The expiration date is December 15, 2000. However, it may be possible to obtain an extension if you
request this no later than 30 days prior to the expiration date.
The land use approval is separate and distinct from any building or public works permit you may have.
Therefore, if you have already obtained all necessary City permits (or, in the case of subdivisions,
recorded the short plat or applied for final plat approval), this may not be a concern to you, provided the

On behalf of the Environmental Review Committee (ERC), I would like to inform you that they have
completed their review of your project. The Committee, on December 15, 1998, decided that the project
will be issued a Determination of Non-Significance (DNS).
The City of Renton ERC has determined that it does not have a probable significant adverse impact on
the environment. An Environmental Impact Statement (EIS) is not required under RCW
43.21C.030(2)(c). This decision was made by the ERC under the authority of Section 4-6-6, Renton
Municipal Code, after review of a completed environmental checklist and other information, on file with
the lead agency. This information is available to the public on request.
Appeals of the environmental determination must be filed in writing on or before 5:00 PM
January 4, 1999. Appeals must be filed in writing together with the required $75.00 application fee with:
Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98055. Appeals to the

footbridge. Approximately 45 cubic yards of material will be excavated from beneath the bridge, upstream for
approximately 75 feet, and down-stream for approximately 50 feet. The project will prevent water from cresting
over the bridge and will allow the Kennydale Creek to return to its natural drainage course, away from the bridge
abutments. The existing landscaping will be completely restored. A Shoreline Exemption Permit for the project
was approved December 3, 1998. Location: 1201 Lake Wash. Blvd. NE.

Project Description The proposal is to remove materials, such as silt, sand, and brush, from underneath
the Kennydale Creek footbridge. Approximately 45 cubic yards of material will be
excavated from beneath the bridge, upstream for approximately 75 feet, and down-
stream for approximately 50 feet. The project will prevent water from cresting over
the bridge and will allow the Kennydale Creek to return to its natural drainage course,
away from the bridge abutments. The existing landscaping will be completely
restored. A Shoreline Exemption Permit for the project was approved December 3,
1998.
Project Location Footbridge at Gene Coulon Park just north of the restrooms located at the north end
of the park (1201 Lake Washington Boulevard NE).

Approximately one 1/2 mile north of the north restrooms located at the north end of the
main road at the north end of the park and approximately 50 to 60 feet north of the fishing
pier. Bordering Lake Washington to the west and BNR to the east. This has been zoned
RR. The use of this site is only for scenic observation. The site has the name of
Kenneydale Creek. Although it is surface water run off. The steepest slope is
approximately 2% down fall for water flow into the lake. The creek has no steep slopes
on its banks. The soil types are of silt and sand. The total cost of this project should not

The proposed dates for construction of this project are October 30th, 1998 to December
31 st, 1998. Hours of construction will be from 7 A.M. to 3:30 P.M., Monday through
Friday. No weekend or holiday work will be performed. The hauling of material away
from the site will have no impact on transportation . This is do to the fact that all hauling
routes will be confined with-in the park. The measures to minimize the dust , traffic and
other characteristics will not come into play. The project takes place within the park and
only during day light hours. Any mud or debris that gets on the trail or roadway will be
swept up and be confined to the park. No traffic plan will be needed , all traffic will be

The work will consist of maintenance cleaning of the creek beneath the small foot bridge,up-
stream for approximately 75 feet,and downstream for approximately 50 feet.The channel has
filled up to the bottom of the bridge and most of it's length with only a small channel still open.
The sediment and some of the vegetation will be removed from under the bridge,up stream of the
and downstream of the bridge. This work is to prevent water from cresting over the bridge. The
water will be back in its natural path and away from both of the bridge abutments. The shrubs will
be left or replaced and the natural flow of the creek restored.
