WHEREAS items such as federal participation, pro-rated sharing of local
- costs and construction management requirements have changed, including the use
r of a modified State Advertising $ Award Procedure,
• NOW, THEREFORE, IT IS MUTUALLY AGREED THAT THE FOLLOWING REVISED i
AGREEMENT CLAUSES WILL APPLY:

• The original clause II1(d), page 2, is amended to read as follows:
The Construction Phase of the project will be handled in the following
manner, subject to authorization of Federal Bridge Replacement Funding
for construction:
• The City of Renton will advertise for Letters of Interest from f. Consulting Engineering firms
qualified to perform construction t
management/inspection. Short-listing, interviews and selection f@
of a finalist will be accomplished jointly by the two cities-.
The consultant's work program will include a stipulation that
inspection personnel from each city shall be utilized within
their capabilities whenever possible at the discretion of each • ':f
Public Works Director.
• WSDOT will advertise for construction bids and approve the contract
award. A State Resident Inspector will be assigned to the project i
to provide assistance and to check procedures.
• Monthly contractor payment schedules will be reviewed by both
•
cities after preparation by tie consultant, prior to them being
submitted to WSDOT for payment. t
• WSDOT will submit billings to the City of Renton for local agency
funding share reimbursements. A copy of each WSDOT Invoice will
be forwarded to Tukwila with a letter explaining the pro-rated
amounts due as Tukwila's share (e.g. 50% of the 20% local match or
• 50% of an adjusted percentage per WSDOT's liability to pay for some
of the Retaining Wall costs). Tukwila's payment checks will be
forwarded to Renton's Public Works Department for transmittal to
WSDOT together with Renton's own payment warrants. ,
• The City of Renton will forward to Tukwila a copy of each invoice for
services other than contractor payments (e.g. Consultant Fees, Testing f
Charges, etc.) with a letter detailing the 50% pro-rated share to be
paid by Tukwila. Tukwila's payment check will be forwarded to Renton's
Public Works Department for transmittal to the Vendor, together with
Renton's own payment warrant. Renton will submit reimbursement billings
to WSDOT/FHWA to claim the applicable Federal-Aid or State funding. ,;
Tukwila's 50% share of the reimbursement will be sent to Tukwila
Public Works immediately upon receipt by Renton.

replacement of the existing bridge by a new 2-lane structure (adapted for
eventual addition of a third and fourth lane), hereinafter called 'this '
Improvement.' as authorised by City of Renton Resolution 92132 dated 22nd day
of August, 1977 and in City of Iukwila Resolution /596 dated 18th day of July
1977, and

1977 between the City of Renton and the City of Tukwila, pursuant to the Local `L' .
Inter-Governmental Cooperation Act. �<
`: WHEREAS both the City of Renton and the City of Tukwila are planning to
participate in an L-provement of the SW Grady Way Bridge, involving the �•`
replacement of the existing bridge by a new 2-lane structure (adapted for `.
eventual addition of a third and fourth lane), hereinafter called "this
Improvement," as authorized by City of Renton Resolution i2132 dated 22nd day •

Federal Bridge Replacement Funds are available for authorization to accomplish
the first phase of this project, i.e. Preliminary Engineering including P.S. & C.
development. with further funding for construction also potentially being
available dependent upon first phase progress and the status of the Fridge
Replacement Fund, and

WHEREAS the City of Renton and the City of Tukwila recognize that an early
start on the design of this Improvement is necessary in order to comply with •
the application procedures for Federal Aid Funds which will be submitted on a
Joint Agency basis, •

NOW, THEREFORE, IT IS MUTUALLY ACZEtiD AS FOLLOWS:

The Public Works Director of the City of Renton and the Public Works
Director of the City of Tukwila are hereby designated as the representatives
authorized to administer this Agreement. They, in turn, will appoint a Project
Engineer in their respective Public Works Organization to coordinate project •
work activities. Every effort will be made to respond to each project-related
issue within thirty days of submittal by either City, and any delays longer « •
than this thirty-day period will be subject to mutual agreement.

with Federal Bridge Replacement Fund participation being 75%. As an administra-
tion function, the City of Renton will establish budgetary accounts to handle
the various project payments, other than direct labor costs, and will sub-
sequently submit Progress Billings to the City of Tukwila for the 472 pro-rata
reimbursement. The City of Tukwila will pay such Progress Billings within
thirty days of receipt.

Bach City will arrange for adequate Insurance including coverage for
liability and property damage in connection with this Improvement.

For the Board's information, the secretary read a September 22 letter
fro■ the City Attorney to INA advising them of Mr. Pickle's lack of
response to the City's instructions to proceed with the installation of
off-site improvements. In his letter, Mr. Shellan indicated that if
immediate and proper action is not taken to install the necessary •
improvements, the City will be required to move against the bond.

requested certification of action classification for the SW Grady Way
Bridge Replacement Project which will be a joint project by the cities of
Renton and Tukwila. The project is bein funded in the amount of 70 !
percent under the Federal-Aid Special Bridge Replacement Program. The
initial funding will be for Phase I, preliminary engineering. Additional
funding will be dependent upon the progress of the first phase and the
state of this particular fund at the time construction funding is requested. 1
It was the Public Works Department's recommendation that the Grady Way
Bridge Replacement Project be given a "Non-Major" classification. In ...
accordance with Federal-Aid guidelines, the seven specific categories of
environmental factors were analysed in relation to the proposed project. .I

that the Board of Publio Works concur in the Public Works Department's

Department ana the Building Division recommending approval of the above-

Amtrak Passenger Letter from C. F. Hough, State Legislative Director of United Trans- 6
Train Service portation Union,urged the members of the City Council to write to
their Congressional delegation on the proposal of train officials in
Washington, D.L. to drastically reduce passenger train service, speci- '
fically affecting Trains 7 and 8 and 9 and 10 which run between Seattle
1 and Chicago on different routes. The letter further urged the Council
to prepare a resolution and forward to its Congressman to rescind any i
order to reduce passenger train service. *MOVED BY PERRY, SECONDED BY
SHINPOCH, TO CONCUR IN THE REQUEST AND REFER TO THE WAYS AND MEANS
COMMITTEE TO PREPARE A RESOLUTION TO BE SENT TO THE CONGRESSIONAL
