ORDINANCENO.6029standardsandtherefore,setbacks,heights,landscaping,parking,anddesignstandardsaretobeurbaninscaleandconfiguredinalayoututilizingthestreetsystemtocreateahuman-scale,pedestrian-orientednewcenter.Usesthatsupporturbancenterdevelopmentareallowed.Developmentisexpectedtoincludeamenitiessuchasgateways,wateraccess,andopenspace.High-qualitydevelopmentisanticipated,encompassingamixofresidentialneighborhoods,shopping,andemploymentdistrictsandpublicfacilities.Thedesignationisalsointendedtoallowcontinuationofairplanemanufacturingandaccessoryairplanemanufacturinguses,aslandareaformerlyoccupiedbythoseusesistransformedtocombinationsofretail,service,office,residential,andcivicuses.SECTIONV.Subsection4-2-020.ToftheRentonMunicipalCodeisamendedtoaddanewsubsection4-2-020.U,UrbanCenter—2(UC-2),toreadasshownbelow.Allotherprovisionsin4-2-020remainineffectandunchanged,exceptasrevisedinSECTIONIVofthisordinance.U.URBANCENTER-Z(UC-2):TheUrbanCenter-2ZonetUC-2)isestablishedtoprovideasimilarbuiltenvironmentasUC-1andalsosupportstheresidentialandemploymentgoalsofRenton’sUrbanCenter,buttoalesserdegreethanUC-1duetodifferingcharacteristicsofthegeography,whichlimitthescaleofcommercialenterprise.Theoverallmixandintensityofusesisintendedtocreateanurbanratherthansuburbancharacter.Theformofdevelopmentisexpectedtouseurbandevelopmentstandardsandthereforesetbacks,heights,landscaping,parking,anddesignstandardsaretobeurbaninscaleandconfiguredinalayoututilizing6

ORDINANCENO.6029i.IntheCDZoneoutsideoftheDowntownBusinessDistrict,providedresidentialamenityspaceand/orlobbyspaceisprovidedonthegroundflooralongthestreetfrontage,whichshallbeatleasttwentyfeet(20’)wideandatleastfiftypercent(50%)ofthefacadewidthforfacadeslessthansixtyfeet(60’)wide,oraminimumofthirtyfeet(30’)wideforfacadesgreaterthansixtyfeet(60’)wide.(Widthsshallbemeasuredalongthebuildingfacade.)Thegroundfloorshallhaveafloor-to-ceilingheightoftwelvefeet(12’).Wherelocatedonthegroundfloorandwithintenfeet(10’)ofpublicsidewalk,thefloorsofattacheddwellingsshallbeatleasttwofeet(2’)elevatedabovethegradeofthesidewalk;ii.IntheCVZonewherenotabuttingNESunsetBlvd.eastofHarringtonAvenueNE;iii.IntheCAZonewhereabuttingaCityofRentonresidentialzoneifatleastoneverticalmixedbuildingisconstructedalongthestreetfrontage(s)withaminimumoftwo(2)residentialstoriesabovecommercial,thestandaloneresidentialbuilding(s)aresitedclosesttotheabuttingresidentialzoneand,iftownhouses,limitedtothree(3)stories;iv.IntheUCZoneswherecurrentlyexistingalongstreetsnotdesignatedaspedestrianorientedstreetsthroughtheMasterSitePlanprocess;andv.IntheCORZoneasdeterminedthroughtheMasterSitePlanprocess.8
ORDINANCENO.6029Wherestandaloneresidentialbuildingsarenotallowed,dwellingunitsshallbeintegratedintoaverticallymixed-usebuildingwithgroundfloorcommercial.$2.Specifieduse(s)arepermittedprovidedallofthefollowingconditionsaremet:a.Alldevelopmentshallbearchitecturallyandfunctionallyintegratedintotheoverallshoppingcenterormixed:usedevelopment.Buildingsshallbemixeduseexceptforretailbuildingswithmorethanseventy-fivethousand(75,000)squarefeet,structuredparking,andamaximumbuildingfootprintofsixty:fivethousand(65,000)squarefeet,orstructuressmallerthanfivethousand(5,000)squarefeet.Single-useretailbuildingsarenotallowedeastofLakeWashingtonBoulevardNorth;andb.IntheUCZone,buildingsadjacenttopedestrian-orientedstreets,asdesignatedviaMasterPlanorasimilardocumentapprovedbytheCity,shallhaveground-floorcommercialuses.Whererequired,commercialspaceshallbeprovidedonthegroundflooratthirtyfeet(30’)indepthalonganystreetfrontage.Averagingtheminimumdepthmaybepermittedthroughthesiteplanreviewprocess,providednoportionofthedepthisreducedtolessthantwentyfeet(20’).Allcommercialspaceonthegroundfloorshallhaveaminimumfloor-to-ceilingheightoffifteenfeet(15’);and9

ORDINANCENO.60291.Ensurethatalldevelopmentisconsistentwiththegoals,objectivesandpoliciesoftheComprehensivePlan.2.Providedevelopmentstandardsforintegratedresidentialandcommercialdevelopmentwithinthesamebuildingoronthesameparcelorcontiguousgroupofparcels.B.APPLICABIUTY:ThisSectionshallapplytodevelopmentincommercialzoneswhereindwellingunitsareproposed.C.DESIGN:1.Whereallowed,townhousesorcarriagehousesshallbesubjecttothestandardsofRMC4-2-115,ResidentialDesignandOpenSpaceStandards,applicabletotheR-10andR-14Zones,inlieuoftheDesignDistrictOverlaystandardsofRMC4-3-100.2.Forverticallymixed:usebuildings,thefacadenecessaryforinteriorentrances,lobbies,andareas/facilitiesdevelopedfortheexclusiveuseofthebuilding’sresidents,ortheirguests,(“lobbyfacade”forthepurposesofthisSection)islimitedtotwentyfivethirty-fivepercentf253S%)oftheoverallfacadealonganystreetfrontageortheprimaryfacade.TheAdministratormayallowthelobbyfacadetoexceedthirty-fivepercent(35%)ifthedepthofthecommercialspaceexceedstheminimumrequiredbyRMC4-4-150.E,providedtheincreasedpercentageoflobbyfacadeisgenerallyproportionaltotheincreaseddepthofcommercialspace.11
