Please refer to the enclosed ERC Report and Decision for more details. Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on November 15, 2021. Due to the ongoing state of emergency enacted by Governor’s Proclamation 20-05, the City Clerk’s Office is working remotely. For that reason, appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub only on Tuesdays and/or Wednesdays. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted electronically. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov. If the Environmental Determination is appealed, a public hearing date will be set and all parties notified. The existing 19,262 square foot building consists of two floors and an intermediate level. The applicant proposes a change of use on the first level of the building (approximately 7,151 square feet) from commercial office use to a 16-bed IBHTF to rehabilitate persons that are transitioning out of Washington State psychiatric hospitals. Resident patients would each reside onsite in a community-based group setting for an average of 9 to 24 months during their rehabilitation and adjustment from inpatient life. The remaining space in the building would continue to be leased to third-party tenants and operated as commercial office use. The site includes a paved parking lot accessed from Lake Ave S which includes 44 surface parking spaces. The applicant is proposing minor exterior site improvements to the parking lot and landscaping. Proposed interior improvements would support the proposed IBHTF and are anticipated to take six months to complete. The site is located in Zone 2 of the Downtown Aquifer Protection Area , a high seismic hazard area, and a high erosion hazard area. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This Determination of Non-Significance is issued under WAC 197-11-340. Because other agencies of jurisdiction may be involved, the lead agency will not act on this proposal for fourteen (14) days.
