PROPOSAL: The proposal is to replace an existing
galvanized steel water pipe. The replacement consists of an 8-inch diameter ductile iron
pipe encased in 8 mil., poyethylene plastic wrap, a new fire hydrant, and other related
appurtenances. The water system is located within a 15 foot designated utility easement.
which lies approximately 100 feet from the Lake Washington shoreline. The project will
begin on or about January 15, 1999 and will be completed within 60 working days (April 15,
1999). The proposal is exempt from SEPA Environmental Review.

An exemption from a Shoreline Management Substantial Development Permit is hereby
granted on the proposed project described on the attached form for the following reason(s):

X Normal maintenance of repair of existing structures or developments, including
damage by accident, fire or elements.
1. "Normal maintenance" includes those usual acts to prevent a decline, lapse,
or cessation from a lawfully established condition.
2. "Normal repair" means to restore a development to a state comparable to its
original condition, including but not limited to its size, shape, configuration,
location and external appearance, within a reasonable period after decay or
partial destruction, except where repair causes substantial adverse effects to
the shoreline resource or environment.
3. Replacement of a structure or development may be authorized as repair
where such replacement is the common method of repair for the type of
structure or development and the replacement structure or development is
comparable to the original structure or development including, but not limited
to, its size, shape, configuration, location and external appearance and the
replacement does not cause substantial adverse effects to shoreline resources
or environment.

PROJECT NARRATIVE FOR LAKE WASHINGTON BLVD.
8-INCH WATER MAIN REPLACEMENT
In a continuing effort to meet the Water Utility's System Comprehensive Plan,this project will replace an
existing galvanized steel water pipe within the City's distribution system.
The water system within the designated 15 ft.utility easement identified in this narrative is designated to be
abandoned and replaced with an 8-inch diameter ductile iron water main.
The project location within Lake Washington Boulevard is described from the legal description below:
That portion of the Westerly 15 ft.of the former N.P.Railway right-of-way in Section 32,Township24 N,
Range 5 E.M., lying between the North line of Lot 40 in the South line of Lot 52,produced East,of block
A,C.D. Hillman's Lake Washington Garden of Edan No.2.
Total Lineal Feet=520 ft. of new 8-inch pipe to be installed.
The proposed replacement will include 8-inch ductile iron pipe encased in 8 mil,poyethylene plastic wrap,
a new fire hydrant,and other related appurtenances. The installation of the new water main will enhance
the fire flow currently available residences currently being served.
This project is scheduled to begin on or about January 25 1999. The construction would be limited to 60
working days. (This project will most likely be combined with another water project in the Kennydale
area). The completion date would be April 15, 1999.
Rick Moreno will be the acting project manager for this capital improvement project. All correspondence
related to this project should go through him.
