PART ONE: PROJECT DESCRIPTION/BACKGROUND
The applicant is requesting an Administrative Conditional Use Permit and Environmental Review
for the use of a dental office in an existing office building. The .26 acre site is fully developed with
landscaped setbacks and a paved and striped parking area. The existing building, constructed in
1978, is two stories in height and totals 3,050 square feet in area. The multi-tenant office building
is currently occupied by an insurance office and an accounting office on the second floor, two
additional office uses on half of the ground floor, while the remaining area of the ground floor is
vacant . The proposed dental office will occupy this vacant area which is 1,025 square feet in size.
No improvements are proposed to the building or to the site.
The subject site is located in the Center Neighborhood (CN) Zone. The CN zone allows general
offices as a primary permitted use. However, dental offices, which are specifically distinguished as
uses outside of the general office category, require a Conditional Use permit. The proposed
tenant, EZ Dent-Denture Office, operates a general dentistry office which provides services to the
surrounding community. The office will provide a full range of dental services including x-rays,
extractions, fillings, root canals, crowns and bridges, full and partial dentures, as well as dentures,
repairs, and relines.
LPART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following project environmental review addresses only
those project impacts that are not adequately addressed under existing development standards
and environmental regulations.
A. Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions to
determine whether the applicant has adequately identified and addressed environmental
impacts anticipated to occur in conjunction with the proposed development. Staff reviewers
have identified that the proposal will not have any negative impacts:
The subject site was fully developed in 1978, therefore the impacts of the existing building
have been evaluated. Furthermore, the proposed use will not create any additional impacts
to the site or the surrounding area.
B. Recommendation
Based on analysis of probable impacts from the proposal, staff recommend that the
Responsible Officials make the following Environmental Determination:

FINDINGS, CONCLUSIONS & DECISION
Having reviewed the written record in the matter, the City now makes and enters the following:
C. Findings
1) CONSISTENCY WITH CONDITIONAL USE CRITERIA
Section 4-31-36 lists 11 criteria that the Hearing Examiner is asked to consider, along with all other
relevant information, in making a decision on a Conditional Use application. These include the
following:
A. CONSISTENCY WITH THE COMPREHENSIVE PLAN, ZONING CODE& OTHER ORDINANCES:
The proposed use shall be compatible with the general purpose, goals, objectives and standard of the Comprehensive
Plan, the Zoning Ordinance and any other plan, program, map or ordinance of the City of Renton,
(1) COMPREHENSIVE PLAN, ITS ELEMENTS AND POLICIES
The site is designated Center Neighborhood (CN) in the Comprehensive Plan. The Land Use
Element encourages the creation of "neighborhood centers which include commercial, light
industrial, and residential uses and serve the basic, ongoing needs of the population in
adjacent and surrounding neighborhoods" (Objective LU-S). The proposed dental office will
be compatible with surrounding commercial and residential uses, specifically with the existing
office building it is proposed to occupy, and will directly serve the surrounding community.
The proposal is also consistent with the following general Center Neighborhood policy:
Adequate retail goods and services should be provided at neighborhood centers to encourage
residents to shop locally for daily goods rather than drive to regional centers (Policy LU-114).
Currently, the applicants operate a dental office in the Bellevue area. They have a number of
patients who reside in the City of Renton and would like to expand their operations to include
another office in this area to specifically serve Renton residents.
(2) ZONING CODE
The subject site is zoned Center Neighborhood (CN). In the CN Zone, dental offices are
required to obtain an Administrative Conditional Use Permit in order to be considered a
permissable use. In addition to the Administrative Conditional Use Permit, the proposal is
also subject to Environmental Review.
DEVELOPMENT STANDARDS:
The subject site is fully developed with an existing building. The applicant is not proposing
any improvements to the building or the site. Therefore, the development standards
applicable to the construction of new buildings are not relevant to the subject proposal.
B. COMMUNITY NEED:
There shall be a community need for the proposed use at the proposed location. In the
determination of community need, the Administrator shall consider the following factors,
among all other relevant information:
(1) The proposed location shall not result in either the detrimental over concentration of a
particular use within the City or within the immediate area of the proposed use.
The addition of this use to the existing office building will not cause a detrimental
overconcentration of dental offices in the area.

(2) That the proposed location is suited for the proposed use.
The proposed location is well suited for the intended use. The site has been utilized by a
number of general office uses over the past 20 years. The proposed use, a dental office, will
not significantly alter the overall use of the site and is compatible with the office uses
currently residing in the building.
C. EFFECT ON ADJACENT PROPERTIES:
The proposed use at the proposed location shall not result in substantial or undue adverse
effects on adjacent property. The following site requirements shall be required:
(1) LOT COVERAGE Lot coverage shall conform to the requirements of zone in which the
proposed use is to be located.
The CN Zone allows a maximum of 65% lot coverage by buildings. The existing building
covers 26% of the .26 acre site, well below the allowed maximum.
(2) Yards: Yards shall conform to the requirements of the zone in which the proposed use
is to be located. Additions to the structure shall not be allowed in any required yard.
The existing structure has a landscaped front yard along the NE Sunset Boulevard frontage
that is approximately 42 feet at its greatest width and 17 feet at its minimum. The side yard
along Whitman Court NE has a landscaped setback of approximately 19 feet. There is also a
3.5 foot setback from the structure to the interior side property line and 82 feet to the rear
yard. The site, as it is developed, meets the CN Zone requirements of a 10 foot landscaped
setback along street frontages and zero setback for side and rear yards.
3) Height: Building and structure heights shall conform to the requirements of the zone
in which the proposed use is to be located. Spires, belltowers, public utility antennas
or similar structure may exceed the height requirement upon approval of a variance.
Building heights should be related to surrounding used in order to allow optimal
sunlight and ventilation, and minimal obstruction of views from adjacent structures.
The existing building on the subject site is two stories in height. The CN Zone allows for a
maximum building height of 35 feet. The building is well within the allowed height for the CN
Zone.
D. COMPATIBILITY:
The proposed use shall be compatible with the residential scale and character of the neighborhood. (Ord 3599,
1-11-82)
The proposed use is compatible with the residential scale and character of the neighborhood. The
subject site has been used for general office uses since it construction in 1978. The addition of a
dental office to the existing building will not alter the current use of the site and will not negatively
affect the adjacent property to the south which is currently undeveloped.
E. PARKING:
Parking under the building structure should be encouraged. Lot coverage may be increased to as much as
seventy-five percent (75%) of the lot coverage requirement of the zone, in which the proposed use is located, if
all parking is provided underground or within the structure. (Ord.3903, 4-22-85)
The subject site has an existing parking area containing 14 standard stalls and 1 ADA accessible
space, for a total of 15 parking spaces. The parking code requires a minimum of 1 space per 200
square feet of floor area for medical and dental offices. General office space requires a minimum of
3 to a maximum of 4.5 spaces per 1,000 square feet of floor area. The total area dedicated to dental
office use is approximately 1,025 square feet-requiring 5 parking spaces. The area to be used as
general office space totals approximately 2,025 square feet-requiring 6 to 9 parking spaces. The
parking provided on site complies with the code requirements for both the proposed dental office as
well as the general office uses currently occupying the building.

F. TRAFFIC:
Traffic and circulation patterns of vehicles and pedestrians relating to the proposed use and surrounding area
shall be reviewed for potential effects on, and to ensure safe movement in the surrounding area.
The proposed use will not alter the pedestrian or vehicular circulation patterns on the site or in the
immediate vicinity.
G. NOISE, GLARE:
Potential noise, fight and glare impacts shall be evaluated based on the location of the proposed use on the lot
and the location of on-site parking areas, outdoor recreational areas and refuse storage areas.
No noise or glare has been associated with the use of the existing building on this site. The proposed
use will not produce any glare on the site. The use of minor equipment associated with dental
operations will not significantly increase current noise levels from the site.
H. LANDSCAPING:
Landscaping shall be provided in all areas not occupied by building or paving. The Hearing Examiner may
require additional landscaping to buffer adjacent properties from potentially adverse effects of the proposed use.
The subject site, as it is currently developed, is adequately landscaped along both NE Sunset
Boulevard and Whitman Court NE. The setbacks meet the minimum requirements of the CN Zone
and contain a variety of trees and shrubbery.
I. ACCESSORY USES:
Accessory uses to conditional uses such as day schools, auditoriums used for social and sport activities, health
centers, convents, preschool facilities, convalescent homes and others of a similar nature shall be considered to
be separate uses and shall be subject to the provisions of the use district in which they are located.
Not applicable to this proposal.
J. CONVERSION:
No existing building or structure shall be converted to a conditional use unless such building or
structure complies, or is brought into compliance, with the provisions of this Chapter.
The subject site and the existing building are currently in compliance with the development standards
established by the CN Zone.
K. PUBLIC IMPROVEMENTS:
The proposed use and location shall be adequately served by and not impose an undue burden on
any public improvements, facilities, utilities, and services. Approval of a conditional use permit may be
conditional upon the provision and/or guarantee by the applicant of necessary public improvements,
facilities, utilities, and/or services.
No additional public improvements will be required for this proposal. All necessary public
improvements already exist on-site.
2) Request: The Applicant, EZ Dent-Denture, has requested approval for an Administrative Conditional
Use Permit for a dental office in an existing office building located in the Center Neighborhood (CN) Zone.
3) Administrative Conditional Use: The applicant's Administrative Conditional Use application complies
with the requirements for information for conditional use. The applicant's site plan and other project drawings
are entered as Exhibits No. 2 thru 3.
4) Comprehensive Plan: The subject proposal is consistent with the Comprehensive Plan designation
of Center Neighborhood.
5) Zoning: The Conditional Use as presented, complies with the zoning requirements and development
standards of the Center Neighborhood Zone.
6) Existing Land Use: Land uses surrounding the subject site include: North: Multifamily Condominiums
zoned RM-N; East: Single-Family Residence zoned CN; North: Vacant, undeveloped property zoned CN;
and West: Retail and Commercial Services zoned CN.

D. Conclusions
1) The subject proposal complies with the policies and codes of the City of Renton.
2) Representatives from various City departments have reviewed the application materials to identify and
address site plan issues from the proposal. The comments are contained in the official file and have been
incorporated into the appropriate sections of this report.
3) The proposal complies with the Comprehensive Plan designation of Center Neighborhood; and the Zoning
designation of Center Neighborhood.
E. Decision

The City of Renton ERC has determined that it does not have a probable significant adverse impact on the environment.
An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made by the
ERC under the authority of Section 4-6-6, Renton Municipal Code, after review of a completed environmental checklist
and other information, on file with the lead agency. This information is available to the public on request.
Appeals of either the environmental determination [RCW 43.21.0075(3), WAC 197-11-680] and/or the land use

The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental agencies
to consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the,
quality of the environment. The purpose of this.checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can
be done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of your
proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most
precise information known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases,
you should be able to answer the questions from your own observations or project plans without the need
to hire experts. If you really do not know the answer, or if a question does not apply to your proposal,
write "do not know" or"does not apply". Complete answers to the questions now may avoid unnecessary
delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark
designations. Answer these questions if you can. If you have problems, the governmental agencies can
