PUBLIC HEARING This being the date set and proper notices having been posted,
Vacation sf published and mailed as required by law, Mayor Delaurenti opened
Portion o the public hearing to consider the vacation of a portion of Jefferson
Jefferson Ave. NE Ave. NE located from NE 10th St. to Index Ave. NE as petitioned by
Roy H. Goodwin and Luther L. Boyd. Letter from Board of Public
Works Director Gonnason, reported no objections to the vacation as
proposed, however, retention necessary for sanitary sewer easement.
The letter stated the Board' s valuation of the right-of-way as $2.00
per square foot, quoting vacation fee at $13,000 being one-half
appraised value. Public Works Director Gonnason used wall map to
explain the proposed street vacation and area. Gonnason explained
the vacation had been petitioned in 1974 by Goodwin and Holmes and
approved by Council ; that $1 .00 valuation per sq. ft. had been estab-
lished and because of difficulties at the time, petitioners had
failed to pay vacation fees. Councilman Perry urged higher apprais-
al . Roy Goodwin expressed belief that $1 .00 per sq. ft. reasonable
fee and checks for payment have been offered to the City; also
noting, if higher appraisal made, the request for vacation is
withdrawn. The hiring of an MAI Appraiser was discussed. MOVED BY
TRIMM, SECOND PERRY, COUNCIL CLOSE THE PUBLIC HEARING. CARRIED.
Councilman Perry read the Board of Public Works meeting minutes and
noted difference of opinion on hiring of appraiser. MOVED BY CLYMER,
SECOND BY PERRY, COUNCIL DENY THE VACATION OF JEFFERSON AVE. NE.*
Upon inquiry, Public Works Director Gonnason explained location of
streets and conditions, Jefferson NE not improved, portion to south
abuts apartments on NE 10th St. *MOTION CARRIED.
OLD BUSINE S , The Public Safety Committee Chairman Trimm submitted committee report
Public Safety recommending changes effective 4/1/78 in agreement with Shepard Ambu-
Committee Report lance: (1 ) Simultaneous response be discontinued; replaced by dispatch
Ambulance from the scene by a Senior Officer or EMT; (2) The $40 ambulance
Agreement fee guarantee be discontinued. MOVED BY PERRY, SECOND THORPE, COUN-
Changes CIL CONCUR IN COMMITTEE RECOMMENDATION. Following discussion, the
MOTION CARRIED.
Transporta ion Transportation Committee Chairwoman Shinpoch submitted committee
Committee Resort report recommending concurrence with the Public Works Department
Bid Award and acceptance of the low bid of Scarsella Bros. Inc.. for furnishing
LID 302 Li d SW grading and drainage LID 302, Lind Ave. SW; and contract be awarded.
MOVED BY SHINPOCH, SECOND TRIMM, COUNCIL IN COMMITTEE REPORT.*
Discussion ensued re overrun costs on SW 43rd St. ; bid awarded at
$200,000 below engineer' s estimate; private consulting firm hired;
specifications establish unit price. Councilwoman Thorpe requested
inclusion of Councilman Stredicke' s remarks for the record that
any cost overrun (or under costs) will be borne by the benefiting
property owners within this L. I .D. as with all L.I .D. ' s. *CARRIED.
Monster Ro.d Transportation Committee report recommended that the City negotiate
Closing & with the railroad prior to any Council determination regarding
Grady Way :ridge Monster Road closing/Grady Way Bridge. MOVED BY STREDICKE, SECOND
THORPE, COUNCIL CONCUR AND REFER TO THE ADMINISTRATION. City
Attorney Warren explained further meeting with Burlington Northern
regarding the three alternate routes (See 3/13/78 Council Minutes
Page 2), advising the railroad is prepared to accept the fourth
alternative of repair to understructure of the Grady Way bridge by
removing bent to allow traffic and strengthen bridge; further that
the Burlington Northern policy at this time does not allow for con-
tribution to roadway construction, only to repair of bridge under-
structure. AMENDING MOTION BY THORPE, SECOND SHANE, THE ADMINISTRA-
TION ADVISE TRANSPORTATION COMMITTEE OF OUTCOME.BETWEEN RAILROAD AND
CITY, AND THAT THE TRANSPORTATION COMMITTEE REPORT TO COUNCIL.
AMENDMENT CARRIED, MOTION AS AMENDED CARRIED.
SW 43rd Street councilman Shane noted displeasure and claimed vast error by engineer-
Improvement ing consultant firm causing 1/3 total cost overrun on SW 43rd Joint
Project w/Kent Improvement. MOVED BY SHANE, SECOND THORPE, CITY ATTORNEY
INVESTIGATE POSSIBILITY OF BRINGING SUIT AGAINST CONSULTANT, WILSEY
AND HAM, IN CONJUNCTION WITH CITY OF KENT AND REPORT BACK TO COUNCIL.
• MOTION CARRIED.

AUDIENCE- COMMENT Councilman Shane noted funeral this date of Alex Cugini , one of
builders of the City, regretting loss.
PUBLIC MEETING This being the date set' and proper notices having been posted and
Buckner Annexation published according to law, Mayor Delaurenti opened the public
10% Petition meeting to discuss the 10% petition for. the Buckner Annexation.
Letter from City Clerk Mead reported petition had been filed bearing
signatures representing 22.5% of the assessed valuation for area
located west of the City, north of Renton Ave. S. , east of 84th S.
and south of S 132nd St. , 22.4 acres. The letter noted pursuant to
_ State law, the legislative body would need to determine whether to
accept the letter of intent; require adoption of the City's proposed
zoning regulations and the Comprehensive Land Use Plan; require
assumption of any pre-existing bonded indebtedness , and whether to
authorize circulation of the 75% petition. John Moore, 13249-91st S. ,
presented petition opposing annexation to the City, bearing eight
signatures of property owners within the proposed Buckner Annexation
claiming representation of 49% of assessed valuation. Mr. Moore also
presented a petition bearing 24 signatures of property owners in the
vicinity of the proposed Buckner Annexation, expressing opposition
to: any further extension of the Renton City Limits with the growth
and change of use patterns which would follow such annexation.
Mr. Moore listed reasons for opposition: Increased population due
to multiple residence; expense of sewer line and hookup which many
cannot afford; change to Puget Power from Seattle City Light; added
Metro charges and increased garbage collection rate; addition of
City tax on utilities; increase of taxes , increase of traffic, litter
and loss of rights to current rural life style, etc.
Continuation of
Annexation Tom Rhinevault, Orting, representing Dr. Buckner, explained working
Process with the City Planning Staff and that half property owners of the area
Disallowed favored annexation. Upon Council inquiry, Mr. Rhinevault explained
Dr. Buckner wanted annexation in order to obtain services , and that
annexation for this same area had been previously discussed, known. as
the Rosa Annexation. Joe Dickson 8631 S. 132nd, owner of property
within proposed annexation (much is under powerlines and not build-
able) objected to annexation due to expense of proposed sewerline.
1 Steve Riedeman, 18805 S. 132nd, made inquiry re sewer connections.
Following further discussion, it was MOVED BY PERRY, SECOND THORPE,
COUNCIL CLOSE THE PUBLIC MEETING. CARRIED. MOVED BY SHANE, SECOND
THORPE, ANNEXATION AS REQUESTED BE TURNED DOWNS Discussion ensued
wherein Councilman Stredicke objected to automatic rezone to zoning
as shown on Comprehensive Plan regardless of area opposition. Coun-
cilwoman Thorpe questioned whether or not the annexation is in the
best interest of the City, noting better served by larger area.
*MOTION CARRIED. Mr. Rhinevault made inquiry for procedure of resub-
mitting annexation petition. Time: 8:45 p.m.

The B .ard of Public Works has reviewed the proposed vacation of
Jefferson Avenue NE from NE 10th Street to Index Avenue NE. It
was t e Board 's determination that the right-of-way is not an
essen ial part of the City ' s present or future traffic circulation
syste; . We therefore report no objections to the vacation as
proposed. However, it will be necessary to retain a sanitary
sewer easement .
Base• on the assessor ' s rolls and the general information
prov' ded by the Engineering Division, it is the Board ' s opinion
that the value of the right-of-way would be in the neighborhood
of $ P. 00 per square foot , at which rate the vacation fee
(onelhalf) would be approximately $13 ,000 .

Appeal of City Council ,conclude, based on records and findings, that a sub-

PP-102-77 stated the Examiner's conclusion that the proposed plat conforms to
Joint Ventures Inc.goals and objectives of the Comprehensive Plan and Land Use Map
Continued and Report and Arterial and Streets Plan, is erroneous. The report
also concluded that the Examiner's Conclusion No. 3 (Parag. l and 3)
is erroneous as a matter of fact. The committee report recommended
modification of the Examiner' s Conclusion No. 1 , and modification
of Examiner' s Conclusion No. 3 , and amendment to Examiner's Con-
dition No. 13. The committee report recommended that the Council
affirm the findings, conclusions and recommendations of the Examiner

Approval Vouchers No. 17024 through No. 17246 in the amount of $289,797. 15
having received departmental certification that merchandise and/or

Mandatory from Library Director Clark Petersen asking withdrawal of City
Retirement resolution requiring mandatory retirement of personnel from the
City on reaching age 65, noting Library employee Letha Allison was
soon to reach 65. Stredicke noted letter from City Attorney Warren
noted availability of a six-month extension in case of hardship.

favored vacation and asked that those parties landscaping and caring
for both !halves of the alley be given first opportunity at purchas-
ing the property. Clyde Smith, 108 N. 33rd P1 . , inquired of .cost.
to the property owners. City Attorney Warren advised the City may
charge up to 50% of appraised value of property being vacated.
Public Works Director Gonnason noted property on west end had been
appraised at $1 .07 per sq.ft. ; one-half would be 5324; home owners
had been advised $100 for the 50 ft. lot or 332t sq.ft. Steffanie
Reed, 1100 N.33rd Pl . , favored vacation. Henry Roach, 1118 N. 33rd,
and Larry Schott, made inquires of the fence line and property divi-
sion. Public Works Director noted no opposition to the vacation,
noting, the 12 ft. alley would be divided with 6 ft. to each property
owner, that survey of the property was not anticipated, that no
need for retention of utility easement exists, and that the public
would benefit from the vacation by returning the property to the

Clerk's Office for the above-captioned street vacation by Roy H.
G odwin and Luther L. Boyd, 10658 - 63rd Ave. S. , Seattle. Having
b en advised that the prior application filed by Jay Holmes and
R y Goodwin on January 7, 1974 had expired, new application has
b en filed by present owners.
R ferral to the Ways and Means Committee is recommended for adoption
o a resolution setting public hearing date of March 20, 1978. The
p titioners would like to build within 90 days, so immediate adoption
o the resolution is recommended. Referral to the Public Works Dept.

Holmes has sold his property to Luther L. Boyd who plans to build
within 90 days, noting the partial vacation of Jefferson NE as II
passed with Ordinance 2687 is cruical to the plans. Letter from
the City Clerk explained the Ordinance 2687 applies to Houser Way
and is not applicable to Jefferson NE; that the matter of vacation
of Jefferson NE was petitioned by Jay Holmes and Roy A. Goodwin
11/5/73 and extended to 11/7/75 and as no payment of fees received I,
and Mr. Holmes was unable to complete plans, the vacation had been
dropped and no ordinance was adopted. The letter from City Clerk 1
Mead recommended referral to the Public Works Director and Ways and
Means Committee. MOVED BY THORPE, SECOND CLYMER, COUNCIL REFER THE

Solid Waste Letter from Public Works Director Gonnason provided consolidated
Disposal Rates garbage disposal rates in view of the increase in the Consumer
Price Index by 8.7% and the increase by King County for transfer
station rates from $10 per ton to $12 per' ton effective 2/2/78.
The letter recommended the new rate be established by ordinance
effective 2/1/78. MOVED BY THORPE, SECOND PERRY, COUNCIL REFER
THE MATTER TO THE UTILITY COMMITTEE FOR RECOMMENDATION. CARRIED.

• indicates Ordinance No. 2687 has vacated this right-of-way, however, :I'
Ordinance No. 2687 vacates a portion of Houser Way and is not applicable 'I
to the vacation request in the letter' from Mr. Goodwin and Mr. Boyd.
No legislation has been adopted vacating Jefferson Ave. N.E. as indicated.
A petition had been filed November 5, 1973 by Mr. Jay E: Holmes and
Ray A. Goodwin which was referred to the Legislation Committee and i'
he Board of Public Works. Resolution No. 1882 was adopted and public
hearing held December 17, 1973, at which time the Board of Public Works
recommended that additional area be included in the vacation and the
matter was then referred to the Transportation Committee. The hearing '
was continued until January 7, 1974, at which time the property owners
equested one year for completing the plans.
The Transportation Committee recommended referral back to the
committee for one year or until petitioner's requested the matter be
reported out and referred for ordinance.
0 November 20, 1974, petitioners requested an additional year's
e tension. The matter was referred to the Legislation Committee on
N vember 25, 1974 where the ordinance was pending completion of the
li sale and payment of vacation fees in sum of $6,814.00 ($1 .00 sq. ft. ,
appraisal value $13,628.00) .
On December 16, the committee recommended a ninety-day extension to
April 7, 1975 and if no payment was made the ordinance would become
dead.
' No fees were received and Mr. Holmes requested, since he was unable
t� complete plans, that the vacation request be dropped. No ordinance
was adopted.
R ferral to the Public Works Director and the Ways and Means Committee
is recommended.

On January 7, 1974 the Renton City Council passed Ordinance No. 2687
as requested by Jay Holmes and Roy J. Gpodwin, owners of the property
abutting Jefferson Street, Renton Highlands. On November 20, 1974 P
the owners asked for one year additional time to complete the building ;I
1 plans for this area.
Due to many circumstances this has not been accomplished until now.
Mr. Holmes has sold his property to Luther L. Boyd, who plans to
build within the next ninety days. As the partial vacation of
Jefferson Street, as passed with Ordinance 2687, is crucial to these ;.
p
plans, the present owners ask the fulfillment of this vacation and 'i,
include their checks for $3407.00 each for their share of the cost.
