the Environmentz I Review Committee(ERC) on April 21, 1998:
DETERMINATION OF NON-SIGNIFICANCE-MITIGATED
BOEING CRANE BRIDGE BUILDING
LUA-98.035,ECF
The app icant seeks to construct a metal clad 6,600 sf building to be used for the construction of replacement crane bridges.
The building will be located close to the assembly buildings to provide easy access to these buildings once the cranes have
been col structed. The intent of the proposed building is to provide an area out of the weather where the crane bridges can
be asseribled. The crane bridges are used in the assembly hangars to move wings and sections of the planes around the
assembl/area. The proposed building will have 30'wide openings at each end with no doors and no heat. No foundation
will be p iured for the building, only footings. The proposed building will be removed once the crane bridges are installed in
the resp active buildings. The building will be painted to match the existing Boeing buildings in the area. Location: 800 Park
Ave. Noi th.
Comments rega'ding the environmental determination must be filed in writing on or before 5:00 PM May 11, 1998. Any
aggrieved person feeling that the environmental determination of the Environmental Review Committee is based on erroneous
procedure, errors of law or fact, error in judgment, or the discovery of new evidence which could not be reasonably available at the
time of the deterr iination may submit written comments.After review of the comments, if Environmental Review Committee finds
there is not suffic ent evidence to amend its original determination, then there will be no further extension of the appeal period. Any
person wishing tc take further action would need to file a formal appeal within the original 15-day timeframe. Written comments must
be filed with: Jar a Huerter, Land Use Review Supervisor, City of Renton Development Services Division, 200 Mill Avenue South,
Renton, WA 980l 5. If an appeal of the environmental determination is also filed with the Hearing Examiner during the same 15-day
comment period, then the Environmental Review Committee will first take action on the request for reconsideration and the appellant
will be notified that the appeal is on hold pending the Committee's decision on the reconsideration request. The City will notify the
appellant/person -equesting reconsideration and parties of record and the Hearing Examiner of the Environmental Review
Committee's fina determination. The appeal process will then be continued unless the appellant notifies the Hearing Examiner in
writing that he wi hes to withdraw the appeal. Appeals of the environmental determination must be filed in writing on or before
5:00 PM May 11 1998. Appeals must be filed in writing together with the required $75.00 application fee with: Hearing Examiner,
City of Renton, 2)0 Mill Avenue South, Renton, WA 98055. Appeals to the Examiner are governed by City of Renton Municipal Code
Section 4-8-11B. Additional information regarding the appeal process may be obtained from the Renton City Clerk's Office, (425)-

significant mpact on the environment. There are existing City Ordinances that address these issues. In addition both

4. Fii e Prevention Building
Impacts: 7'he applicant will need to provide the Code required improvements, such as the provision of an adequate
number of fire hydrants prior to occupying the proposed building. The Fire Prevention staff have also noted that
although tt e applicant has stated that the building is temporary, they have not provided a date by which the building
will be rerr oved. The applicant states that the building will be removed when the last of the crane bridges are
installed in the assembly buildings. Their intent is to have this work completed in approximately one year but they do
not want tc have to commit to a specific date in case construction delays occur that would impact the completion of
this work.
All new co istruction within the City, temporary or permanent, has an adverse impact on the City's ability to provide
service. Ir order to mitigate this adverse impact the City has adopted a Fire Mitigation Fee of$0.52 per square foot
of new cor struction. It may be possible for the applicant to request a credit from the Fire Prevention Bureau when the
building is removed that will be applicable to future construction on this site.

The Boeing Company proposes to construct a 6,600 square foot building that will house
the assembly of replacement crane bridges, from the elements. The crane bridges are a
critical element in the assembly of commercial jet aircraft. Upon the completion of the
project of assembling the replacement crane bridges, the building will be dis-assembled
and sold as a surplus building.

PROJECT DESCRIPTION
The Boeing Company proposes to construct a metal clad, 6,600 s.f. building
that will be used for the assembly of crane bridge replacements. The
building must be located close to the assembly buildings to allow barrier
free access for completed crane bridge replacements. Crane bridges are used
to fly wings, rudders etc. over the assembly floor, to their destinations. The
building will sit on the existing asphalt with concrete footings to be poured
to support the building posts. The building will have minimal lighting and
plant air. The building will have 30 openings at each end with no doors, no
sprinklers and no heat. The color of the proposed building will match the
existing Boeing buildings. Upon the completion of the crane bridge project
Boeing will dis-assemble the building and sell it through our surplus sales.
