The 0.69-acre project site consists of three parcels and is located within the Commercial Mixed Use (CMU) land use designation and the Commercial Arterial (CA) zoning designation. The existing 19,262 sq. ft. building consists of two floors and an intermediate level. The applicant proposes a change of use on the first level of the building from commercial office use to a 16-bed IBHTF to rehabilitate persons that are transitioning out of Washington State psychiatric hospitals. Resident patients would each reside onsite in a community-based group setting for an average of 9 to 24 months during their rehabilitation and adjustment from inpatient life. The remaining space in the building would continue to be leased to third party tenants and operated as commercial office use. The site includes a paved parking lot accessed from Lake Ave S which includes 44 surface parking spaces. The applicant is proposing minor exterior site improvements to the parking lot and landscaping (Exhibit 4). Proposed interior improvements would support the proposed IBHTF and are anticipated to take six (6) months to complete (Exhibit 6). The site is located in Zone 2 of the Downtown Aquifer Protection Area, a high seismic hazard area, and a high erosion hazard area. Site Area: 28,880 SF Existing Bldg. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. Transportation Impacts: The applicant submitted a Trip Generation Assessment, prepared by Heath & Associates, Inc, dated June 2021 (Exhibit 7). The Assessment used a site-specific trip generation analysis to provide a forecast for the proposed on-site behavioral health component. Three existing sites were sampled, namely Recovery Response Center in Fife, Telecare Pierce County Evaluation & Treatment Center in DocuSign Envelope ID: 59CC0E79-7454-4038-BF9B-D2D1746E2985 City of Renton Department of Community & Economic Development Aristo Healthcare Services IBHTF Staff Report to the Environmental Review Committee LUA21-000345, ECF, CU-H Report of October 25, 2021 Page 3 of 4 SR_ERC_Aristo_Healthcare_Services_IBHTF_211025_v2 Milton, and Telecare King County Evaluation & Treatment Center in Federal Way, in terms of daily and PM peak hour vehicular demands that were considered similar in nature to an IBHTF. Data collection at the three sample sites was gathered via physical field counts and tracking each inbound/outbound movement. Cameras were used to capture peak period samples between 7:00 a.m. to 9:00 a.m., 4:00 p.m. to 6:00 p.m., and a single 24-hour count at each location. The transportation engineer then used the highest observed total inbound and outbound as the “peak hour.” The results indicated an average daily rate of 8.98 vehicle trips per bed, an AM peak hour rate of 1.12 vehicle trips per bed (46% inbound / 54% outbound) and a PM peak hour rate of 0.62 vehicle trips per bed (27% inbound / 73% outbound). These local trip generation rates were then applied to the proposed 16-bed behavioral health facility for estimating vehicular demand. Based on the derived trip generation rates, the 16-bed behavioral health facility can be expected to generate 144 new average daily trips, 18 new AM peak hour trips (8 inbound / 10 outbound) and 10 new PM peak hour trips (3 inbound / 7 outbound). According to the Trip Generation Assessment, a trip reduction can be applied to the proposed project given the on-site traffic volumes associated with the existing first floor general office. Per the Institute of Transportation Engineers Trip Generation Manual 10th Edition (ITE) data, the existing office on the first floor generates approximately 89 average weekday daily trips with 11 trips occurring during the AM peak hour (9 inbound / 2 outbound) and 11 trips occurring during the PM peak hour (2 inbound / 9 outbound). By converting the first floor general office area of the existing building to a 16-bed behavioral health facility, the proposed development would yield approximately 7 net new AM peak hour trips (-1 inbound / 8 outbound), -1 net new trips PM peak hour trips (1 inbound / -2 outbound), and 56 net new average weekday daily trips. Staff has reviewed the data and methods utilized in the memo and determined that the new use would not generate any significant traffic impacts. In addition, staff determined that at completion of the project, the development will have met City of Renton concurrency requirements (Exhibit 8). Therefore, at this time staff does not recommend any site-specific mitigation measures related to traffic impacts. Mitigation Measures: No further mitigation recommended. Nexus: Not applicable. 2. Fire & Police Impacts: Police and Fire Prevention staff have indicated that sufficient resources exist to furnish services to the proposed development; subject to the condition that the applicant provides Code required improvement and fees. For example, the Renton Regional Fire Authority (RRFA) has indicated existing fire sprinkler system would require modification for the new room layouts and to ensure that the fire sprinkler heads in the congregate living space are listed for residential use. In addition, the existing fire alarm system would require modification for the new room layouts and to ensure compliance with city ordinance that requires full smoke detection throughout the building (Exhibit 16). The applicant is proposing to employ approximately 17 full time staff with approximately 4-8 staff on- site at any given time. No special emergency services beyond those normally provided such as police, emergency medical, and fire protection are being anticipated by the applicant. It is anticipated that the high ratio of employees to resident patients would limit the number of non-emergency related calls for service, which would allow the RRFA to continue to respond to calls for service with minimal to no impact to the authority’s adopted level of service. Due to the ongoing state of emergency enacted by Governor’s Proclamation 20-05, the City Clerk’s Office is working remotely.
