SUBJECT: ENVIRONMENTAL (SEPA) THRESHOLD DETERMINATION
D-200-Compliance with E2SHB 1220, LUA21-000282, ECF
Dear Mr. Vincent:
This letter is written on behalf of the Environmental Review Committee (ERC) to advise you that they have
completed their review of the subject project and have issued a threshold Determination of Non-Significance-
Mitigated with Mitigation Measures. Please refer to the enclosed ERC Report and Decision for more details.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on September 7,
2021. Due to the ongoing state of emergency enacted by Governor’s Proclamation 20-05, the City Clerk’s Office is
working remotely. For that reason, appeals must be submitted electronically to the City Clerk at
cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub only on Tuesdays and/or Wednesdays. The
appeal fee, normally due at the time an appeal is submitted, will be collected at a future date if your appeal is
submitted electronically. Appeals to the Hearing Examiner are governed by RMC 4 -8-110 and additional
information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
If the Environmental Determination is appealed, a public hearing date will be set and all parties notified. If you have

PROJECT DESCRIPTION: The City of Renton is proposing zoning and regulations for permanent supportive
housing, transitional housing, indoor emergency housing, and indoor emergency shelters to gain compliance with E2SHB
1220. Permanent supportive and transitional housing will be allowed in every zone. Emergency housing and shelters will
be allowed in a majority of zones within 1 mile of transit service. Reasonable occupancy, spacing, and intensity of use
requirements are also proposed.

The City of Renton Environmental Review Committee has determined that it does not have a probable significant adverse
impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This
Determination of Non-Significance is issued under WAC 197-11-340. Because other agencies of jurisdiction may be
involved, the lead agency will not act on this proposal for fourteen (14) days.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on September 7, 2021. Due

days of the date of issuance of the DNS.
