PROPOSAL FOR EARLINGTON PARK November 10, 1969 T/
& RECREATION PROGRAM
i
I do hereby endorse the proposal that the Renton City Council work
towards the establishment of a recreation program and park in the im-
mediate Earlington locality, I further suggest that serious thought
be given to future development of the old Earlington Elementary School
site, 727 Thomas Avenue S. E., Renton, Washington.
I further suggest that the Renton City Council deem priority to
the aforementioned project and that a commitment be made to establish
said facility no later than the year 1971.
As an interim proposal, I endorse the suggestion that the existing
Earlington Elementary School be opened at least two evenings per week and
that the Renton Park Department provide the necessary program and super-
vision. We urge the School District to provide the building.

Public Safety Public Safety Committee Chairman Trinm presented a committee
Committee Report report recommending acceptance of the low bid of Maples Construction
Fire Station Company with Alternatives Nos. 1 , 5, 6, 7 and 9; total bid $715,774
Bid Award plus State sales tax, basic construction sub-total . MOVED BY TRIMM,
SECOND SHANE, COUNCIL CONCUR IN RECOMMENDATION OF PUBLIC SAFETY
COMMITTEE AND ACCEPT THE LOW BID. Architect Cichanski explained the
alternates accepted - No. 1 through 6 being additions and No. 7 through
No. 9 deletions, as follows: (1 ) Air conditioning for crew' s quarters
and Administrative wings; (5) Apparatus Bay work pit; (6) Rough in
plumbing for future restrooms in basement; (7) Delete skylight; (9)
Delete truss joist corporation bidder-design roof structure. Mr.
Cichanski explained that alternates chosen determinethe low bidder.

Transportation Transportation Committee Chairwoman Shinpoch presented committee
Committee Report report regarding the Talbot Road Extension (S Grady Way to S 7th)
Talbot Road Cost Overrun. The committee report recommended acceptance of the
Extension Overrun explanation made to the Mayor on 4/17/77; copies being available to
Council members. The report further recommended that henceforth
the Council be advised in a timely fashion of engineering estimates,
bid responses, actual costs and anticipated overruns, with full
report to the Transportation Committee prior to continuation of the
project in the event of overrun. MOVED BY THORPE, SECOND STREDICKE,
COUNCIL CONCUR IN RECOMMENDATION OF COMMITTEE. CARRIED.
Curb Cut Specs The Transportation Committee report explained that the Public Works
Department has been requested to review the pertinent ordinances

Loan Program Program. The report recommended the Mayor and City Clerk be author-
ized to sign the interlocal agreement and that the matter be refer-
red to the Ways and Means Committee for the necessary resolution.

Dear Gene:
Thank you for your Memo received today containing a copy of
the proposed Contract for the Schematic Design for the
Earlington Neighborhood Park.
Our comments are as follows:
1. Subparagraph 4. 3 should be amended so in case of
abandonment or suspension the architect is to be paid for all
works done up to that time and "accepted by the City" .
2. Article 6 probably should be amended to indicate the
rate of reimbursable expenses for overtime, etc. At least an
estimate should be given for the items covered under ARticle 6
so the City has some idea as to what amount should be budgeted.
The request made by the City in said paragraph should be in
writing to eliminate any possible dispute later on.
3. These "additional services" should only be authorized
when directed in writing by the City. In any such cases, it
would be well to provide that an estimate should be provided
by the architect to the City for such additional cost.
4. If there is to be a delay in completion of the project
by the architect, a request should be made by him to the City
for such extensions, including the reasons therefor. This could
be added to ARticle 14.
Otherwise, the Agreement is approved as to legal form.
If we can be of any further help to you in this matter please
advise.

The Company, recognizing the current effect of inflation on real property valuation and intending
to provide additional monetary protection to the Insured Owner named in said Policy, hereby modifies
said Policy,as follows:
1. Notwithstanding anything contained in said Policy to the contrary, the amount of insurance
provided by said Policy, as stated in Schedule A thereof, is subject to cumulative annual
upward adjustments in the manner and to the extent hereinafter specified.

Index (base period 1967) for the month of September immediately preceding exceeds the
highest Index number for the month of September in any previous year which is subsequent

never exceed 150% of the amount of insurance stated in Schedule A of said Policy, less the
amount of any claim paid under said Policy which, under the terms of the Conditions and
Stipulations, reduces the amount of insurance in force. There shall be no annual adjustment
in the amount of insurance for years in which there is no increase in said Construction Cost
Index.
4. In the settlement of any claim against the Company under said Policy, the amount of
insurance in force shall be deemed to be the amount which is in force as of the date on which
the insured claimant first learned of the assertion or possible assertion of such claim, or as
of the date of receipt by the Company of the first notice of such claim, whichever shall first
occur.
Nothing herein contained shall be construed as extending or changing the effective date of said
Policy.

ment of Nancy Mathews to the Renton Park Board for four-year term
expiring 6/1/81 . The Mayor' s appointment letter requested stagger-

Public Services Public Services Committee Chairman Bruce submitted committee report
Committee Report concurring with Police Department request for authorization to
Mini-Computer accept the low bid of $10,710 plus $578. 34 sales tax, submitted by
Data Storage & IBM Corporation for the purchase of a Mini -Computer Data/Storage Unit
Hard Copy Printer and Hard Copy Printer, as recommended by Police Department and the
Bid Award Data Processing Director. Moved by Perry, Seconded by Thorpe, Coun-
cil concurr. Upon inquiry by Councilman Clymer, Police Chief Darby
explained the 24-hour service which would be available through Police
personnel . Daniel Hartley, Manager of Computer Sales , Inc . , Seattle,
registered protest against bid award, claiming IBM machine not a
computer, but a data station and does not meet hid specifications;
also noting considerable time and expense expended to submit bid
meeting specifications. Police Capt. Bourasa explained history of
federal grant to obtain equipment, consultation with Data Processing
Matter Tabled Director Torkelson for bid specifications , discussions with suppliers
for One Week regarding departmental needs and funds available, MOVED BY STRFDICKE ,
SECONDED BY THORPE, COUNCIL TABLE MATTER OF BID AWARD FOR ONE WEEK,
CARRIED.
