Chick-fil-A Renton

This Transportation Impact Analysis (TIA) Addendum has been prepared for the proposed expansion of the
existing Chick-fil-A restaurant site in Renton, WA. This is an addendum to the previously approved TIA (dated
February 1, 2019) and provides updated information based on a proposed modification to the site to include
an expansion of the drive-through lanes and parking area.
Project Background
The existing Chick-fil-A Renton site is located on the northwest corner of the intersection of Rainier Ave S and
S 3rd Place at 375 Rainier Ave S. Traffic impacts associated with the Chick-fil-A Renton project were
documented in a 2019 TIA conducted by TENW. The Chick-fil-A Renton project opened on March 25,
2021 with vehicular access consistent with what was analyzed in the TIA and is described as follows:
1) via the S 3rd Place shared access west of the Rainier Avenue S signalized intersection (S 3rd
Place is a shared access road with Fred Meyer and other commercial uses)
2) via a right-in/right-out driveway on Rainier Ave S located approximately 175 feet north of the
signalized intersection with S 3rd Place.
Project Description
Chick-fil-A Renton has acquired the adjacent parcel to the north (Firestone) and proposes to improve the
existing site by utilizing an alternate driveway access on Rainier Ave S, expanding the on-site drive-thru to
include two (2) full lanes, and providing additional on-site parking stalls. The existing Firestone tire store would
be removed with the project, but no changes to the Chick-fil-A building area are proposed as part of the
expansion. An updated site plan illustrating the proposed Chick-fil-A expansion is included in Attachment A.
The key improvements associated with the proposed expansion are discussed in greater detail below.
Proposed Driveway Access Modification on Rainier Ave S
With the proposed expansion, the existing Chick-fil-A right-in/right-out driveway on Rainier Ave S would be
closed and the existing right-in/right-out driveway for the Firestone tire store (located approximately 235 feet
north of the signalized intersection of Rainier Ave S with S 3rd Place) would become the new Chick-fil-A right-
in/right-out access driveway on Rainier Ave S. The proposed removal of one existing driveway curb cut on
Rainer Ave S would result in an improved condition when compared to existing conditions by consolidating
the number of driveways on Rainier Ave S between SW Sunset Blvd and S 3rd Place. Access to the existing

O’Reilly Auto Parts store located to the north of the site would also be maintained internally as part of the
proposed Chick-fil-A expansion. No changes to the existing Chick-fil-A access via the S 3rd Place shared
access are proposed with the expansion.
Proposed Expansion of Drive-Thru Lanes
The Chick-fil-A Renton drive-thru is proposed to be expanded to provide two (2) lanes for drive-thru queueing
and will accommodate a total of 29 vehicles without spillover occurring in the parking lot drive aisles. The
existing Chick-fil-A drive-thru allows for approximately 15 vehicles to queue without spillover occurring within
the parking lot, so the proposed drive-thru lane improvements would accommodate an additional 14 vehicles
when compared to existing conditions. A figure showing the updated drive-thru queue storage with the
proposed expansion is included in Attachment B.
As documented in the 2019 TIA, during Normalized Conditions, queues at the drive-thru were expected to
be about 15 vehicles during the lunch peak based on 75 arriving vehicles in the drive-thru. The proposed
expansion of the Chick-fil-A drive-thru lane (29 vehicle queue storage) is expected to accommodate the peak
drive-thru demand during Normalized Conditions (15 vehicles) with no spillover into the parking drive aisles,
and no impacts to neighboring businesses or City streets.
Proposed Expansion of Parking Lot
The proposed Chick-fil-A Renton expansion will result in 15 additional parking spaces, for a total on-site
parking supply of 57 stalls (42 existing stalls + 15 new stalls = 57 total stalls). The additional on-site parking
stalls are anticipated to accommodate peak parking demand, with no impacts to neighboring businesses.
Impacts to Rainier Ave S/SW Sunset Blvd
With the proposed Chick-fil-A expansion, the existing Chick-fil-A driveway on Rainier Ave S would be closed
and vehicular access to the site from Rainier Ave S would be provided via the existing driveway that currently
provides access to the Firestone tire store that will be demolished with the proposed project. The new Chick-fil-
A access driveway on Rainier Ave S is located approximately 80 feet north of the existing Chick-fil-A driveway
that will be removed with the project and 155 feet south of the signalized intersection of Rainier Ave S/SW
Sunset Blvd. This new proposed location would be located at a more central location on Rainier Ave S
between SW Sunset Blvd and S 3rd Place.
The Chick-fil-A Renton site was designed to accommodate all peak drive-through and parking demand on-
site with no spillover or impacts to neighboring businesses or City streets. The Chick-fil-A Renton expansion
project will increase the vehicle queue storage in the drive-thru lanes to accommodate seven (7) additional
vehicles site and will also add 15 new on-site parking stalls. The additional on-site vehicle queue storage
and parking stalls will further ensure that all peak drive-thru and parking demand will be accommodated on-
site with no impacts to neighboring businesses or Rainier Ave S.
Construction Phasing
The existing Chick-fil-A would remain open and operational during construction of the proposed expansion.
Parking, circulation, and drive-thru operations are not anticipated to be affected by the proposed expansion
and the drive-thru is intended to be open and operational throughout construction. Driveway access via Rainier
Ave S would also be maintained during all phases of construction. Chick-fil-A will have clear signage and
striping to keep the traffic flowing throughout the site during the construction period. A preliminary construction
phasing plan has been developed by Chick-fil-A (see Attachment C) and includes the following:

Phase 1: Demo existing Firestone building, existing trash enclosure, drive-thru canopy, and curbs.
Phase 2: Construct new trash enclosure.
Phase 3: Construct drive-thru expansion including curbs and pavement.
Phase 4: Install new drive-thru canopy, construct new parking area, complete interior landscaping.
Chick-fil-A will work with City of Renton staff to ensure the on-site operations during the construction period
do not adversely impact City streets.
Next Steps
Based on discussions with City staff, please confirm that no additional analysis will be required for the
proposed Chick-fil-A Renton site expansion.
