Regarding Pasco Ave NE, city code requires the extension of public streets, “dead end streets are limited in application and may only be permitted by the Administrator where, due to demonstrable physical constraints, no future connection to a larger street pattern is physically possible.” As there are no physical constraints that would prevent the extension of Pasco Ave NE, the continuation of this street is required. After review, we recognize that Pasco Ave NE would never be developed to its full extent, therefore we are not recommending a full public street extension of Pasco Ave NE, but are instead recommending that Pasco be extended within the Cypress Lane Plat as a public alley that could provide limited access to lots within this subdivision. A public hearing has been tentatively scheduled for this project on October 29th at 11:00 am, you may wish to attend and tesify. Please let me know if you have additional questions. FYI: I'm basically commenting that a fire gate should be at the end of Pasco Ave NE I submitted the comments below on-line: Regarding extending Pasco Ave NE: By connecting Pasco AVE NE to Cypress Lane you are providing car access to a road that was designed to service only 5 properties to 15 new homes (for a total of 20 properties.) Pasco Ave NE is little more than a driveway. Two cars cannot pass each other on the road as it currently exists (it's only wide enough for one car.) Even if widened to its full potential, it is unusually narrow. In addition, I was told many years ago that it was too narrow for the county to maintain as a road (I had the road put in when I built my house in 2006 when it was not part of the city of Renton and have been maintaining it.) It is unfair to put that new traffic on a road designed to service only 5 properties and maintained by homeowners. I understand the plan is to connect the road for two reasons. Below are the two reasons and my suggested alternatives: 1.) Extending Pasco Ave NE makes it more convenient for the last two properties on Pasco Ave NE that are currently undeveloped to get utilities. I would like to propose two options: a. A fire truck gate be installed at the current end point of Pasco Ave NE to prevent any new traffic burden on Pasco Ave NE. b. Since the 4 properties between Pasco Ave NE and Orcas are owned by one person, easements could be established to connect the last 2 properties to utilities on Orcas. 2.) Extending Pasco Ave NE allows the last two properties to support a fire truck turnaround. I would like to propose three options: a. Install a fire truck gate be at the current end point of Pasco Ave NE to prevent any new traffic burden on Pasco Ave NE. b. Require the new properties to install fire sprinklers in their homes as I was required to do in my home c. Require the new properties to orient their home to allow a fire truck to do a 3 point turn as the first house on Pasco Ave NE has done I would like to also add that by extending Pasco Ave NE, you’re creating more impervious services and eliminating the opportunity to plant or maintain vegetation/trees in that stretch of land.
