ADVISORY NOTES TO APPLICANT
The following notes are supplemental information provided in conjunction with the administrative land use
action. Because these notes are provided as information only, they are not subject to the appeal process for
the land use action.
Planning:

1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless
otherwise approved by the Development Services Division.
2. Commercial, multi-family, and other nonresidential construction activities shall be restricted to the
hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through Friday. Work on
Saturdays shall be restricted to the hours between nine o’clock (9:00) a.m. and eight o’clock (8:00) p.m.
No work shall be permitted on Sundays.
3. The applicant may not fill, excavate, stack or store any equipment, dispose of any materials, supplies or
fluids, operate any equipment, install impervious surfaces, or compact the earth in any way within the
area defined by the drip line of any tree to be retained.

Fire Authority:

1. Environmental Impact Comments:
a. Change of Use fire impact fees will be charged at the current rate for medical care facilities of
$3.92 per square foot of new occupancy. This fee is paid at building permit issuance. Credit
would be granted for the existing office space area being converted at the credit rate of $0.26
per square foot.
2. Fire Code Comments:
a. No change in required fire flow is triggered. Existing fire hydrants are adequate. Building is fully
fire sprinklered.
b. Fire department apparatus access roadways are adequate from the existing public streets.
c. This proposal is a change of use from existing office space to congregate living space. A
minimum 1-hour occupancy separation is required between the two uses in the building. The
existing fire sprinkler system would require modification for the new room layouts and to
ensure that the fire sprinkler heads in the congregate living space are listed for residential use.
The existing fire alarm system would require modification for the new room layouts and to
ensure compliance with city ordinance that requires full smoke detection throughout the
building.

NOTE: The applicant is cautioned that information contained in this summary is preliminary and non-
binding and may be subject to modification and/or concurrence by official city decision-makers. Review
comments may also need to be revised based on site planning and other design changes required by
City staff or made by the applicant.
I have reviewed the Land Use Application for the above-referenced proposal located at parcel
3806000095. The following comments are based on the submittal made to the City of Renton by the
applicant.
WATER
1. Water service is provided by the City of Renton. It is in the Valley service area in the 196’
hydraulic pressure zone. The approximate static water pressure is 71 psi at a ground elevation
of 28’. The development is within Zone 2 of the City’s wellhead protection areas and in the 5-
year capture zone.
2. There are existing water mains in the vicinity of the site:
a. 12-inch water main in S Tobin St that can deliver a maximum capacity of 5,000 gallons
per minute (gpm) – refer to City water project plan no. WTR270-0020 which can be
obtained from the City’s COR GIS map.
b. 8-inch water main in Lake Ave S that can deliver a maximum capacity of 2,500 gpm –
refer to City water project plan no. WTR270-00330.
c. 12-inch water main in Rainier Ave S that can deliver a maximum capacity of 4,400 gpm –
refer to water project plan no. WTR270-0030.
3. There are existing water services to the existing building on the subject property:
a. 1-1/2-inch domestic water meter
b. 3/4-inch landscape irrigation meter with 1-inch DCVA.
c. 4-inch-fire sprinkler service stub with a 3-inch DDCVA inside the building.
4. Below is a summary of the existing fire hydrants in the vicinity of the site. Any fire hydrant used
to meet Renton Regional Fire Authority requirements will be required to meet current standards

as determined by the Fire Authority. Please refer to the Fire Authority for required number of
hydrants.
a. At the north side of S Tobin Street, north of the property (COR Facility ID HYD-S-00517).
b. At the northeast corner of the Rainier Avenue S and S Tobin Street intersection (COR
Facility ID HYD-S-00045).
c. At the northeast corner of the S Tobin Street and Lake Avenue S intersection (COR
Facility ID HYD-S-00046).
5. If the project proposes to upsize the water meter, the development will be subject to applicable
water system development charges (SDC’s) and meter installation fees based on the size of the
new meters for domestic uses and fire sprinkler use. The development is also subject to fees for
water connections, cut and caps, and purity tests. Fees that are current will be charged at the
time of permit issuance.
a. The SDC fee for water is based on the size of the new domestic water to serve the
project. The 2021 water fees are $4,450.00 per 1-inch meter, $22,250 per 1-1/2-inch
meter, $35,600 per 2-inch meter, and $71,200 per 3-inch meter.
b. Water service installation charges for each proposed domestic water service is
applicable. Water Service installation fee is $2,875.00* per 1-inch service line, $4,605.00
per 1-1/2-inch service line, and $4,735.00 per 2-inch service line. Fee is payable at
permit issuance. Meters larger than 2-inches are set by the contractor and a processing
fee of $220 is required. Fee is payable at permit issuance.
c. Drop-in meter fee is $460.00* per 1-inch meter, $750.00 per 1-1/2-inch meter, and
$950.00 per 2-inch meter. Meters larger than 2-inches are set by the contractor and a
processing fee of $220 is required. Fee is payable at permit issuance.
d. Final determination of applicable fees will be made after the water meter size has been
determined. SDC fees are assessed and payable at permit issuance.
SEWER
1. Sewer service is provided by the City of Renton.
2. There is existing 12-inch diameter sewer main (S-1901) on S. Tobin Street.
3. There is existing 8-inch diameter sewer main (S-0449) along a portion of the Lake Ave S in front
of the subject parcels.
4. A CCTV of the sewer main in S Tobin Street was completed in 2017, which shows what appears
to be a side sewer connection to this building (at approximately 199 feet from MH #2112).
5. Any commercial kitchen will require a grease trap/grease interceptor.
6. Existing grease traps will need to be brought up to current standards as part of any interior
improvements.
7. SDC fees are triggered if upsizing of existing water meter is required. Credit will be given for
existing meters. If the existing sewer service will be reused, no sewer system development
charges are applicable. Fees that are current will be charged at the time of permit issuance.
a. The 2021 Wastewater fees are $3,450.00 per 1-inch meter, $17,250 per 1-1/2 inch
meter, $27,600 per 2-inch meter, and $55,200 per 3-inch meter.
b. Final determination of applicable fees will be made after the water meter size has been
determined.

SURFACE WATER
1. A drainage report complying with the current Renton Surface Water Design Manual (RSWDM)
will be required if construction is proposed exterior to the existing building. Based on the City’s
flow control map, the site falls within the City’s Peak Rate Flow Control Standard (Matching
Existing Conditions). The site falls within the Black River Drainage Basin. The site contains
regulated (steep) slopes and is located within an erosion hazard area. Refer to Figure 1.1.2.A –
Flow chart to determine the type of drainage review required in the RSWM.
a. No drainage review shall be required as there is no new plus replaced impervious
surface area proposed for the site.
2. The existing site topography is flat. There is a private storm system on the east parking lot.
There is a 24” stormwater main on Lake Ave S (record drawing D-217209) and a 12” stormwater
main on S Tobin Street (record drawing R-190101).
3. The development is within Zone 2 of the City’s Aquifer Protection Area (APA). In this Zone, open
facilities and conveyance systems may require a liner per sections 6.2.4 and 1.2.4.3 of the
RSWDM.
4. Erosion control measures to meet the City requirements will be required during construction as
needed.
5. The 2021 Surface water system development fee is $0.80 per square foot of new impervious
surface, but no less than $2,000.00. Fees that are current will be charged at the time of permit
issuance. There is no storm water impact fee for replaced impervious surface area.
TRANSPORTATION
1. As this project is proposing only interior improvements and no new construction or additions
valued at over $150,000, no street frontage improvements or right of way dedication are
required.
2. A traffic impact analysis is required when the estimated vehicular traffic generated from a
proposed development exceeds 20 vehicles per hour in either the AM (6:00 – 9:00) or PM (3:00
– 6:00) peak periods. The analysis must include a discussion on traffic circulation to and from
the site and onsite traffic circulation. The study shall include trip generation and trip distribution
for the project for both AM and PM peak hours.
a. A trip generation assessment by Heath % Associates, Inc. was submitted by the
Applicant, with the Land Use Submittal. Based on the addition of 16 beds, the
change of use will result in no net new trips. A full Traffic Impact Analysis will not
be required.
3. The development is subject to transportation impact fees. Fees will be assessed at the time of a
complete building permit application. The 2021 transportation impact fee for net new pm peak
hour vehicle trips is $7,145.85 per trip.
GENERAL COMMENTS
1. Fees quoted in this document reflect the fees applicable in the year 2021 only and will be
assessed based on the fees current at the time of the permit application or issuance, as
