SUMMARY OF REQUEST: The applicant requests Site Plan Approval (SA) to establish a
dental lab and professional school. The dental lab and school
will occupy the second floor of an existing 11,840 square foot
building on the site. No tenants improvements to the site are
proposed. There are thirty-two (32) off-street parking spaces
existing on the site.

PROJECT DESCRIPTION:
The applicant requests Site Plan Approval (SA) to establish a dental lab. There is an existing 10,603
square foot two-story building on the site with a 1,237 square feet storage area attached to the first floor.
The applicant proposes to occupy the second floor only.

Site Plan Review is required in order to establish the use, a dental lab, in the Commercial Arterial (CA)
zone. The property has been in commercial use, previously a King County Surface Water Management
office building.
The applicant's core business is to make crowns and bridges according to patient requirements as
specified by dentists. The work involves mostly hand-techniques for the fabrication of ceramic crowns
and bridges. In addition to the dental laboratory, the applicant intends to open a professional school
designed to train these techniques to individuals at the same location.
The applicant proposes no site improvements. According to the applicant, there are thirty-two (32) off-
street parking stalls on the site. There is an existing landscape strip on the corner of the property at the
North 4th Street and Factory Avenue North intersection as well as along the front of the existing
structure.
CONSISTENCY WITH SITE PLAN APPROVAL CRITERIA
Section 4-31-33(D) lists ten criteria that is asked to consider along with all other relevant information in
making a decision on a Site Plan Approval application. These include the following:
1. Conformance with the Comprehensive Plan, its elements and policies;
The site is designated Employment Area - Commercial (EAC) in the Comprehensive Plan.
Dental labs are considered light industrial uses which are appropriate in all Employment Area
designations if they do not pose compatibility issues. The development of light industries in
suitable locations should be promoted in Employment Areas (Objective LU-Z). The proposed
dental lab would be compatible with surrounding commercial and residential uses because the
equipment utilized does not generate noise impacts and there would be little traffic associated
with the use.
The proposal is consistent with the following general Employment Area policies.
Policy LU-147 In each employment designation, an appropriate mix of commercial, office, light
industrial and industrial uses should be encouraged. The mix will vary depending on the
employment area emphasis.
Policy LU-148 Employment Area designations should each have a primary emphasis but allow
a range of allowable secondary uses.
Policy LU-164 Light industrial uses which are allowed should be less intensive in order to
maintain compatibility with adjacent uses.
Policy LU-166 Light industry should be an allowed secondary use in Employment Area
designations.
2. Conformance with existing land use regulations;
The subject site is zoned Commercial Arterial (CA). Dental labs are permitted as a secondary
use in the CA zone, with a single condition requiring site plan review. Therefore, the subject
proposal is required to obtain site plan approval in order to establish the dental lab use.
The subject site is developed with an existing 10,603 square foot two-story building on the site
with 1,237 square feet of storage area attached to the first floor. The applicant proposes to
occupy the second floor only and does not propose any expansions or modifications to the

building. Therefore, most development standards applicable to the construction of buildings are
not relevant to the subject proposal.
The existing building meets the setback, height, and lot coverage requirements of the CA zone.
There is an existing landscape strip on the corner of the property, the intersection of North 4th
Street and Factory Avenue North, which extends for approximately 20 feet along both street
frontages. The landscape strip is approximately 20 feet in width at its greatest point and is at
least 10 feet at its minimum width. However, the required 10 foot front yard setback is not
landscaped along the North 4th Street and Factory Avenue North property frontages.
The parking code requires a minimum of 3 and a maximum of 4 parking spaces per 1,000
square feet of floor area for professional offices and businesses. Professional offices and
businesses are most similar to that of a dental lab use. The subject site has a total of thirty-two
parking stalls, 2 of which are ADA accessible. The parking provided would comply with the code
requirements for the 5,302 square feet of the building occupied by the dental lab.
3. Mitigation of impact to surrounding properties and uses;
The proposed dental lab would not generate noise or traffic impacts that would adversely impact
surrounding properties or uses.
The property north of the subject property, across North 4th Street, is owned by the Boeing
Commercial Airplane Group and is used for heavy industrial purposes. Adjacent to the east side
of the property, zoned Commercial Arterial, are warehouse and storage buildings. Uses to the
south and west of the subject property include used car sales and a drive-through espresso
stand. There is an established residential area surrounding the adjacent uses to the south and
west of the property. However, the operations of the proposed dental lab use would not conflict
with the adjacent residential uses and may actually provide a buffer from the more intensive
commercial uses which line Sunset Boulevard to the west and the heavy industrial uses to the
north.
4. Mitigation of impacts of the proposed site plan to the site;
The subject site is presently developed and the proposal would not expand or modify the exterior
of the existing buildings. Therefore, the proposal to establish a dental lab use on the site would
not negatively impact the site.
5. Conservation of area-wide property values;
The proposal would conserve area-wide property values. The proposal would continue a
commercial use in a commercial property and would not influence a change in property values in
the areas surrounding the site.
6. Safety and efficiency of vehicle and pedestrian circulation;
The site is accessed off North 4th Street and has two existing driveway cuts. The majority of the
off-street parking provided is on the western portion of the site with some stalls in front of the
building along the northern boundary of the site. There is an alley along the rear of the property
which is accessed from North 3rd Place. The main parking area can also be entered from the
alley.

7. Provision of adequate light and air;
N/A
8. Mitigation of noise, odors, and other harmful or unhealthy conditions;
The proposal would not create noise, odors or other harmful or unhealthy conditions. The
proposed dental lab would utilize lab procedures which require mostly hand-techniques to
fabricate ceramic crowns and bridges. Equipment associated with the use is portable and would
not generate noise, odors or other unhealthy conditions. There are no hazardous materials or
chemicals involved in the processing.
9. Availability of public services and facilities to accommodate the proposed use;
The site is presently developed and served with public utilities. The proposed dental lab would
not create a need for additional public services.
10. Prevention of neighborhood deterioration and blight;
The proposal would assist in preventing neighborhood deterioration and blight by adding a new
business to a vacant building in a commercially-zoned area.
11. Signage; and,
There is one existing ground sign for the purposes of identification located in the landscaped
portion of the corner of the property.
12. Hazardous Waste Treatment and Storage Facilities.

FINDINGS, CONCLUSIONS, AND DECISION
Having reviewed the written record in the matter, the City now makes and enters the following:
FINDINGS
1. The Applicant, B & B Dental Ceramic Arts, Inc., has requested Site Plan Approval for
establishment of a dental lab.
2. The applicant's file containing the application, the comments from various City departments, the
public notices requesting citizen comment, and other pertinent documents was entered as
Exhibit No. 1.
3. Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.21C, 1971 as
amended), the subject proposal is exempt from environmental review requirements.
4. Plans for the proposal have been reviewed by all City departments affected by the impact of this
proposal.

5. The subject proposal is consistent with the Comprehensive Plan designation of Employment
Area - Commercial (EAC).
6. The site plan as presented, complies with the zoning requirements and development standards
of the Commercial Arterial (CA) zoning designation.
7. Land uses surrounding the subject site include industrial uses to the north, commercial/retail
uses to the east, south, and west, and single family residential surrounding the adjacent uses to
the south and west of the site.
8. The applicant's site plan complies with the requirements for information for site plan review.
CONCLUSIONS:
1. The subject proposal generally complies with the policies and codes of the City of Renton. The
subject proposal complies with the Comprehensive Plan designation of Employment Area -
Commercial (EAC) and Commercial Arterial (CA) zoning.
2. Specific issues were raised by various City departments and have been addressed in the staff
report.
3. The subject proposal would not adversely impact existing commercial and residential land uses
in the vicinity of the site.
DECISION:
The site plan for B & B Dental Ceramic Arts, Inc., File No. LUA-98-084, SA-A, is approved.
NOTES TO APPLICANT
For the purpose of these decisions, the terms "should" and "shall" are to be considered mandatory and
the term "may" is considered discretionary.
1. Hold Harmless: An applicant complying with these provisions and willing to hold the City
harmless for any expense or damages incurred for work begun prior to the exhaustion of the 14-
day appeal period and/or for work which may consequently be stopped by an appeal or work
required to be altered or returned to its pre-construction state, may begin construction activities
with the issuance of the proper permits.
2. The applicant shall obtain the necessary permits for piped medical gas systems, if any.
3. The applicant shall comply with the 1997 Uniform Building Code for any remodeling.

LAND USE ACTION APPEALS
APPEAL: This administrative land use decision will become final if the decision is not appealed within 14 days of
the effective date of decision. An appeal of the decision must be filed within the 14 day appeal period (RCW
43.21.C.075(3); WAC 197-11-680). An appeal to the Hearing Examiner is governed by Title IV, Section 4-8-11.8,
which requires that such appeals be filed directly with the Hearing Examiner. Appeals must be made in writing
on or before 5:00 PM on July 20, 1998. Any appeal must be accompanied by a$75.00. Specific requirements for
the appeal process may be obtained from the City Clerk's office.
THE APPEARANCE OF FAIRNESS DOCTRINE provides that no ex parte(private one-on-one) communications
may occur concerning the land use decision. The Doctrine applies not only to the initial decision, but to appeals to
the Hearing Examiner, as well. All communications after the decision/approval date must be made in writing
through the Land Use Review Supervisor, P/B/PW Development Planning, 1055 South Grady Way, Renton,
WA 98055. All communications are public record and this permits all interested parties to know the contents of the
communication and would allow them to openly rebut the evidence in writing. Any violation of this doctrine could
result in the invalidation of the request by the Court.
EXPIRATION PERIODS:
Site Plan Approvals (SA): Two (2) years from the final approval date -July 2, 2000.
