Separate plans and permits required by the fire department for the installation of an aboveground fuel tank. Tanks shall be protected per section 312 of the fire code. Steel bollards are required in front of the tank to protect from vehicle impacts. Bollards are required to be mi nimum 4- inch concrete filled steel pipe. They must be at least 3-feet high and imbedded in the ground at least 3- feet. They must be a minimum of 3-feet from the tank and a maximum of 4-feet on center. 3 DEPARTMENT OF COMMUNITY & ECONOMIC DEVELOPMENT M E M O R A N D U M DATE: September 8, 2021 TO: Pre-Application File No. 21-000303 FROM: Alex Morganroth, Senior Planner SUBJECT: West Hill Pump Station Improvements 608 Perimeter Road APN 0723059007 General: We have completed a preliminary review of the pre-application for the above-referenced development proposal. The following comments on development and permitting issues are based on the pre-application submittals made to the City of Renton by the applicant and the codes in effect on the date of review. The applicant is cautioned that information contained in this summary may be subject to modification and/or concurrence by official decision-makers (e.g., Hearing Examiner, Community & Economic Development Administrator, Public Works Administrator, Planning Director, and City Council). Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. The applicant is encouraged to review all applicable sections of the Renton Municipal Code. The Development Regulations are available online at www.rentonwa.gov. Project Proposal: The applicant, the City of Renton Water Utility Division, proposes to install an emergency generator, associated weather shelter, underground electrical cables, and new driveway at the existing South Talbot and West Hill Booster Pump Station site. The existing pump station is located on the west side of the Renton Municipal Airport property at 608 W Perimeter Rd (0723059007). The project site totals approximately 152.4 acres and is located within the Industrial, Medium (IM) zoning classification and Employment Area (EA) Comprehensive Plan Land Use Designation. The proposed improvements would be located on the west side of W Perimeter Rd in a strip of land between Rainier Ave N and W Perimeter Rd. Access to the overall airport site would remain via the ingle driveway off of Rainier Ave N and two driveways off of Airport Way. Internal access to the pump station area would remain via a looped driveway off of W Perimeter Road, but would include an expansion of the southern portion of the loop in order to provide access to the new emergency generator. COR Maps identifies the presence of a High Erosion Hazard, a High Seismic Hazard, a piped Type Ns stream on the site. According to the applicant, no trees would be removed as part of the project. Current Use: The subject project site is located on west side of the Renton Municipal Airport property. Zoning: The subject property is located within the Medium Industrial (IM) zoning classification. The use “Utilities – Small”, which includes water pump stations and underground water facilities per RMC 4-11-210 Definitions U, are permitted within the IM zone. Development Standards: The project would be subject to RMC 4-2-130A, “Development Standards for Industrial Zoning Designations” effective at the time of complete application (noted as “IM standards” herein). Minimum Lot Size, Width and Depth – There are no minimum requirements for lot width or depth within the IM zone, however, there is a minimum lot size requirement of 35,000 square feet which is not applicable to the proposal. Lot Coverage – There is no minimum lot coverage requirement within the IM zone. 4 Setbacks – Setbacks are the distance between the building and the property line or any private access easement. The required setbacks in the IM zone are as follows: 20 feet for a front yard; zero for the rear yard; and zero for the interior side yards. Building Height – – There is no maximum building height requirement within the IM zone. However, the subject site is located within the Airport influence area. Height is restricted in this area by the FAR Part 77 surface area, as such the applicant shall verify at time of land use application and building permit that the height of the proposed structure does not penetrate the FAR Part 77 surface area. Screening – Screening must be provided for all surface-mounted and roof top utility and mechanical equipment. The building permit application will need to include elevations and details for the proposed methods of screening. The screening proposed in the preapplication submittal documents does not appear to comply with the screening requirements for surface-mounted equipment in the IM zone. Landscaping – All portions of the development area not covered by structures, required parking, access, circulation or service areas, must be landscaped with native, drought-resistant vegetative cover. The minimum on-site landscape width required along street frontages is 10 feet. Street trees and groundcover in the ROW planter strip will also be required. Please refer to landscape regulations (RMC 4-4-070) for additional general and specific landscape requirements. Fences/Walls – If the applicant intends to install any fences as part of this project, the location must be designated on the landscape plan. A fence taller than six feet (6') requires a building permit. New or existing fencing would need to comply with RMC 4-4-040. Retaining walls shall be composed of brick, rock, textured or patterned concrete, or other masonry product that complements the proposed building and site development. Walls over 6-feet in height shall be terraced pursuant to RMC 4-4-040. Additionally, there shall be a minimum three-foot (3') landscaped setback at the base of retaining walls abutting public rights-of-way. Tree Preservation: If significant trees (greater than 6-inch caliper or 8-caliper inches for alders and cottonwoods) are proposed to be removed, a tree inventory, tree retention plan and worksheet, and arborist report shall be provided with the formal land use application as defined in RMC 4-8-120. The tree retention plan must show preservation of at least 10% of significant trees, and indicate how proposed building footprints would be sited to accommodate preservation of significant trees that would be retained (RMC 4-4-130H1.a). When the required number of protected trees cannot be retained, replacement trees, with at least a two-inch (2") caliper or an evergreen at least six feet (6') tall, shall be planted at a rate of twelve (12) caliper inches of new trees to replace each protected tree removed. The Administrator may authorize the planting of replacement trees on the site if it can be demonstrated to the Administrator's satisfaction that an insufficient number of trees can be retained. No trees or vegetation was identified for removal in the submitted materials. A formal tree retention plan and arborist report shall be submitted with building permit application if any trees are proposed for removal. Critical Areas: COR Maps indicate that the subject site of the project is within the vicinity of a High Seismic Hazard, High Erosion Hazard, and a piped Type Ns stream. The seismic hazard is related to potential liquefaction of soils during an earthquake event. A geotechnical analysis for the site prepared by a licensed professional may be required by the Building Official. The analysis would need to assess soil conditions and detail construction measures to assure building stability. No buffers are required along segments of piped or culverted streams. The City shall require easements and setbacks from pipes or culverts consistent with stormwater requirements in RMC 4-6-030 and the adopted drainage manual. Environmental Review: Per WAC 197-11-800.23.b, all stormwater, water and sewer facilities, lines, equipment, hookups or appurtenances including, utilizing or related to lines twelve inches or less in diameter are categorically exempt from SEPA threshold determination requirements (applicable to generator and associated structure as well as electrical connection). In addition, per WAC 197-11-800.2.h, the installation or removal of impervious 5 underground or above-ground tanks on industrial lands with a total capacity of 60,000 gallons or less is also categorically exempt (applicable to fuel tank used for generator). Permit Requirements: The proposal is required to obtain a building permit. The City now requires electronic plan submittal for all applications.
