Parking Stall Count Modification August 4, 2021 Jill Ding, Senior Planner City of Renton Department of Planning and Development Renton City Hall 1055 South Grady Way Renton, WA 98057 RE: Harrington Redevelopment PRE- 20000078 The purpose of this letter is to justify the parking stall count to be reduced for the Harrington Redevelopment Project. We are requesting to reduce parking count by 6 stalls (8%) per Renton zoning code 4-4-080.F.10.d. With the modification, we will have proposed 69 parking stalls in total. Parking stalls decrease justification A. Substantially implements the policy direction of the policies and objective of Comprehensive Plan Land Use Element and the Community Design Element and the proposed modification is the minimum adjustment necessary to implement these policies and objectives; Our goal for the building design is to balance Renton’s parking requirements and interior spaces within the shape and limitations given to us by the site. The code requirements we tried to respect is the number of parking stalls required for the building design as well as Renton level one interior commercial area needs. Due to limitation of the site shape, we are unable to reach the minimum requirements for parking stall count without disrupting the minimum commercial requirements. With the given building design, we are proposing a two-way parking layout under the building for commercial as well as a secured area for residential. B. Will meet the objective safety, function, appearance, environmental protection and maintainability intended by the Code requirements, based upon sound engineering judgement; With the given area for parking layout, we will not be able to fully achieve the required number of spaces per Renton parking calculations. Along the drive access on the south property, there is an opening to provide 3 stalls. To create addition stalls, we are planning to install a mechanical car lift system to bring us an additional 11 full size parking units instead of just the 3 (see attached spec pamphlet). C. Will not be injurious to other properties in the vicinity; Adjusting the parking count will not be injurious to the other properties in the vicinity. D. Conforms to the intent and purpose of the Code; The code requirement for number of stalls could not be achieved but will be following the sizing for Renton structural parking stall and following aisle 24’ clearance requirements for car access. In following the Urban Design requirements, we’ve hidden the parking well behind the building, minimized number of parking entries to one on Sunset and one in an existing rear access easement.
