Dear Mr. Koeppler:

Thank you for your letter dated August 25, 1999 expressing concerns regarding
the Sound Ford Temporary Office Trailers at 750 Rainier Avenue South (City file
#LUA99-112, TP). In your letter you raise a number of questions. I will attempt
to answer these questions:
1. What provisions is the Applicant making for parking displaced by the
temporary trailers?
According to the applicant, the trailers are located on an existing asphalt area •
used for auto display. No displacement of employee or customer parking stalls
has occurred as a result of the relocation of the auto display area.
2. What is the duration of the remodel?
The duration of the remodel will be from three to six months.
3. Will City of Renton require removal of temporary office trailers at the
conclusion of remodeling or upon issuance of a certificate of occupancy?
The City of Renton will require removal of the temporary office trailers upon the
expiration of the Temporary Use Permit (February 13, 2000).
4. Will City of Renton address employee parking requirements relative to auto
dealerships?
Parking ratios required by City Code for motor vehicle sales are inclusive of
customer and employee spaces. I have consulted the Neighborhoods &
Strategic Planning Section relative to your question, as that section is
responsible for amending the City Code. According to Owen Dennison, Senior
Planner, there are no plans at this time to revise Code language relative to
employee parking requirements for auto dealerships.

Dear Mr. Publico
Renton Village Associates conditionally opposes the referenced project on the premise
that temporary office trailers will displace the Applicant's on-site employee parking.
Parking demand in the South Grady Way corridor greatly exceeds current supply. Off-
site parking from auto dealership employees and Metro parking continually overflows
onto the Renton Village sites. We request responses to the following:
• What provisions is the Applicant making for parking displaced by the temporary
trailers?
•
• What is the duration of the remodel?
• Will City of Renton require removal of temporary office trailers at the conclusion of
remodeling or upon issuance of a certificate of occupancy?
• Will City of Renton address employee parking requirements relative to auto
dealerships?

APPEAURECONSIDERATION PROCESS FOR CITY DECISIONS REGARDING
TEMPORARY USE PERMITS: The decision to approve, conditionally approve or deny a
Temporary Use permit is final unless a written appeal of this administrative determination is filed with the
City's Hearing Examiner within fourteen (14) days of the date of this decision. See section 4-8-110 of the
Renton Municipal Code for further information on the appeal process.
Any party aggrieved by the appeal decision of the Hearing Examiner may appeal to the City Council.
BUILDING AND CONSTRUCTION PERMIT ISSUANCE/INSTALLATION OF
IMPROVEMENTS: If no appeals are filed within fourteen (14) days of a decision to approve a
Temporary Use Permit, a construction permit for the installation of any on and off-site utilities may be
issued upon the City of Renton Public Works' review and approval of civil engineering drawings and
receipt of all applicable development and permit fees.
A Building Permit will also need to be obtained to build buildings and structures.
Note: Building and Construction Permits are separate permits.
EXPIRATION OF TEMPORARY USE PERMIT APPROVAL: An approved Temporary Use
Permit shall expire, becoming null and void, ninety (90) days from the date of approval, unless otherwise
approved by the Administrator. A single, one (1) year extension may be granted for good cause by the
Administrator.
