CODE19-000584 March 5, 2020 RMC 6-1-3 Junk Vehicles or Vehicle Hulks on Private Property Regulated: A. It shall be unlawful to store, maintain, keep or retain: a junk, wrecked, dismantled or an apparently inoperable vehicle, vehicle hulk, or any part thereof, on private real property in the City of Renton. B. The storage, maintenance or retention of junk, wrecked, dismantled or an apparently inoperable vehicle, vehicle hulk, or any parts thereof, on private real property in the City is hereby declared to be a public nuisance and subject to abatement in accordance with this Chapter and RMC 1-3-3, as now worded or hereafter amended. RMC 4-11-220 Definitions V: VEHICLE: A. Vehicle, Large: Motor vehicles including, but not limited to, trucks, recreational vehicles, buses, boats, and heavy equipment, and similar size vehicles which have gross vehicle weights greater than ten thousand (10,000) pounds, but excluding aircraft. B. Vehicle, Small: Motor vehicles including, but not limited to, motorcycles, passenger cars, light trucks, vans, and similar size vehicles which have gross vehicle weights less than ten thousand (10,000) pounds. IPMC 304.2 Protective treatment: All exterior surfaces, including but not limited to, doors, door and window frames, cornices, porches, trim, balconies, decks and fences, shall be maintained in good condition. Exterior wood surfaces, other than decay -resistant woods, shall be protected from the elements and decay by painting or other protective covering or treatment. Peeling, flaking and chipped paint shall be eliminated and surfaces repainted. All siding and masonry joints, as well as those between the building envelope and the perimeter of windows, doors and skylights, shall be maintained weather resistant and water tight. All metal surfaces subject to rust or corrosion shall be coated to inhibit such rust and corrosion, and all surfaces with rust or corrosion shall be stabilized and coated to inhibit future rust and corrosion. Oxidation stains shall be removed from exterior surfaces. Surfaces designed for stabilization by oxidation are exempt from this requirement. RMC 4-5-130.B.3 The City of Renton Municipal Code has specific regulations governing weeds, the amended IPMC 302.4 regarding weeds states: Weeds: All premises and exterior property shall be maintained free from weeds or plant growth in excess of twelve inches (12") in height on development property or twenty-four inches (24") in height on vacant land. All noxious weeds shall be prohibited. Weeds shall be defined as all grasses, annual plants and vegetation, other than trees or shrubs; provided, however, this term shall not include cultivated flowers and gardens. September 18, 2019, January 2, 2020 & February 13, 2020: Received requests in person and via email to inspect the Snyder property for the rotted boat, fence falling over, overgrown weeds and the dog running in the streets. The neighbors are tired of the condition of the Snyder residence. September 23, 2019: A site inspection confirmed the property violations. See Photos Warning of Violation CODE19-000584 was issued to Mr. Snyder for the above violations. The compliance date was October 8, 2019. September, October & November 2019: Emails between Frank Snyder & Donna Locher regarding the code compliance case. February 14, 2020: A Finding of Violation for $300.00 was issued ($100.00 each violation) for the above violations. The compliance date or date to appeal the Finding was February 29, 2020. February 28, 2020: Appeal of the Finding of Violation received in the city clerk's office. Weeds Code Text: RMC 4-5-130.13.3 The City of Renton Municipal Code has specific regulations governing weeds, the amended IPMC 302.4 regarding weeds states: Weeds: All premises and exterior property shall be maintained free from weeds or plant growth in excess of twelve inches (12") in height on development property or twenty-four inches (24") in height on vacant land. All noxious weeds shall be prohibited. Weeds shall be defined as all grasses, annual plants and vegetation, other than trees or shrubs; provided, however, this term shall not include cultivated flowers and gardens. Corrective Action: Mow, remove, properly dispose of and maintain all vegetation to twelve (12) inches in height or less at all times. There are berry vines in excess of two feet in the back and side yards. It shall be unlawful to store, maintain, keep or retain: a junk, wrecked, dismantled or an apparently inoperable vehicle, vehicle hulk, or any part thereof, on private real property in the Cih of Renton. B. The storage, maintenance or retention of junk, wrecked, dismantled or an apparently inoperable vehicle, vehicle hulk, or any parts thereof, on private real property in the City is hereby declared to be a public nuisance and subject to abatement in accordance with this Chapter and RMC 1-3-3, as now worded or hereafter amended. Corrective Action: Remove and properly dispose of the unlicensed and/or inoperable boat from the property or demonstrate the boat is licensed and operable. I keep aggravating my groin injury which has been relatively crippling since May. In the past 4 weeks I've been combating the onset of acute Congestive Heart Failure which leaves me breathless upon light to moderate amounts of physical exertion (i.e., e.g., climbing the single flight of stairs to my bedroom). I've been on a daily regimen of 40 mg Atorvastatin, 50 mg Metoprolol, 5 mg Lisinopril, and 81 mg Asprin for the past 3.5 years to help alleviate a number of chronic heart disease problems (high blood pressure, CHF, cardio arrhythmia, peripheral artery disease). I'm kind of in a Catch-22 situation in which I need physical exercise to strengthen the heart muscle and one where over- exertion can lead to sudden catastrophic heart failure. This past weekend the shortness of breath got so extreme (I gained almost 10 Its through water retention) My cardiologist has -prescribed a diuretic for reducing swelling in my legs as needed but this sudden massive shift in water retention is quite alarming and potentially life threatening. I saw my Cardiologist two weeks ago and although my vitals were within norms at a resting state, he has subsequently ordered additional bloodwork and has provided referrals to a Primary Care Physician and to Neurology for a 2 year follow-up on my craniotomy and resection of a cavernoma procedure from Jan 2017. If my condition gets any worse I'll need to make a trip to the ER to address needed changes in my health care regimen. After this past weekend I've become suddenly more committed to making the essential changes in my diet and exercise. I'll keep you posted with any changes. Fortunately, the cold weather has put the vegetation in a relative dormant state so things aren't getting worse.
