Because these notes are provided as information only, they are not subject to the appeal process for the land use action. Planning: (Contact: Jill Ding, 425-430-6598, jding@rentonwa.gov) 1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise approved by the Development Services Division. 2. Commercial, multi-family, new single family and other nonresidential construction activities shall be restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between nine o’clock (9:00) a.m. and eight o’clock (8:00) p.m. No work shall be permitted on Sundays. 3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground cover over any portion of the site that is graded or cleared of vegetation and wh ere no further construction work will occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic covering as specified in the current King County Surface Water Management Design Manual as adopted by the City of Renton may be proposed between the dates of November 1st and March 31st of each year. The Development Services Division’s approval of this work is required prior to final inspection and approval of the permit. 4. This permit is shall comply with the Bald and Golden Eagle Protection Act. The permitted i s responsible for adhering to the U.S. Fish and Wildlife Service National Bald Eagle Management Guidelines (2007) and /or your U.S. Fish and Wildlife Service permit. See Attached Development Engineering Memo dated February 10, 2021 Fire Authority: (Contact: Corey Thomas, 425-276-9582, cthomas@rentonrfa.org) 1. The fire flow requirement for a single-family home that exceeds 3,600 square feet is a minimum of 1,500 gpm fire flow required. A minimum of two fire hydrant are required within 300-feet of the proposed building. Currently no existing fire hydrants are accessible to this existing home within 300 - feet of the proposed much larger single-family home. 2. Fire department apparatus access roadways are required to be a minimum of 20-feet wide fully paved, with 25-feet inside and 45-feet outside turning radius. Fire access roadways shall be constructed to support a 30-ton vehicle with 75-psi point loading. Access is required within 150-feet of all points on the buildings. Dead end streets that exceed 150-feet in length require an approved turnaround. 3. Due to the inaccessible existing private street that cannot meet any of the above fire department standards, including width and no fire apparatus turnaround. It is required that to approve a variance for this proposed project, an approved automatic fire sprinkler system is required to be install throughout both the existing and new portions of the proposed home. Separate plans and permits shall be approved by the Renton Regional Fire Authority. Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. I have completed a preliminary review for the above-referenced proposal located at parcel: 3342700070. The following comments are based on the Land Use Application submittal made to the City of Renton by the applicant. WATER 1. The project is within the City of Renton’s water service area in the Kennydale 320 Pressure Zone. 2. The static water pressure is approximately 127 PSI at a ground elevation of 26 feet. 3. There is an existing 8-inch water main located within an easement in the RR ROW that can deliver a maximum flow capacity of 2,000 GPM (see water plan no. W-040005). 4. There is an existing 3/4” domestic water meter serving the existing building. 5. Installation of fire hydrants as required. The location and number of hydrants will be determined by the Fire Authority based on the final fire flow demand and final site plan. 6. Based on the review of project information submitted for the land use, Renton Regional Fire Authority has determined that the preliminary fire flow demand for the proposed development is 1,000 GPM for homes under 3,600 square feet and 1,500 GPM for homes exceeding 3,600 square feet without the use of fire sprinklers. 7. A 1-inch meter is required if the home is served by a fire sprinkler system. 8. A pressure reducing valve is required downstream of the domestic water meters where the water pressure exceeds 80 PSI. 9. Building setback is 10 feet from water mains. Applicant shall have the existing 8-inch water main located and ensure a minimum 10 feet setback is maintained from the building addition. 10. The project is subject to applicable water system development charges (SDC’s) and meter installation fees based on the number and size of the meters for domestic uses and for fire sprinkler use. The development is also subject to fees for water connections, cut and caps, and First Metals Inc. LUA20-000174 Page 2 of 2 August 28, 2020 purity tests. Current fees can be found in the 2021 Development Fees Document on the City’s website. Fees will be charged based on the rate at the time of building permit issuance. a. The SDC fee for water is based on the size of the new domestic water to serve the project. The current water fee is $4,450.00 per 1-inch meter b. Water service installation charges for each proposed domestic water service is applicable. Water Service installation is $2,875.00 per 1-inch service line c. Drop-in meter fee is $460.00 per 1-inch meter d. A credit will be applied to the existing service if demoed. e. If the existing sewer service will be reused, no sewer system development charges are applicable. SURFACE WATER 1. Drainage plans and a drainage report complying with the adopted 2017 Renton Surface Water Design Manual will be required. Refer to Figure 1.1.2.A – Flow Chart of the 2017 Renton Surface Water Design Manual (RSWDM) to determine what type of drainage review is required for this site. The site falls within the City’s Peak Rate Flow Control (Matching Existing) Standard. The site falls within the East Lake Washington drainage basin. 2. Critical areas on site that effect stormwater review include: regulated slopes and landslide hazard. 3. For building additions that result in less than 500 square feet of new impervious on a site SDC fees are not applicable. TRANSPORTATION 1. The project does not front a public ROW, however, dead end streets exceeding 150-feet in length require an approved turnaround. See the Renton Regional Fire Authority comments concerning a turn around. GENERAL COMMENTS 1. Fees quoted in this document reflect the fees applicable in the year 2021 only and will be assessed based on the fee that is current at the time of the permit application or issuance, as applicable to the permit type.
