The following Source Control Plan summarizes how the pollution prevention BMPs employed by the
Family First Community Center project meet the source control requirements of the 2016 King County
Pollution Prevention Manual.
The Family First Community Center is located at 16022 116th Avenue SE, Renton WA 98058 (See Figure
2 – Vicinity Map) adjacent to the existing Cascade Elementary School. The property is owned by Renton
School District and is bound by an easement to Pacific Northwest Pipe Line Corporation to the north,
116th Avenue SE to the west and single-family residences to the east and south. The project is located
on a 14.9 acre parcel and the parcel number 152823059034. The project is in the NW ¼ of Section 28,
Township 23 North, Range 5 East, Willamette Meridian. The project is currently pursuing a short plat for
the development area, which is 2.51 acres, to separate the Family First Community Center property from
the existing Cascade Elementary School property. The project consists of the construction of a new one-
story community recreational center that is 27,000 square feet and approximately 120 surface parking
stalls. The community center will include a new gymnasium, activity rooms, gathering places, offices, a
kitchen, parking lot and associated landscaping and sidewalks.
Structural source control best management practices (BMPs) that will be utilized by the project are spill
control catch basins with downturned elbows and oil/water separator. The catch basins located directly
upstream from the stormwater detention systems include source control downturned elbows to prevent
pollutants from entering the detention systems. In addition, an oil/water separator will be implemented to
treat runoff from the trash enclosure area to prevent fats/oils/greases from entering the storm system.
Also, modular wetland systems will be utilized by the project for water quality treatment of runoff from
pollution generating surfaces. Non-structural source control BMPS that will be utilized for the project are
landscaping activities and vegetation management (BMP A-26). See attached Source Control BMP Map
for where these systems are located on the site.
By utilizing the above mentioned BMPs, the Family First Community Center meets the requirements of
the 2016 King County Pollution Prevention Manual and will prevent pollutants, including fats/oils and
grease, from entering the private or public storm systems. Please refer to the attached informational
sheets for more information on maintenance and operation of these source control BMPs and references
for technical assistnace
