HomeMy WebLinkAboutAdden 6AMENDMENT NO. 6 TO AGREEMENT FOR LIFT STATION AND FORCE MAIN REHABILITATION THIS AMENDMENT, datedfor reference purposes only as September 13, 2021,is by and between the City of Renton (the “City”), a Washington municipal corporation, and RH2 Engineering, Inc.RH2 Engineering, Inc.(“Consultant”), a Washington corporationWashington corporation. The City and the Consultant are referred to collectively in this Amendmentas the “Parties.” Once fully executed by the Parties, this Amendment is effective as of the last date signed by both parties. Whereas, the City engaged the services of the Consultant under Agreement CAG-17-050, dated March 20, 2017, to provide necessary services for the Lift Station and Force Main Rehabilitation Group 1 Facilities (referred to herein as the “Agreement”); Whereas, the Parties wish to amend the Agreement to change the scope of work, change the time for performance, and change the compensation in order to complete design of lift station and force main improvements. NOW THEREFORE, It is mutually agreed upon that CAG-17-050 is amended as follows: 1. Scope of Work: Section 1, Scope of Work, is amended to add work as specified in Exhibit A-6A-6, which is attached and incorporated herein. 2.Time of Performance:Section 3, Time of Performance, is amended pursuant to the schedule(s) set forth in Exhibit B-6B-6. All Work shall be performed by no later than December 31, 2022. 3. Compensation: Section 4, Compensation, is amended so that the maximum amount of compensation payable to Consultant is increased by $520,826 from $608,043 to $1,128,869, plus any applicable state and local sales taxes. The additional compensation shall be paid based upon Work actually performed according to the rate(s) or amounts specified in Exhibit C-6C-6, which is attached and incorporated herein. 4.All terms of the Agreement not explicitly modified herein shall remain in full force and effect and such terms shall apply to Work performed according to this Amendment as if fully set forth herein. The project started with the City breaking down these facilities into Phase 1 and Phase 2 based on rehabilitation priority. However, a few of the Phase 1 LS projects required property acquisition and other permitting requirements. In an effort to prevent delaying the improvements to the remaining lift stations, the City decided to divide the Phase 1 lift stations into Groups 1A and 1B. It is anticipated that the Phase 2 lift stations will be divided into different groups as well. The following provides a detailed breakdown of the lift stations by phases and groups: PHASE 1 (COMPLETED) Group 1A Valley. The rehabilitation improvements for these facilities have been designed, bid, and constructed as part of Amendments Nos. 2 and 4. PHASE 2 Group 1B: Cottonwood, Devil preliminary 60-percent design has been completed for these four lift stations. Continuing property acquisition efforts likely will result in addressing further design for the Cottonwood Lift Station separately from the other three Group 1B facilities. Completion of the final design and advertisement for bidding is slated to occur by the end of 2021. o Group 1C: At the time this Scope of Work was prepared, the required easement for the Cottonwood LS was still being negotiated to accommodate the proposed electrical building and generator. The timeline of when the City will be able to obtain an easement from the property owner is uncertain. Therefore, this lift station will be improved later, under a separate group number, as part of Phase 4. These lift stations have been assessed initially for anticipated improvements in coordination with City staff. RH2 will start with conceptual design to 30-percent design and evaluate anticipated construction costs, as well as progressing to preliminary 60-percent design for all 9 of these facilities. Due to Kensington Crest likely requiring acquisition of an easement, it will be deferred to Group 2B at the 60-percent milestone, along with any other facility that is determined to require an easement. o Group 2A: Liberty, Wedgewood, Lake Washington Beach, Lake Washington No. 2, Lake Washington Flushing Station, Talbot Crest, Long, and Westview. Plans for rehabilitation of these lift stations will be developed from the 60-percent preliminary design level to 90-percent final design, and finally proceed to bidding and construction. o Group 2B: This amendment will determine the easement requirements for the Kensington Crest improvements for the City to begin the acquisition process. The timeline for securing an easement is unknown; therefore, this lift station and any other Group 2A facilities that necessitate easement acquisition will be improved under a separate group number and as part of Phase 4. PHASE 4 Group 1C: Once easement negotiations are finalized for the Cottonwood LS, improvement plans will be developed from 60-percent to 90-percent design, and subsequently proceed to bidding and construction. Group 2B: Once easement negotiations are finalized for the Kensington Crest LS and any other facilities that need easements, improvement plans will be developed from 60-percent to 90-percent design, and subsequently proceed to bidding and construction. Currently, RH2 is under contract to complete the design for the Group 1B and 1C lift stations: Baxter, Cottonwood, the remaining portion of East Valley. RH2 also is under contract to provide one (1) round of services during bidding (SDB). As part of Phase 2, RH2 will complete the design for improvements to the three Group 1B facilities, to be advertised for bidding by the end of 2021. Phase 4 will be completed on an independent schedule and design track, depending upon time needed to resolve any property acquisition and permitting needs. Table 1 identifies the Groups 1B, 1C, 2A, and 2B projects included in this amendment and the anticipated types of improvements involved. Additionally, this Amendment No. 5 describes the sequencing of tasks and deliverables so that all previously and currently contracted tasks are completed logically and efficiently. PREDESIGN AND CONCEPTUAL PLANNING As of this Amendment, the four Group 1B (Baxter, and East Valley) preliminary facility design plans have been completed to the 60-percent milestone as part of previous amendments. The following Predesign and Conceptual Planning tasks outline the expected effort required to complete the initial assessment of needed improvements and anticipated level of design effort for the nine Group 2 (Liberty, Wedgewood, Lake Washington Beach, Talbot Crest, Long, Westview, Kensington Crest, Lake Washington No. 2, and Lake Washington Flushing Station) facilities to reach the 60-percent preliminary design stage. Assumptions: No further easement or property acquisition is anticipated for any of the Group 1B facilities. No major changes in approach or scope of improvements are expected for any of the Group 1B facilities. Task 21 Project Management Objective: Manage the RH2 project team and maintain files and records. Monitor the project scope, budget, and schedule. Approach: Prepare, monitor, and update the project schedule monthly. Provide monthly invoices with progress reports documenting work performed and budget status. Maintain project files and records. Approach: Download and review as-constructed records of the following Group 2 LS and FM facilities. Liberty LS and FM Wedgewood LS Lake Washington Beach LS and FM Talbot Crest LS Long LS Westview LS Kensington Crest LS Lake Washington No. 2 LS Lake Washington Flushing Station Identify measurements, photographs, and other information to obtain during site visits. Assumptions: Electronic as-constructed records for all Group 2 facilities are webmap portal (CoR Maps). RH2 will rely upon the accuracy and completeness of any information, data, and materials generated or produced by the City or others in relation to this Scope of Work. RH2 Deliverables: Site observation checklists for each of the nine (9)Group 2 sites/alignments. Approach: Visit and photograph each of the nine (9) LSs reviewed in Task 22 (Group 2) to document existing conditions and features. Prepare site visit report notes. Document dimensions as needed for recommended improvements. Evaluate coating conditions at the following Group 1B and Group 2 lift stations: re-evaluate due to time elapsed since previous effort. Additionally, RH2 will inspect the identified bridge for improvements required to rehabilitate to functional and durable condition. Lake Washington Beach evaluate in conjunction with scheduled City maintenance activity. Kensington Crest evaluate in conjunction with scheduled City maintenance activity. Confirm with City staff and/or update the scope of improvements detailed in Table1 included in the Background section for each LS and FM site slated for rehabilitation, including desired FM flushing port frequency and other design criteria. Attend one (1) meeting with the City to discuss the planned improvements before proceeding with Task 24. Prepare meeting agenda and minutes. Assumptions: It is assumed that surveying will not be needed for this initial project phase. RH2 intends to illustrate the locations of the improvements using digital photographs and drawings based on as-constructed records. Provided by City: Access to each lift station and force main alignment during the site visits. Assist with measurement verifications. City to coordinate with RH2 to identify or confirm recommended improvements for each LS and FM included in the Groups 1B and 2 facilities. Attendance at meeting with RH2. RH2 Deliverables: List of planned improvements for predesign, following site visits, for discussion with City staff in electronic PDF format. Meeting agenda and minutes in electronic PDF format. Task 24 Predesign Project Analysis (Group 2) Objective: Prepare conceptual 30-percent design plans for all nine (9) Group 2 LS and FM projects. The primary purpose of preparing conceptual plans is to quantify the design development effort. Many of the plans and details developed as part of this Task will be further developed during the design phase of the project. Some details will be common to several LS or FM sites. Approach: Evaluate the characteristics of the site geology and topography for accommodating retaining walls and emergency generators in the slopes for the Talbot Crest and Long Lift Stations. Prepare preliminary recommendations regarding level of effort and whether it will be more feasible to construct improvements during Phase 3 (Group 2A)or Phase 4 (Groups 1C and 2B). Review available soil, geologic, and groundwater information for each site, observe sites for current slope conditions, evaluate requirements for slope stabilization needed to accommodate construction and operation of emergency generators, and provide a summary with initial recommendations to the design team. Prepare a cover sheet and general construction notes for the project. Prepare a vicinity map that identifies the location of the LS and FM sites included in this phase. Prepare conceptual site and utility plans showing FM improvements and details. Lift stations scheduled for evaluation of existing on-site equipment for FM maintenance, as well as other potential improvements are as follows: Liberty add cleanout accesses (CA), pig ports (PP), and magnetic marker location tags (LT). Wedgewood add CA, PP, and magnetic marker LT. Lake Washington Beach add CA, PP, and magnetic marker LT. Talbot Crest add CA, PP, and magnetic marker LT. Long add CA, PP, and magnetic marker LT. Westview add CA, PP, and magnetic marker LT. Kensington Crest add CA, PP, and magnetic marker LT. Prepare conceptual structural plans showing structural improvements to wet wells, structural slabs and pads, buildings, enclosures, and other miscellaneous structural improvements. Lift stations scheduled for structural improvements are as follows: Liberty manhole (MH) for new flow meter on discharge line, engine generator (EG) pad, and wet well (WW) attachment for mounting/storing maintenance straw. Prepare conceptual mechanical/equipment plans showing pump, motor, valve, motor controls, and EG improvements. Coordinate with the Renton Regional Fire Authority and Fire Marshal regarding any required bollards needed for the EGs to comply with the Fire Code. The stations scheduled for mechanical/equipment improvements are as follows: Liberty add flow meter and install EG with noise abatement. Wedgewood install EG with noise abatement. Lake Washington Beach install EG with noise abatement. Talbot Crest add flow meter and install EG with noise abatement. Long add flow meter and install EG with noise abatement. The stations scheduled for EG installations are identified in subtask 24.7. The stations scheduled for telemetry improvements are anticipated to be: Liberty; Wedgewood; Lake Washington Beach; Talbot Crest; Long; Westview; Kensington Crest; Lake Washington No. 2; and Lake Washington Flushing Station. Prepare conceptual mechanical plans showing piping additions and reconfigurations to provide temporary wet well bypass systems for the following stations. Liberty; Wedgewood; Lake Washington Beach; Talbot Crest; Long; and Kensington Crest. Prepare a set of conceptual 30-percentdesign plans (11-inch by 17-inch) in electronic PDF for City review. The conceptual sharing website. Determine permits required for each LS site. Coordinate with City Planning Department staff regarding local permitting requirements as pertaining to the proposed improvements. Prepare an anticipated permit list for each project site to be incorporated into the technical memorandum prepared in subtask 24.13 and provide input on schedule and cost impacts associated with permitting. As of this Amendment, no permitting requirements are expected. Prepare a preliminary construction cost estimate of each individual LS for Prepare a technical memorandum summarizing the improvements scheduled for each LS and FM and submit to the City for review. Task 25 Facility Rehabilitation Continuity Review (Groups 1B and 1C) Objective: Evaluate current Groups 1B and 1C plans and compare them with the current conditions of the lift stations. Approach: Evaluate the progress of property acquisition at the Cottonwood LS and FM and estimate the time remaining to complete real estate actions. Provide a flow chart and schedule for next steps and a timeline once property and easement negotiations are finalized. Re-evaluate the proposed project design at the East Valley and Baxter LS facilities, as well as proposed solutions for slope stabilization . Confirm that the approach previously developed remains applicable. Update the Groups 1B and 1C to reflect current labor and material prices, as well as any revisions in approach to the four (4) Groups 1B and 1C projects. Assumptions: It is assumed that the initial scope of improvements for Groups 1B and 1C have not changed. This Task is meant to ensure a smooth design process as Groups 1B and 1C progress to final design. RH2 Deliverables: One (1) electronic PDF of the updated flow chart and schedule for the Cottonwood LS. One (1) electronic PDF of the updated preliminary construction cost estimates for the four (4) Groups 1B and 1C LS sites. Approach: Perform a limited geological investigation to observe, characterize, and document earth and groundwater conditions of the sites. Identify potential geologic hazards and alternatives to mitigate the identified geologic risks and evaluate potential constructability issues for the EG foundationsand associated retaining walls. RH2 will coordinate with City staff to perform test pits for geologic investigation as warranted. Prepare an engineering geologic report for the two (2) sites that follow, which will include a summary of geological and groundwater conditions and provide recommendations to design and mitigate construction geologic hazards, the EGfoundation,and associated retaining wall.
