Report of the Street and Alley Committee
Gentlemen:
1. Request to change street name from Harrington to Holly it
It is the recommendation of the Street and Alley Committee that
the City Council deny the request to change the name of Harrington
Avenue to Holly Avenue for the following reasons:
(1) Additional expense to City and property owners.
(2) Additional confusion to general public and emergency units
in locating an address.
(3) Petitions from some residents adjacent to the street opposing
any change.
2. Use of Cedar River Pipeline Right of Way for Access to Philip
Arnold Park
The Street and Alley Committee has commenced an investigation of
this request and the following information is presented as a
progress report:
(1) In discussion with the Seattle Water Department it appears
that the City of Renton could obtain permission to use /J
said right-of-way for street purposes.
(2) Some of the apparant possible problems that would result
from such a use include:
(a) Increased dumping of garbage along right-of-way and
question of City's liability of same.

(b) Increased traffic on limited access serving Renton
Hill.
(c) Cost of maintaining right-of-way to prevent dust
and rough roadway problems.
3. To minimize the problems listed, the Committee is exploring
the possibility of restricting the use to coincide with park
activity.
A Committee recommendation will be made upon completion of its
investigation.

I enclose herewith for your records the original Warranty
Deed from Puget Sound Power & Light Company, a Massachusetts
corporation, to the City of Renton, conveying portions of
NE+ of NW+ and NW+ of NE+ of Section 20 , Township 23 North,
Range 5 Fast, W.M. being the playfield on Renton Scenic Hill,
for a price of $3,180.00.
The enclosed Deed was recorded by the writer on April 27,
1951, under Auditor's Number 14131310 in Volume 301,4 of Deeds,
Page 1449.
I also hand you herewith Policy No. B-380691 of Washington
Title Insurance Company insuring thr> title in favor of the
City of Renton on above property.

PETIT' FOR LIMITED USE OF OPERATING PROPERTY
PUG ET SOUND POWER & LIGHT COMPANY, herein called "Company", hereby grants
permission to CITY OF RENTON , herein called "Licensee", to
use the following property of the Company in King County, Washington,.
for the purpose or purposes, and subject to the conditions, stated below, to witt
Property Descriptions: A tract of land described as follows: Commencing at
the North 1/4 corner of Section 20, Township 23 North, Range 5 East, W.M., thence
running South along the North-South center line of said Section for a distance of 1,100
feet; thence Easterly at right angles 400 feet; thence Northerly parallel to said North-
South center line 130 feet, more or less, to a point which is 100 feet southwesterly
from, measured at right angles, the southwesterly margin of the Cedar River Pipe Line
Right of Way; thence Northwesterly parallel to and distant 100 feet from the south-
westerly margin of said Pipe Line Right of Way 560 feet, more or less, to the North-
South center line of said Section; together with the right of ingress and egress over
the strip of land lying between the within described tract and Jones Street in the City
Statement of Purposes: of Renton.
For public playground.
1. Licensee shall not erect any building or structure of any kind on
said property, nor use said property for any purpose whatsoever other than
as above stated. No blasting shall be done without written consent of the
Company first obtained and twenty-four hours' written notice given to the
Company of the time thereof. Brush and stumps shall be burned only at the
times and in the manner permitted by law and with due care not to injure any
property.
2. Said property is operating property of the Company and the Company
may use same for the purposes of its business as fully as if this permit had
not been given.
3, As consideration for the use of said property Licensee agrees to
pay the sum of. " 1.00 per year payable xximatig in advance for five-year terms.
4, Said property is subject to the hazards incident to the operation
of an electrical system, and in consideration of the nominal_ charge paid by
Licensee for the use of said property, Licensee hereby agrees that the
Company shall not be liable for any damage or injury suffered by the Licensee,
or the family or invitees of the Licensee, nor for any damage or injury to the
crops or other property upon the premises covered by this license resulting
from the Company's use thereof in or for its own business. The Licensee
further agrees to save and hold the Company harmless from all loss or damage
or claims therefor, suffered by any person whomsoever due to any acts of the
Licensee or agents or employees of the Licensee.
5. This permit is not assignable and it may be revoked by the Company
at any time upon sixty days' notice given to the Licensee in person or by
mail. Upon such revocation the unearned part of any propaid annual charge
shall be refunded.
6. This permit, although signed on behalf of the Company, shall not
become effective until written acceptance of the Licensee, subject to the
terms and conditions herein stated, is endorsed hereon,
