Project Summary: The applicant is requesting Environmental (SEPA) Review to demolish three (3)
existing hangars on the southern portion of the Renton Municipal Airp ort
property. The subject site is located at 616 E. Perimeter Road (APN 0723059007),
totals 167 acres in area and is located within the Industrial, Medium (IM) zone.
The hangars proposed for demolition are approximately 5,566, 6,486 and 8,188
square feet in size and located on along the southeastern portion of the airport
at 400, 450, and 500 E. Perimeter Rd. No parking would be removed as part of the
proposal. In addition, no vegetation or trees would be removed as part of the
proposal according to the applicant. Access to the site would remain off of E.
Perimeter Road. According to COR maps, the site is located within a High Seismic
Hazard Area as well as the Cedar River (Shoreline of the State) Reach, a High -
Intensity Shoreline Overlay district. A Flood Hazard Area, specifically a Special
Flood Zone AE, pursuant to the FEMA Flood Insurance Rate Maps (FIRM) is located
on the subject site but is not near the area of the proposed demolition. No
vegetation or trees are proposed for removal.

Staff Recommends that the Environmental Review Committee issue a
Determination of Non-Significance.

ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts
that are not adequately addressed under existing development standards and environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials:
Issue a Determination of Non-significance with a 14-day appeal period.

D. Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether or not
the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction
with the proposed development. Staff reviewers have identified that the proposal is likely to have the following
probable impacts:
1. Earth
Impacts: Erosion of soils could occur as part of the demolition. The site is essentially flat with underlying
soils being made up of fill material with ancient riverbed gravel. Surrounding the demolition area is
impervious surface paving. Erosion would be limited to the specific areas of work. Development
Engineering will condition the proposal such that an erosion control plan shall be submitted and approved
prior to demolition permit approval. Erosion control shall be in place and inspection approved prior to
disturbance of soil on site.
Mitigation Measures: No further mitigation is recommended.
Nexus: Not applicable.
2. Air
Impacts: During demolition temporary emissions from machinery and vehicle exhaust plus dust from
demolition of the structures will be present but is expected to be minimal, localized to the area and will
not continue past time of demolition. The structures are not currently proposed to be replaced, and there
is no anticipation of increased emissions generated from additional vehicles accessing the area. The Puget
Sound Clean Air Agency made comment regarding clean air regulations that may be applicable (Exhibit 7)
but did not request additional permits be made.
Mitigation Measures: No further mitigation is recommended.

Nexus: Not applicable.
3. Water
a. Wetland, Streams, Lakes
Impacts: A portion of the easterly most structure (500 E. Perimeter Rd) is within 200 feet of the Cedar
River. The project scope is limited to demolition; per RMC 4-11-040 the definition of development
within shoreline jurisdiction does not include dismantling or removing of structures if there is no other
associated development or redevelopment. As such, shoreline review is not required. The structures
are separate from the river by E. Perimeter Rd. All work will occur west of this road. Erosion of soils
could occur as part of the demolition that could make their way to the river. Development Engineering
will condition the proposal such that an erosion control plan shall be submitted and approved prior
to demolition permit approval. Erosion control shall be in place and inspection approved prior to
disturbance of soil on site.
Mitigation Measures: No further mitigation is recommended.

E. Comments of Reviewing Departments
The proposal has been circulated to City Department and Division Reviewers. Where applicable, their comments
have been incorporated into the text of this report and/or “Advisory Notes to Applicant.”

The Environmental Determination decision will become final if the decision is not appealed within the 14-day
appeal period (RCW 43.21.C.075(3); WAC 197-11-680).
✓ Environmental Determination Appeal Process: Appeals of the environmental determination must be filed in
writing on or before 5:00 p.m. on December 13, 2021. Due to the ongoing state of emergency enacted by
Governor’s Proclamation 20-05, the City Clerk’s Office is working remotely. For that reason, appeals must be
submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub
only on Tuesdays and/or Wednesdays. The appeal fee, normally due at the time an appeal is submitted, will be
collected at a future date if your appeal is submitted electronically. Appeals to the Hearing Examiner are governed
by RMC 4-8-110 and additional information regarding the appeal process may be obtained from the City Clerk’s
Office, cityclerk@rentonwa.gov.
