The project objective is to reconstruct the existing road from curb to curb to restore grade and structural integrity. he
scope of work is to reconstruct N. 8th Street by removing existing surfacing material and replace with an improved
pavement structure. On Houser Way North, selected curbs and gutters will be replaced and damaged sections of
roadway will be repaired. Portions of Houser Way N.will be overlaid with asphalt concrete pavement. Location: ' �e
project is located on North 8th Street from Garden Ave to Houser Way North,within Section 8 of Township 23 N, ange
5 E W.M., in the City of Renton, King County,Washington.
Comments regarding the environmental determination must be filed in writing on or before 5:00 PM June 22, 1998 Any
aggrieved person feeling that the environmental determination of the Environmental Review Committee is based on errone Js
procedure, errors of law or fact, error in judgment, or the discovery of new evidence which could not be reasonably availabl at
the time of the determination may submit written comments.After review of the comments, if Environmental Review Comn ttee
finds there is not sufficient evidence to amend its original determination,then there will be no further extension of the appea

On behalf of the Environmental Review Committee (ERC), I would like to inform you that they have
completed their review of your project. The Committee, on June 02, 1998, decided that the project wil
be issued a Determination of Non-Significance (DNS).
The City of Renton ERC has determined that it does not have a probable significant adverse impact on
the environment. An Environmental Impact Statement (EIS) is not required under RCW
43.21C.030(2)(c). This decision was made by the ERC under the authority of Section 4-6-6, Renton
Municipal Code, after review of a completed environmental checklist and other information, on file with
the lead agency. This information is available to the public on request.
Comments regarding the environmental determination must be filed in writing on or before 5:03
PM June 22, 1998. Any aggrieved person feeling that the environmental determination of th
Environmental Review Committee is based on erroneous procedure, errors of law or fact, error
judgment, or the discovery of new evidence which could not be reasonably available at the time of th!
determination may submit written comments. After review of the comments, if Environmental Review
Committee finds there is not sufficient evidence to amend its original determination, then there will be n u

Project Description The project objective is to reconstruct the existing road from curb to curb to restore grade
and structural integrity. The scope of work is to reconstruct N. 8th Street by removi lg
existing surfacing material and replace with an improved pavement structure. On Houser
Way North, selected curbs and gutters will be replaced and damaged sections of
roadway will be repaired. Portions of Houser Way N. will be overlaid with asphalt
concrete pavement.
Project Location The project is located on North 8th Street from Garden Ave to Houser Way North, within
Section 8 of Township 23 N, Range 5 E W.M., in the City of Renton, King County,
Washington.

Impacts: Along NE 8th Street there are areas where the substructure will nec.. to be
removed or has eroded. The existing roadway surface will nee to be
removed and the area excavated to a maximum depth of or foot.
Approximately 315 cubic yards of fill will need to be imported.
Roadway fill for resurfacing will also be trucked in from a batch pint and
existing asphalt pavement will be removed in selected areas. The asphalt
paving that is removed will be trucked to an appropriate facility.
Mitigation Measures: None Required
Nexus: N/A
2. Air
Impacts: Minor pollution from construction equipment exhaust will occur, dust
caused by construction will be minimized with the use of water trucks.
Exhaust from vehicles is already regulated by state and federal st ndards.
No site specific mitigation measures are required to obtain compliance.

drainage facilities empty into Lake Washington. The contractor or City crews
will comply with the City ordinances regarding surface water runc f and

Environmental Determination Comment Process Comments regarding the environ nental
determination must be filed in writing on or before 5:00 PM June 22, 1998. Any aggrieved person feel ig that
the environmental determination of the Environmental Review Committee is based on erroneous procedure, E rors of
law or fact, error in judgment, or the discovery of new evidence which could not be reasonably available at the ime of
the determination may submit written comments. After review of the comments, if Environmental Review Col mittee
finds there is not sufficient evidence to amend its original determination, then there will be no further extensio of the
appeal period. Any person wishing to take further action would need to file a formal appeal within the origina 15-day
timeframe. Written comments must be filed with: Jana Huerter, Land Use Review Supervisor, City of Renton
Development Services Division, 200 Mill Avenue South, Renton, WA 98055. If an appeal of the enviro mental
determination is also filed with the Hearing Examiner during the same 15-day comment period, tl m the
Environmental Review Committee will first take action on the request for reconsideration and the appellan will be
notified that the appeal is on hold pending the Committee's decision on the reconsideration request. The city will
notify the appellant/person requesting reconsideration and parties of record and the Hearing Examiner of the
Environmental Review Committee's final determination. The appeal process will then be continued unless the
appellant notifies the Hearing Examiner in writing that he wishes to withdraw the appeal.
Environmental Determination Appeal Process Appeals of the environmental determination i ust be
filed in writing on or before 5:00 PM June 22, 1998.
Appeals must be filed in writing together with the required $75.00 application fee with: Hearing Examiner City of
Renton, 200 Mill Avenue South, Renton, WA 98055. Appeals to the Examiner are governed by City of Renton
Municipal Code Section 4-8-11 B. Additional information regarding the appeal process may be obtained om the

The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental agencies to
consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of your
proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most

NORTH 8TH STREET RECONSTRUCTION RECEIVE D
The project objective is to reconstruct the existing road from curb to curb to restore grad
and pavement strength. Depending on availability of funding selected sections of HousE •
Way N. will also be reconstructed and/or overlaid.
The scope of work is to design and reconstruct N. 8th Street by removing existing surfacin
material, excavating to sound subgrade material and replacing with an improved pavemer
structure. As an alternative, portland cement concrete will be considered in lieu of asphE
concrete pavement. Regrading the street to allow storm water runoff, elimination of high an I
low sections in the existing curb and gutter, and subgrade repair, including subdrains ar I
additional catch basins, will also be addressed in this project. The roadway will be graded . 1
match the existing BNSF railroad crossing and existing driveways for Boeing and PACCAF-..
On Houser Way N. curbs and gutters will be replaced and regraded in selected areas and
damaged sections of roadway will be repaired. If funding is available, portions of Hous r
Way N. will be overlaid with asphalt concrete pavement class B.
North 8th Street is an east-west minor arterial and Houser Way North is a north-south mini r
arterial. Both routes serve the commercial/industrial areas of north Renton. South of Nor 1
8th Street, Houser Way North has been reconstructed to provide access for Boeing ar i
PACCAR employees and suppliers to principal arterials without traversing residents it
neighborhoods. N. 8th Street separates the Boeing employees parking lots from tl
Kenworth Truck manufacturing plant. Houser Way N. is perpendicular to N. 8th Street and
fronts both Boeing properties and the toe of the 1-405 embankment.
Both N. 8th Street and Houser Way N., north of N. 8th Street, have experienced paveme It
failure resulting from heavy truck traffic and high groundwater conditions. Many are; s
cannot be adequately strengthened by means of a pavement overlay and will require a fL (-
depth reconstruction and an improved subgrade drainage system. The settlement in tl e
curbs prevents storm water from flowing to catch basins thus causing standing wat r
in the gutters and eventually seeping into the subgrade. Test holes on Houser W‘..y
N. to determine surfacing and subsurface conditions have shown a minimum f
surfacing material on top of a mixture of sandy gravel with blue clay. The Citi
's
Pavement Management System has N. 8th rated at 32 and Houser Way rated at 4
where 100 is a new road, 70 advises an overlay, and 40 means the street should . e
reconstructed.
