NO. 403 (3-2021) EXHIBIT C – Public Benefit (A brief explanation of the purpose and long-term public benefit of the requested vacation.) Renton School District (District) is proposing development of a new elementary at the Subject Site. The proposed Elementary School #16 is part of the 2019 Capital Construction Bond, which raised nearly $250 million. Population growth and overcrowded schools in the Renton Highlands area has led the District to need additional classroom capacity for elementary school students. The site contains 11 individual tax parcels, which had previously been developed. The residential structures and associated outbuildings have been demolished under separate permits. Those parcels fronted on Chelan Avenue NE, in approximately the 1100 block. This request provides a long-term benefit by vacating right-of-way to facilitate development of the site for a needed school facility on a consolidated site. The District would move the access driveway for the abutting southwest parcel (#102305-9133), to the south, off of NE 10th and Chelan. The District is proposing to consolidate all the parcels on the Subject Site to one parcel. The consolidated site represents the acreage needed to build the new elementary school and associated parking, access and play areas. The existing street right-of-way, that once served the individual lots, is no longer necessary and is not needed for the overall street grid. The design of the school site ensures that potential development and use of the vacated right-of-way would be in the public interest. This determination is supported by established land use policies for school capital facilities and standards as called for by the street vacation policies of the City. The proposed vacation would not impact the circulation, access, utilities, light, air, open space and/or views provided by the existing right-of-way. Road systems or future right-of-way within the vicinity would not be impacted by the proposed vacation. Incorporating the right-of-way into the overall site layout serves as a long-term benefit to service District students in the area and as a community resource.
