1. Project Overview
The purpose of this Technical Information Report is to demonstrate that the drainage
characteristics of the proposed Pickup expansion improvements for the Walmart Supercenter,
Store #2516 in Renton, WA are in conformance with the Technical Information Report – Retail
Expansion dated February 25th, 2010 (per stamp date) by Pac Land, which was previously
approved for this site; as well as the City of Renton Surface Water Design Manual (SWDM). Refer
to Figure 1: TIR Worksheet for basic site information.
The subject property is located at 743 Rainier Ave S, Renton, WA 98057, a previously developed
lot (part of the previous Walmart expansion) that consists of an existing Walmart with associated
paved parking, totaling an area of 13.65 Acres. It is bound to the north by SW 7th Street, east by
Rainier Ave S, and south & west by adjacent businesses. Refer to Figure 2: Vicinity Map.
The project area consists of approximately 0.30 Acres. The existing area is comprised of paved
parking lot, sidewalk, and landscape islands. Improvements to the site include the addition of a
Pickup building expansion (4,547 SF), conversion of landscape islands to pavement (824 SF),
installation of a Pickup canopy, re-striping of existing parking lot, relocation of existing waterline
and hydrant, relocation of storm sewer, the addition of 2 manholes, and relocation of an existing
light pole.
Drainage Basins, Subbasins, and Site Characteristics
Improvements to the site will not change the existing drainage basin areas and drainage shall
follow the existing drainage patterns for basins 2a and 2b outlined in the Technical Information
Report – Retail Expansion report (Note: these areas are indicated as proposed conditions within
the existing report). Portions of the landscape areas in proposed drainage basin 2a are being
modified as part of this project and will become impervious pavement. In contrast, portions of the
impervious areas in drainage basin 2b will become landscape areas. In total, 824 SF of additional
impervious areas are being added between the two basins. In addition to the changes illustrated
above, 4,547 SF of existing impervious area (sidewalk and pavement) will be removed and
replaced by the proposed building expansion. Roof drains from the proposed building expansion
will tie into the existing catch basin to the north. The existing roof drain in this area will be
removed and a larger 10” PVC drain will be installed.

Site Hydrology
Existing drainage patterns outlined in the Technical Information Report – Retail Expansion shall
remain unchanged with the current improvements.Existing basins 2a and 2b were broken down
from the existing report and runoff rates can be found below.
Proposed drainage patterns will follow the existing drainage patterns. Drainage basin 2a will
maintain the same area as noted previously, however, pervious areas (landscape island areas) will
be exchanged for impervious pavement areas and impervious pavement areas will be exchanged
for building roof area. A total of 874 SF of impervious area will be added to Drainage basin 2a.
Drainage basin 2b will also maintain the same area, however, impervious areas will be exchanged
for pervious areas. A total of 50 SF of impervious area will be removed from Drainage basin 2b.
The changes in the proposed drainage basins produced the following flow information.
Detailed calculations can be found in Appendix C of this Report.

2. Conditions and Requirements Summary
This section addresses the Core Requirements and Special Requirements set forth by the City of
Renton Surface Water Design Manual (SWDM).
Core Requirement #1 – Discharge at the Natural Location
Response:Onsite runoff will be collected, conveyed and, when necessary, treated. All onsite
runoff is subsequently conveyed to the City of Renton stormwater system which discharges into
Springbrook Creek (Black River). No downstream impacts are anticipated as a result of the
proposed improvements.
Core Requirement #2 – Offsite Analysis
Response:Per Section 1.22 of the SWDM, this project is exempt from core requirement #2
because the project does not change the rate, volume, duration, or location of the discharges to
and from the project site. It is also worth noting upstream and downstream analyses were
previously completed in the Technical Information Report – Retail Expansion,and remain
unchanged with this proposed redevelopment. The previously completed analyses determined
there were no drainage problems upstream or downstream of the site.
Core Requirement #3 – Flow Control Facilities
Response:Per the City of Renton Flow Control Application Map, the project site is located within
a Peak Rate Flow Control Standard (Existing Site Conditions) area. Per exemption #2 on page 1-
40 of the SWDM, the project is exempt from core requirement #3 because the proposed
redevelopment will generate less than 0.15 cfs increase from the existing site conditions 100-year
peak flow at the natural discharge location of the site, and will not significantly impact a critical
area, severe flooding problem, or severe erosion problem. Please reference Appendix C of this
report for peak flow calculations.
Core Requirement #4 – Conveyance System
Response:Section 1.2.4.2 of the SWDM states, “Existing onsite conveyance systems that will not
experience a change in flow characteristics (e.g., peak flows or volume of flows) as a result of the
proposed project need not be analyzed for conveyance capacity.” Because the proposed project
will have virtually no effect on peak flows or volume of flows to the existing system, no analysis is
being conducted on the existing conveyance system.
Core Requirement #5 – Construction Stormwater Pollution Prevention
Response:This project will conform with all construction stormwater pollution prevention
guidelines set forth in the SWDM. Due to the small scope of this redevelopment, a construction
stormwater pollution prevention plan will be developed by the contractor prior to the start of
construction. Refer to Section 8 of this report for more information.
Core Requirement #6 – Maintenance and Operations
Response:A Maintenance and Operations Manual was prepared in the Technical Information
Report – Retail Expansion,and remains unchanged with this proposed development. Please
reference Appendix A of this report.

Core Requirement #7 – Financial Guarantees and Liability
Response:The City of Renton Bond Quantity Worksheet has been filled out and is submitted with
this report. A copy of that worksheet is included in Appendix E.
Core Requirement #8 – Water Quality Facilities
Response:Since this project meets all of the criteria in Exception #3 in Section 1.2.8 of the
SWDM, it is exempt from providing additional water quality facilities. The 3 requirements for
Exception #3 are: 1) The total valuation of the project’s proposed improvements (including interior
improvements and excluding required mitigation improvements) is less than 50% of the assessed
value of the existing site improvements, and 2) Less than 5,000 SF of new PGIS this is not fully
dispersed will be added, and 3) Less than ¾ acre of new PGPS that is not fully dispersed will be
added.
Core Requirement #9 – On-Site BMPs
Response:The project is required to provide onsite flow control best management practices
(BMPs) to mitigate the impacts of stormwater runoff generated by the new and replaced
impervious surface to the maximum extent feasible. Per section 1.2.9.2 of the SWDM, the project
is on a lot or site larger than 22,000 SF; therefore, the project will apply the large lot BMP
requirements. For further information regarding the on-site BMPs, refer to Section 4 of this report.
Special Requirement #1 – Other Adopted Area-Specific Requirements
Response:There are no other adopted area-specific requirements applicable to this area of the
City of Renton.
Special Requirement #2 – Flood Hazard Area Delineation
Response:The project site is not located within or adjacent to a designated flood hazard area.
Special Requirement #3 – Flood Protection Facilities
Response:The project does not rely on an existing flood protection facility, nor will a new flood
protection facility be constructed; therefore, this requirement is not applicable.
Special Requirement #4 – Source Controls
Response: With this proposed redevelopment, there will be no applicable activities matching
those listed within the SWDM that will require the use of source control measures.
Special Requirement #5 – Oil Control
Response:The project will not have high-use site characteristics, therefore, specific oil controls
are not necessary.
Special Requirement #6 – Aquifer Protection Area
Response:Per the City of Renton Aquifer Protection Area map, the project site is not located in
an aquifer protection area. Map has been added to the report (Figure 2.) with location of site for
clarification.

3. Offsite Analysis

can be referenced in Appendix A of this report.
4. Flow Control, Low Impact Development (LID) and Water Quality
Facility Analysis and Design
Existing Site Hydrology
Existing drainage patterns outlined in the Technical Information Report – Retail Expansion
shall remain unchanged with the current improvements.Existing basins 2a and 2b were broken
down from the existing report and runoff rates can be referenced in Section 1 of this report.
Developed Site Hydrology
Proposed drainage patterns will follow the existing drainage patterns. Drainage basin 2a will
maintain the same area as noted previously, however, pervious areas (landscape island areas) will
be exchanged for impervious pavement areas and impervious pavement areas will be exchanged
for building roof area. A total of 874 SF of impervious area will be added to Drainage basin 2a.
Drainage basin 2b will also maintain the same area, however, impervious areas will be exchanged
for pervious areas. A total of 50 SF of impervious area will be removed from Drainage basin 2b.
The changes in the proposed drainage basins produced a minor increase in flows (0.0057 cfs) for
Basin 2a, and a minor decrease in flows (0.0004 cfs) for Basin 2b. This results in a minimal total
net increase of 0.0053 cfs to the modified basins.
Performance Standards
Per the City of Renton Flow Control Application Map, the project site is located within a Peak Rate
Flow Control Standard (Existing Site Conditions) area. The proposed redevelopment will match the
existing site conditions 2, 10, and 100-year peak runoff rates for the area that is being disturbed.
Flow Control System
A flow control system is not required for this project because the proposed redevelopment will
generate less than 0.15 cfs increase from the existing site conditions 100-year peak flow at the
natural discharge location of the site, and will not significantly impact a critical area, severe
flooding problem, or severe erosion problem. Refer to core requirement #3 in Section 2 of this
report for more information.
Water Quality System
The existing biofiltration swale in the northwestern portion of the site will still maintain the treatment
of the Basin 2b area. As noted in the Technical Information Report – Retail Expansion report,
additional water quality was provided for the additional pavement area. This bioswale outlined in
the New PGIS section of the Technical Information Report – Retail Expansion report, shall
facilitate in providing the additional water quality. Per the existing report, the bioswale for Basin 2b
was overdesigned for the required conditions and given the minimal increase in flow rates, the
existing bioswale will suffice in providing the required water quality for the proposed development.

The existing bioswale design was verified using the following parameters:
The resultant swale design requires a minimum bottom width of 7.58 feet and a minimum
treatment length of 90.9 feet. Given that the swale was designed with an 8-foot bottom width and a
115 foot treatment length, with a 1.0% longitudinal slope, the swale design fits into the parameters.
Calculations showing the existing bioswale characteristics accommodating the additional flows can
be found in Appendix C.
On-Site BMP’s
It has been determined that erosion risk for the project site is minimal. The slope across the site is
minimal which will not produce high runoff velocities. Since the site is completely developed and
contains mostly impervious surfaces, the risk of erosion is minor.
Prior to the start of any grading activity upon the site, all erosion/sediment control measures shall
be installed in accordance with the construction documents.
The following best construction practices (BMP’s) are being implemented to provide erosion
control and preventing sediment entering the adjacent storm infrastructure. These will include, silt
dikes (on existing pavement), block and aggregate curb inlet protection for curb inlets and grated
inlets, and rock socks.
Daily inspection of the erosion control measures will be required during construction. Any sediment
build up shall be removed and disposed of off-site.
5. Conveyance System Analysis and Design
Because the proposed project will have virtually no effect on peak flows or volume of flows to the
existing system, no analysis is being conducted on the existing conveyance system. Please
reference Appendix C of this report for peak flow calculations.
6. Special Reports and Studies
The following special reports and studies were completed with the Technical Information Report –
Retail Expansion,and remain unchanged with this proposed redevelopment.

7. Other Permits
An NPDES permit from the Washington State Department of Ecology will not be required since this
project disturbs less than one acre of land. There are no additional permits required from other
agencies for this project.
8. CSWPP Analysis and Design
Due to the small scope of this redevelopment, a construction stormwater pollution prevention plan
will be developed by the contractor prior to the start of construction. The contractor will be
responsible for implementing all erosion control measures as shown on the plans. The erosion
control facilities will be in place prior to any disturbance. Anticipated minimum erosion, sediment
and stormwater pollution prevention measures are as follows:
· Mark Clearing Limits/Minimize Clearing – Clearing limits will be defined by erosion control
components and areas of proposed grading. Clearing will be minimized to the maximum
extent practicable.
· Minimized Sediment Tracked Offsite – A stabilized construction entrance for vehicle
access to minimize the tracking of sediment to public roads. If necessary, sediment shall
be removed from roads by shoveling or sweeping and shall be transported to a controlled
sediment disposal area.
· Install Sediment Controls – Runoff from disturbed areas must pass through a sediment
control measure to prevent the transport of sediment downstream until the disturbed area
is fully stabilized. Sediment will be controlled using perimeter measures such as silt
fencing. In addition, inlet protection will be installed on any existing catch basins within the
surrounding project area.
· Stabilize Exposed Soils – The site must be stabilized and no soils will be allowed to
remain unstabilized for more than two days between October 1 and April 30. From May 1
through September 30, cover measures must be installed to protect disturbed areas that
will remain unworked for seven days or more. By October 8, seed all areas that will remain
unworked from October 1 through April 30. Mulch all seeded areas. Exposed slopes will
be protected by DOE-approved coverage measures, such as mulching, nets and blankets,
plastic covering, seeding, and sodding per Section C.3 of the SWDM will be used to
stabilize onsite soils during construction.
· Control Pollutants – Sediment is the only pollutant expected on the proposed project.
Limiting the duration of disturbance of the site soils provides the first level of protection for
pollution control, and perimeter measures on the edges of the disturbed areas will mitigate
the remaining pollutants.
· Control Dewatering – Dewatering is not expected to be required. If perched groundwater is
encountered and dewatering is necessary, a temporary pump will be used to remove
water from the trenches. Pumped water will be routed to perimeter undisturbed areas or
other approved location prior to discharge from the project site.
· Maintain BMPs – The BMPs will be maintained regularly in accordance with the SWDM.

Manage the Project – The Contractor will maintain a daily presence on the site and will
assign a contact person for erosion and sediment control issues.

10. Operations and Maintenance Manual
An Operations and Maintenance Manual was prepared in the Technical Information Report –
