• System Development Charges of $585 per each new lot are required. The
Development Charges are collected either as part of the construction permit (if
there is one) or prior to the recording of the short plat.
WATER:
• This site is not located in the Aquifer Protection Zone.
• This site is in the 565 Pressure Zone.
• There is a 10" watermain in Monroe Ave NE.
• There is an 8" watermain in NE 7th St.
• A watermain extension will not be required.
• The existing water service lines may need to be relocated and or upsized.

• The applicant is responsible for securing all necessary easements to insure that
utility lines access to serve the new lots.
• The existing fire hydrant does not meet current code. It will need to be brought
up to current code as a condition of the short plat.
• Any new construction must have a fire hydrant capable of delivering a minimum of
1,000 GPM fire and shall be located within 300 feet of the structure. This
distance is measured along a travel route. An additional fire hydrant may be
required as a part of this project to meet this criteria.
• Water System Development Charges of $850 per each new lot will be required for
this project. The Development Charges are collected either as part of the
construction permit (if there is one) or prior to the recording of the short plat.
DRAINAGE:
• The storm drainage narrative appears to be in order.
• There is a storm drainage system in Monroe Ave NE.
• The Surface Water System Development Charges of $385 per each new lot
applies to the proposed project. The Development Charges are collected either as
part of the construction permit (if there is one) or prior to the recording of the
short plat.
STREET IMPROVEMENTS:
• A shared private driveway may be permitted for access up to two lots. The
private access easement shall be a minimum of 20 feet in width, with a minimum
of a twelve foot paved driveway.
• Curbs, gutters, sidewalks and paving are required along NE 7th St and along
Monroe Ave NE adjacent to the project site.
• Street lighting is not required for a 4 lot short plat.
• The Traffic Mitigation Fee $2,148.75 shall be paid prior to recording of plat.

GENERAL:
• The conceptual utility plan appears to be in order.
• All required utility, drainage and street improvements will require separate plan
submittals prepared according to City of Renton drafting standards by a licensed
Civil Engineer.
• Permit application must include an itemized cost estimate for these improvements.
The fee for review and inspection of these improvement is 5% of the first
$100,000 of the estimated construction costs; 4% of anything over $100,000
but less than $200,000, and 3% of anything over $200,000. Half of the fee
must be paid upon application for building and construction permits, and the
remainder when the permits are issued. There may be additional fees for water
service related expenses. See Drafting Standards.

In the referenced memorandum, Item 4.; you have requested a plan demonstrating the buildable
area on Lot 4. After the Pre-Application meeting, I had a meeting with Puget Sound Energy to
discuss the location of the utilities and easements to service this project.
Puget Sound Energy's Engineering staff relocated the proposed easement on the South side of
Lot 4 to the South side of the existing driveway. Please review the enclosed sketch which
indicates the available building pad area.

We would like t• thank you for the referenced Memorandum, as it proved helpful in our preparation of the
documents requi led for this project application. We would like to refer to the following portion of the
referenced Mem•randum with these requests.
STREET IMPROVEMENTS:
"Curbs, gutters, sidewalks and paving are required on the project side of the development."
Item 1: Additio al improvements to Monroe Avenue NE. Existing conditions at the present time. Monroe
Ave. NE is pave with Curb, Gutter and Sidewalk on the West side of the street; there is Curb and Gutter on
the East (adjoini g our site) side of the street. This condition applies for a minimum of 2 Blocks North and
South of the Pro ect. The only remaining item for the Street Improvement requirements on Monroe Ave. NE
would be the addition of a sidewalk on the project side of the street. If a concrete sidewalk is constructed for
this project, we will have the only concrete sidewalk on the East side of Monroe Ave. NE in our
neighborhood. 'Ve are requesting a Deferral with Restrictive Covenants until such time as sidewalks would
be continuous on the East side of Monroe Ave. NE adjoining our project.
Item 2: Additi nal improvements to NE 7th Street. Existing conditions at the present time. NE 7th Street
is paved withou Curb, Gutter and Sidewalk on either the North or South sides of the street in the area
adjoining our pr ject. This condition applies from Monroe Ave. NE for a minimum of 2 Blocks to the East.
At the present t' e, we are not aware of any plans by the City to improve this portion of NE 7th Street. If
Curbs, Gutters, idewalks and widened paving on this projects side of the development are constructed, we
will have the o y Curbs, Gutters, Sidewalks and Widened Pavement Section in this section of NE 7th Street.
We are requesti g a Deferral with Restrictive Covenants until such time as NE 7th Street is improved.
We understand hat a request for a `Deferral with Restrictive Covenants' would require a recorded document
(format provid by the City of Renton) stating that present and future owners would support the above
improvements i the future.

Dear Mr. Watts:
There was not tim: to discuss waivers at the above meeting. We would like to take this opportunity to
request a `Waiver of Submittal Requirements for Land Use Applications' for the following items:
Item 1: Drainage i ontrol Plan and Drainage Report - Our existing residence, constructed in 1992, is
presently utilizing the infiltration method to deal with storm water run-off successfully; in fact, infiltration was
recommended to e by the City of Renton. The Soils conditions for this Site are still sandy/gravelly materials
and appear ideal for `infiltration'. Our existing residence has 8 CY of washed gravel and we have not noticed
any problems sinc; occupancy. We plan to use infiltration placed in the Rear Yard Setback Area as home
designs are selectee and proposed utiltiy locations are approved. As the Level 1 Drainage report discusses
storm water run-o' s impact to public storm drainage and with Infiltration there is no impact, we request the
Drainage Control Plan and Drainage Report submittal be waived.
Item 2: Elevations Grading - The existing topography varies from level to gentle slopes. Less than 2 feet of
Cut or Fill is antic pated for any Lot improvements with 0 CY of import or export of excavated materials for
this Site. The design for the future residences has not started beyond looking at various home plans.
Therefore, we req est the Elevations, Grading submittal be waived for this project.
Item 3: Geotechni al Report - Excavations for Utilities on Lots 3 and 4 and clean-up of Lots 1 and 2
indicates sandy/ : avelly materials. We request that a formal Geotechnical Report be waived.
Item 4: Grading Pi an, Conceptual - We have indicated the estimated finish floor elevations on the submitted
topographic map. The design for the future residences has not started beyond looking at various home plans.
Therefore, we re I est the Grading Plan, Conceptual submittal be waived for this project.
Item 5: Grading 'lan, Detailed - The design for the future residences has not started. Therefore, we request
the Grading Plan, Detailed be waived for this project.

The Zoning des gnation of the property to be subdivided and adjoining properties is R-8, Single Family
Residential. Th- property is located across the street from Renton Technical College at Monroe Ave. NE
&NE Th Streei.
There are no W-tlands, Water Bodies or Steep Slopes on or adjoining this project.
Current use of the Site: The properties presently have 1 Single family residence located on two existing
lots as shown o the enclosed drawings, which is to remain. The total acreage of the site is 0.745 acres.
Proposed Sanit;ry Sewer for Lot 1, Lot 2 and Lot 3 is to connect to a City of Renton Sanitary Sewer
Manhole locate. in Monroe Ave. NE, with Lot 4 utilizing existing sewer stub serving Lot 3. The proposed
sewer is shown on `TOPOGRAPHIC MAP of Existing Conditions &Proposed Utilities'. There is no
Sanitary Sewer in NE Th St. adjacent to this project.
Water Mains e •st in both Monroe Ave. NE and NE Th Street. Water services are proposed to be serviced
from these wat,r mains.
We are propos ng 4 lots, Lot 1 - 6,500 sq.ft. +/-, Lot 2 - 6,000 sq.ft. +/-, Lot 3 - 11,000 sq.ft. +/- and Lot
4 - 9,000 sq.ft. +/-. The use of Lots 1, 2, and Lot 4 is planned for the construction of Single Family
Residences an. Lot 3 is to be used for the existing Single Family Residence (716 Monroe Ave. NE).
City of Renton Right of Ways - Existing Conditions and Proposed Improvements
Monroe Avenue NE is paved and currently has Curb, Gutter and Sidewalk on the West side of the street;
Curb and Gutt r only on the East side of the street. This condition applies for a minimum of 2 Blocks
North and Sou h of the Site. We are proposing no new improvements on Monroe Ave. NE,
NE Th Street, West of Monroe Avenue NE, is paved with Curb, Gutter and Sidewalks on both sides of
the street, exc pt about 100' of sidewalk is not constructed on the North side near the intersection. NE Th
Street, East o Monroe Avenue NE, is paved without Curb, Gutter, Sidewalk or Storm Drains on either
side of the str et for 2 Blocks to the East. To our knowledge, the City of Renton does not have plans to
improve NE T St. We are proposing no new improvements on NE Th St.

We have completed a preliminary review of the pre-application for the proposed development. The
following comments on development and permitting issues are based on the pre-application submittals
made to the City of Renton by the applicant. The applicant is cautioned that information contained in this
summary may be subject to modification and/or concurrence by official decision makers (e.g., Hearing
Examiner, Zoning Administrator, Board of Adjustment, Board of Public Works, and City Council).
Review comments may also need to be revised based on site planning and other design changes
required by City staff or made by the applicant. The applicant is encouraged to review all applicable
sections of the Renton Municipal Code.
1. The applicant has two parcels of land that join at right angles at the rear of the existing parcels. The
southern most property is approximately 100' in width by 200' feet in length and fronts on Monroe
Ave. The northern parcel is slightly smaller in that it is 100' in width and 125' feet in length. There is
an existing house on the southern parcel. Access to the existing house is obtained from Monroe
Ave. The property is zoned R-8.
2. The R-8, single family residential zoning allows for the construction of single family homes on lots
that have a minimum area of 4,500 square feet. Lots must have a minimum width of 50 feet and a
minimum depth of 65 feet. All of the proposed lots meet or exceed the minimum requirements.
3. From the dimension provided it appears that the two parcels combined include an area of
approximately 0.75 acres. The four lots proposed will provide a density of 5.3 units to the acre.
Actual density is probably slightly higher. Four lot short plats need to provide a minimum density of
five (5) units per acre. The short plat as proposed appears to meet the minimum density
requirements.
4. From the information submitted it appears that the existing driveway across proposed Lot 4 to
pr posed Lot 3. If this is correct, the applicant will need to provide a plan that demonstrates the
buildable area on Lot 4. The intent is to ensure that there is a suitable building pad for a new house
on the proposed lot.
5. The applicant will need to submit a Parks Mitigation Fee of $530.76 per new residential lot. No fee
will be required for the existing house. Estimated fee is 3 x $530.76 = $1592.28.
