Valley Marsh Area Emilio Pierotti , 17034 SE 184th, expressed belief that swamp

Community Services
Committee Report Community Services Committee Chairman Stredicke presented
Talbot House - report recommending two year extension of the Friends of Youth
Residence for Special Permit for Talbot House with conditions and annual
Eight Youths approval needed by the City Council ; new condition added whereby
Located applicant improves yard appearance. The report explains Special
Talbot Road S. Permit SP 879-76 issued 12/23/76 with nine conditions and has
been extended annually; that City Attorney advised 12/5/78 that
Council can set conditions, terminate or extend special permit
by simple vote. Councilman Stredicke and Mayor Delaurenti noted
no complaints received, applicants have agreed to all conditions.

Planning and Planning and Development Committee Chairman Perry explained

political signs, City Clerk Mead noted copy of the sign code has
been furnished to each candidate along with Public Disclosure
and Renton Code of Ethics information. Mayor Delaurenti noted
all incorrectly placed signs will be removed from public right-
of-way and if not picked up at the garage, will be destroyed.
Ways and Means Ways and Means Committee Chairman Clymer presented report concern-

Printing Service Clymer explained billing for three years taxes plus interest and

INTRODUCTION Mayor Delaurenti introduced Dick Fagan of the Renton Highlands
Miss Seafair Lions Club who presented .Kerri Truscan, Queen of the Seas, Miss
Seafair who turned over her position of Miss Renton to next-
in-line, Debbie Bell . Kerri thanked the Mayor and various
organizations for support.
PUBLIC HEARING This being the date set and proper notices having been published,
Alley Vacation posted and mailed, according to law, Mayor Delaurenti opened
Between SW 12th the public hearing to consider vacation of a portion of alley
and SW 13th St. located between SW 12th St. and SW 13th St. as petitioned by
VAC 14-79 Emilio Pierotti . Letter from Engineering Supervisor certified
E. Pierotti the petition as valid and that petitioner owned 100% of the
abutting property. Letter from Board of. Public Works reported
no objection to vacation as the alley is not open and is not
necessary to the City's traffic circulation, however, subject
to utility easement for telephone lines until such time as
the property owner and telephone company agree on disposition
of the lines. The Board recommended 1/2 of the appraised value
of $100 per sq. ft. be charged for the property. Public Works
Director Gonnason explained alley to the west had been vacated
6/11/79 Gunnar Ostlund, at which time Mr. Pierotti had requested
his portion of the alley also be vacated. MOVED BY SHANE, SECOND
PERRY, HEARING BE CLOSED. CARRIED. MOVED BY SHANE, SECOND

AUDIENCE COMMENT Ernest J. Lobe, 2709 Talbot Rd. S. , requested letter from Consent
Talbot Hill Agenda be read at this time. MOVED BY PERRY, SECOND SHANE, SUS-
Mosquito PEND RULES AND LETTER BE READ. CARRIED. Letter from Rosalie
Problem Lobe was read noting receipt of letter from Public Works Director
Gonnason in regard to the City spraying for mosquitoes in marshy
area between Talbot Hill and Valley Freeway. The letter explain-
ed the mosquito season was over for this year and the misquitoes
are breedina in swamp or areen belt area,, claiming this is partly
due to man-made error. The letter explained prior to freeway the
area had natural drainage and culverts placed under freeway are
too high and have become clogged. The Lobe letter complained all
residents of the area were not contacted and/or assessed. The
letter also complained of restrictions placed during platting
prohibit keeping vegetation controlled; also concern for steep
entrance to Victoria Park. The letter suggested filling of swamp
to aleviate problems. Public Works Director explained his letter
and discussed valley P-1 and P-9 channels. Following discussion,

the subject of a moratorium will be on the agenda for their next Planning
Commission meetings and that the Commission couldmilli make a formal re-
quest to you. However, because of whkt might happen even tomorrow, we
would like to make a formal request that you take action tonight.

searches, and nowhere ear: we find any record that formal zoning requirements
were ever met or that formal zoning a:.1 ion ever took place. We would ask
the Mayor to try to find out once and for all how it happened that there
is seemingly nc ordinance tt.lt zoned our area for duplex.
But back to the temporary hold on development for North Renton, I would
urgently stress that it is sorely needed to avoid panics as as happened in
the past. It will save all of un, including you, a lot of headaches if
action is taken now. � .

Building Plan concerning high density for the North Renton area north of

Lake View Towers Letter from L. J. Dixon, Project Manager of the Lake View
Water Line Towers Association requested a developers agreement for future
L,C.A.G. reimbursement of installation costs on the 8 inch water mains
installed along NW 2nd P1 . and Hardy Ave. SW - 10 year time period
requested from date water lines placed into service. Area resident,
R. Little, 264 Maple NW, requested residents not pay for water
line needed by developer. MOVED BY PERRY, SECOND TRIMM, CONCUR
IN RECOMMENDATION AND AWARD TEN YEAR LATE COMER'S AGREEMENT AND
REFER TO THE WAYS AND MEANS COMMITTEE, THAT THERE BE NO COST TO
PEOPLE THAT DON'T NEED SERVICE. SUBSTITUTE MOTION BY STREDICKE,

Gene Coulon Letter from Park Director Webley and Park Board Chairwoman Joan
Memorial Beach Moffatt submitted a proposal for the development of Gene Coulon
Park Bond Issue Memorial Beach Park Addition which would include major improve-
ments to expand boat launch, day moorage, increase parking, rest-
rooms, trails, waterfowl habitat, multi-purpose center, fishing
piers, maintenance facilities, improved access, landscaping,
irrigation and shoreline stabilization and improvement, etc.
The development covers 31 acres in the project with 1 .05 miles
of shoreline and reported total cost of project $7,825,000
which includes $3,581 ,391 marine work; $2,678,550 site development;
$1 ,565,059 design fees, tax, contingency. The letter noted three
years planning includes community input through surveys and public
meetings; the firm of Jones and Jones, Seattle, having served as
consultant on the project. The letter recommended funds be
raised through a bond issue submitted at the 1979 Primary Election
which would require adoption of authorizing ordinance at the 7/23

TION OF THE PARK BOARD AND PLACE BOND ISSUE ON THE SEPTEMBER
PRIMARY BALLOT IN AMOUNT OF $7,825,000 AND REFER TO WAYS AND MEANS

PUBLIC HEARING This being the date set and proper notices having been posted,

L.I .D. #309 the public hearing to consider the final assessment roll of LID
Undergrounding No. 309 for construction and installation of underground power
Monterey Terrace and utility lines in the vicinity of Monterey Terrace (east of
FAI 405 and north of Maple Valley Hwy) ; final roll in amount of
$61 ,279.60. Letter from A.A. Pantier, 176 Monterey P1 . NE,
objected to the assessment until 6 ft. wire sticking out of the
ground is removed and complained of four dead junipers resulting
from trenching. Public Works Director Gonnason explained the
project with individual assessment of $914.62 each property
owner; also that Pantier complaint not previously known.

Mayor and Council for cooperation on this L. I .D. , noting costs

Community Association, Linnea D. Johnson, Secretary, 503 Seneca
Ave. NW, all favoring single family designation for area and oppos-
ing any further multiple zoning or developments. Mr. Ernie
Arnone, 207 Taylor Ave. NW. favored multi-family zoning. Harry
Lona, 220 Seneca NW, expected multi-zoning on property behind R-4.

Continued Councilwoman Shinpoch explained she had taken no part in any
discussion re Lakeview Tower matter; however, has been advised
by the City Attorney of her right to participate in area wide
hearing. Upon inquiries , City Attorney Warren explained Council 's
right to change zoning classification including requirements for
down zoning. Upon inquiry, Planning Director Ericksen explained
the Planning Department recommendation for single family designation
for area except R-3 on Taylor for 150 ft. MOVED BY STREDICKE,
SECOND PERRY, CLOSE HEARING. CARRIED. MOVED BY STREDICKE, SECOND
SHINPOCH COUNCIL REJECT THAT PART OF THE PLANNING COMMISSION RECOM-
