Dear Vanessa and Jill:
With enthusiasm, we present the final art concepts for 11 transmission poles within the Renton
city limits as part of our Energize Eastside project, requesting approval to move forward with
wrapping our pole assets with these beautiful designs by three local Renton artists. Thank you
for reviewing the draft concepts throughout our process in 2020.
BACKGROUND
In 2018, PSE created an “ARTility” program, which works with local artists to design local-centric
art that can be installed on PSE’s assets. This program was used to help meet City of Renton’s
Energize Eastside Project Conditional Use Permit condition1 that requires individual art wraps to
be installed on a select number of poles. The condition also requires that the designs be
submitted to the City of Renton’s Planning Department for final approval before installation.
To identify candidate art pole locations, a number of factors were assessed. Principally, the
poles and their locations were chosen based on their locations within publically-accessible
spaces and the property owner’s willingness to participate. Three key locations have been
chosen that meet the factors — properties owned by PSE, City of Renton, and Renton Technical
College (RTC) (see map on page 3).
1 CONDITIONAL USE PERMIT
“Condition No. 10 is replaced with the following: Individual art wraps for the transmission line poles shall be
submitted to the Current Planning Project Manager for review and approval prior to the issuance of a Construction
Permit. PSE will install art wraps at up to 15 transmission line pole locations. Artwork shall be installed prior to the
energizing of the transmission line, or as otherwise approved by the Current Planning Project Ma nager, but at no
point will art installation delay the transmission lines from being energized. The Current Planning Manager may
require a security bond in a form specified by the Manager for completion of the artwork if it is not installed prior
to energizing. The security amount shall include the estimated costs of enforcement.”

ARTISTS
In fulfilling the permit condition, PSE commissioned three local artists to create art wraps for
transmission poles on the PSE, Renton, and RTC properties. PSE carefully selected three local
artists to design the pole wraps for the project based on their current and/or previous work on
art projects around the City of Renton. Each artist developed the set of designs, determined by
pole groupings and based on property ownership:

Original art concepts for the PSE property focused on the theme of “pollinators.” When this
theme was shared with Renton and RTC, interest was expressed to follow the same concept for
all of the poles. The selected artists’ work is shown below, followed by a description of the pole
locations.

The design below encapsulates how each pole touches on one aspect of the ecosystem that is
affected by bees and intertwines the scenes with the natural plants and landscapes of the
Pacific Northwest.

ENGAGEMENT
PSE worked closely with the City of Renton and Renton Technical College during the design
phase of the art wraps and we will continue to work closely with the City and Renton Technical
College during the construction/installation phase of the project. Throughout this process, PSE
provided updates to the Renton Planning Department prior to this submittal of the final designs
for approval.
PSE envisions the following schedule:
Q3-Q4 2020 - COMPLETE
1. Held initial meeting with artists and property owners (i.e., City of Renton and Renton
Technical College).
2. Shared project information as it progressed.
3. Shared art wrap concepts with property owners.

4. Initial approval from City of Renton on draft art concepts.
5. Artist finalized art designs for the poles on the three properties.
Q1/Q2 2021
1. Submited report and final art designs to the Planning Department for approval as
required by the CUP.
2. Informational presentation of approved art designs to the Renton City Council (if
desired).
Q3/Q4 2021
1. Communicate construction information to key stakeholders.
2. Energize Eastside construction begins (estimate Summer 2021).
3. Art designs are wrapped around the 11 poles.
