LUA-98-076, ECF, SA-A) Dear Mr. Temple: We have received your letter dated January 12, 1999 and drawings requesting administrative review of revisions to the approved Site Plan for the Spirit of Washington Dinner Train depot (File No. LUA-98-076). The Site Plan for expansion of the existing train depot was approved by the Development Services Director on June 11, 1998. City Code discusses modifications to approved site plans under Section 4-9-200G. Major adjustments to an approved site plan require an amended application. The review and approval shall rest with the approval body which approved the original site plan. Major adjustments involve a substantial change in the basic site design plan, intensity, density, use and like generally involving more than a 10%change in area or scale. According to the documentation you have submitted, we understand that the proposal has changed as follows: 1. The addition would be approximately 392 square feet smaller than the approved design. 2. The restroom addition still be attached to the north side of the existing depot structure. The proposed kitchen addition would be shifted slightly to the east and separated from the depot, rather than attached as depicted in the previously approved drawings. 3. Building elevations have been revised to include pitched roofs and architectural features that are more compatible with the existing depot architecture. 4. Landscaping is revised with different plant species adding more seasonal color. Staff has informed me that they believe that proposed revisions would not constitute a change of 10% or greater, provided that conditions and environmental mitigation measures required for the previous site plan approval and environmental review are met. The revised Site Plan for Dinner Train Expansion (File No. LUA-98-076, SA-A, ECF) as documented in Gridline, Inc. Architectural Sheet Nos. C.1, A.2, (dated January 12, 1999), and Conceptual Planting Plan Sheet 1, prepared by WCA Northwest (dated January 20, 1999) is approved, contingent upon the receipt of 1 PMT reduction sheet of each revised sheet, and upon satisfactory completion of the 14-day appeal period. The 3,995 square foot addition would expand existing restr oms add a prep-kitchen, walk-in cooler, mechanical rooms, and storage areas for the use of the C finer Train. Currently, meals are prepared at an off-site location in Seattle, and transported to the linner train prior to departure. The one-story addition be a maximum of 18 feet in height and located on the north and west ;ides of the existing depot building. The addition would feature a flat roof. Proposed lighting woul consist of wall packs on the addition. Approximately 70 lineal feet of existing train track and a loading dock areas would be remove 1 to accommodate the proposed structure. Three existing parking stalls would be relocated on tr site. Ornamental landscaping is proposed along the north facade in planting beds located adjacei : to South 4th Street. The planting plan would feature native ornamental trees, shrubs and groundcover. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following project environmental review addresses my those project impacts that are not adequately addressed under existing development standa As and environmental regulations. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Division. to determine whether the applicant has adequately identified and addressed environme tal impacts anticipated to occur in conjunction with the proposed development. Staff ret, ?wers have identified that the proposal is likely to have the following probable impacts: (1) Fire Prevention Impacts: The proposal would add new construction to the City which would incremer ally impact the City's Fire Department. A Fire Mitigation Fee would apply to the addition. The fee is applied at a rate of $0.52 per square foot of new construction. GENERAL CRITERIA: a. Conformance with the comprehensive plan, its elements and policies; Downtown Element Policy DT-48: "Site and building designs (e.g. signage; building height, bulk and setback; landsc parking) should reflect unity of design to create a distinct sense of place and mitigate adverse impac adjacent uses." The proposal would result in a building addition approximately 4,000 square feet in size. The one. structure would contain enlarged restrooms, a kitchen, storage rooms, mechanical rooms, and walk-in ci The one-story building would be approximately 18-feet at its highest point. Landscaping would be plan( beds on the north side of the facade, on the South 4th Street frontage. b. Conformance with existing land use regulations; The project site is zoned Center- Downtown or Mixed Commercial (CM). The CM Zone would permit the kitchen as an accessory use. No rear or side yard setbacks are required. leights are limited to 95 feet or the airport height limitation, whichever is less. Lot coverage for buildings F not to exceed 65% unless parking is provided for within the building or a parking garage, in which case lot coverage could be increased to 75%. Along public streets, a landscaped strip of 10 feet is required, except in the "downtown core area". The site is not located in the downtown core area, therefore, landscaping is required in the area located between the addition and the public street frontage. In areas where the distance between the structure and the sidewalk is less than 10 feet, then the landscaped area can be foreshortened. The applicant's Landscape Plan shows that ornamental landscaping is proposed on the north side of the addition, between the new building and South 4th Street. Where the distance to the sidewalk is less than 10 feet, the planting bed has been reduced in width. The CM Zone requires that all on-site surface mounted equipment, roof-mounted equipment and outdoor storage areas be screened from view. In addition, garbage and recylcables containers must also be screened from view. The proposal shows that trash enclosures would be located on the north side of the structure, adjacent to South 4th Street, and would be screened from view. Exterior mechanical equipment mounted on the roof would need to be screened from view as required by City Code. c. Mitigation of impacts to surrounding properties and uses; The proposed addition would be located on the north side of the existing train depot, and would be visible from South 4th Street, and the single family residential homes located on the north side of South 4th Street. The building would differ in appearance from the existing train depot, and would not reflect the established fenestration, or roof lines. Proposed ornamental landscaping consisting of Japanese Maple trees, Weather, Oregon Grape, Dwarf Mugo Pine, Flowering Pear, and Blue Carpet Juniper would be installed along the north facade. d. Mitigation of impacts of the proposed site plan to the site; The addition as proposed meets the program requirements of the applicant, but does not complement the existing train depot. As mentioned in 1.c (above) staff will recommend that the applicant continue to work with Development Services Division staff to incorporate architectural or landscaping elements to the project as discussed above. The proposed landscape plan would utilize Blue Carpet Juniper as a groundcover material below the proposed trees and shrubs. Staff is concerned that the use of Juniper as a ground cover is not the superior choice for the landscape plan. Juniper has woody stems (as opposed to herbaceous stems and leaves) that can catch and hold litter. In addition, juniper provides refuge for pests such as rodents. The proposed trash enclosure could potentially serve as a food source for pests, and the installation of juniper or another woody species could provide habitat. Staff will recommend that an alternate ground cover be specified for the planter beds. e. Safety and efficiency of vehicle and pedestrian circulation; Pedestrian circulation would remain unchanged. Three parking spaces would be relocated on site as la result the proposal. f. Mitigation of noise, odors and other harmful or unhealthy conditions; As discussed in 1.d (above) staff will recommend that an alternative ground cover material be proposed in landscaped areas in order to eliminate habitat for pests. g. Prevention of neighborhood deterioration and blight. The proposal would not result in neighborhood deterioration or blight. The applicant would need to make sure that trash receptacles can adequately accommodate food wastes so as not to attract pests. Proper disposal and litter pick-up on the grounds would reduce the possibility of neighborhood deterioration. 2. MITIGATION OF IMPACTS TO SURROUNDING PROPERTIES AND USES: a. Mitigation of undesirable impacts of proposed structures and site layouts that could impair the use or enjoyment or potential use of surrounding uses and structures and of the community; The use of the surrounding area would not be impaired by the proposed structure. The new structure would not be overscale in terms of size, bulk, height and intensity could incorporate architectural or landscape elements or a mural that would increase compatibility witl character of the train depot building. c. Provision of a desirable transition and linkage between uses and to the street, utility, walkway, trail systems in the surrounding area by the arrangement of landscaping, fencing and/or buffering techniques, in order to prevent conflicts and to promote coordinated and planned b( from, and access to, such elements; Proposed landscaping provides an appropriate transition between the structure and street. The ex sidewalk would be maintained. d. Effective location, design and screening of parking and service areas in order to promote eff function of such facilities, to provide integrated facilities between uses when beneficial, to pro "campus-like" or "park-like" layouts in appropriate zones, and to prevent unnecessary repetitior conflict between uses and service areas or facilities; The location of the parking area would not change, however the parking area would expand slightly t, west. The proposed walk-in cooler would be painted to match the proposed addition. The trash end( would be screened on three sides with the opening oriented away from the street frontage. e. Provision of effective screening from public streets and residential uses for all permitted ou storage areas (except auto and truck sales), for surface mounted utility equipment, for ro equipment, and for all refuse and garbage containers, in order to promote a "campus-like" or " like" setting where appropriate and to preserve the effect and intent of screening or buff otherwise required by the zoning code; Screening of roof-mounted equipment is a City Code requirement that the applicant will ne( comply with. Proposed screening of the walk-in cooler and trash enclosure is appropriate. f. Consideration of placement and design of exterior lighting in order to avoid excessive brightne glare to adjacent properties and streets. Wall pack lights on the addition are proposed. No excessive glare would result. 3. MITIGATION OF IMPACTS OF A PROPOSED SITE PLAN TO THE SITE: a. Building placement and spacing to provide for privacy and noise reduction; orientation to view: vistas and to site amenities, to sunlight and prevailing winds, and to pedestrian and vehicle needs The area in which the structure could be sited is limited to a narrow railroad right-of-way. Existing aece: vehicles and pedestrians would not change with the proposal. b. Limitation of paved or impervious surfaces, where feasible, to reduce runoff and increase m infiltration; No new impervious surface would be added. The addition would be located in an area presently occupi( a loading dock. c. Design and protection of planting areas so that they are not susceptible to damage from vehicl pedestrian movements; Proposed landscaping would not be subject to damage from pedestrians or automobiles as it would be ID between the proposed addition and the existing sidewalk. 4. CIRCULATION AND ACCESS: a. Provision of adequate and safe vehicular access to and from all properties; Access to the site would not change with the proposal. Pedestrians would continue to use the ex. sidewalks and paths to the depot entrance and train platforms. Staff has conducted a preliminary review of the pre-application file for the proposed Dinner Train Depot Addition located on the southwest corner of South 4th Street and Burnett Avenue South.. Listed below and attached on several comment sheets are our preliminary findings. Although every effort is made to ensure that these comments are complete, a more thorough examination of the project at the time of application submittal may reveal additional issues that may alter these comments or require additional comments. As we understand the proposal, the Spirit of Washington Dinner Train Depot would be expanded by 3,995 square feet. The addition would permit the enlargement of restroom facilities, a new kitchen facility would be added, and some train track would be removed to expand parking and circulation areas. Furthermore, landscaping and water service would be added, and a new trash enclosure would be developed. Zoning. The proposal is zoned Center-Downtown (CD). The Zoning Code also refers to this zone as Mixed Commercial (CM). The site is not located within the Downtown Core Area. The CD Zone would permit the new kitchen as an accessory use. Food preparation uses are allowed where incidental to a permitted primary or secondary use and not to exceed 33% of the gross floor area, except for floor area that is devoted to food prepared wholly for retail sales on-site. If the food prepared would be for use on the Dinner Train, then it appears that the 33% size limitation for food preparation would not apply. (A zoning code interpretation may need to be made.) Development standards of the CM Zone are as follows: street setbacks are minimum 0 feet to a maximum 15 feet for structures 25 feet height or less. No rear or side yard setbacks are required. Heights are limited to 95 feet or the airport height limit whichever is less. Lot coverage for buildings is not to exceed 65% unless parking is provided for within the building or a parking garage, in which case lot coverage could be increased to 75%. Along public street, a landscaping strip of 10 feet is required, except in the "downtown core area". The site is not located within the downtown core area, therefore, landscaping would need to be provided in the area that is located between the addition and the street(if the distance is less than 10 feet) or, a 10-wide landscaped strip is required along the street frontage where the new building would not foreshorten the distance. All on-site surface mounted equipment, roof mounted equipment and outdoor storage areas must be screened. The proposal to add 3,995 square feet of area to the structure would require additional parking. Staff would need to analyze the existing parking and allocation of building space to uses, and compare that to the proposal. The exact number of parking spaces has not been determined, but these could be proposed on site, in off-site lots, or joint-use lots. Permit Requirements. The proposal would require environmental review since the combined total of the existing depot structure and the addition would exceed 4,000 square feet in size. (Note: environmental review would also be triggered if 20 or more parking spaces were added or reconfigured on the site.) Development proposals within the CD Zone are required to apply for Site Plan Approval, unless the project is exempt--by being exempt from environmental review. In order to be exempt, the total of the depot and addition would need to be less than 4,000 square feet in size, and no more than 20 parking spaces could be added or reconfigured. Applications for Site Plan Approval are processed administratively, and would not require a public hearing unless the applicant or the Environmental Review Committee requested a hearing. A public hearing would also be required if either the Site Plan Approval or environmental determination are appealed.
