City of Renton Board of Park Commissioners Meeting Tuesday, November 9, 2021, 4:30 pm Virtual Meeting – via Zoom 1. CALL TO ORDER Chair Shun Takano called the meeting to order at 4:31pm. 2. ROLL CALL Members Present: Cynthia Burns, Al Dieckman, Larry Reymann, Tim Searing, Shun Takano, Troy Wigestrand, and Marlene Winter Members Absent: none City Staff Present: Kelly Beymer, Community Services Administrator; Leslie Betlach, Parks Planning and Natural Resources Director; Elizabeth Stewart, Renton History Museum Manager; and Roberta Graver Administrative Assistant 3. APPROVAL OF AGENDA Larry Reymann motioned to approve the agenda as presented, motioned seconded, all in favor, motion carried. 4. APPROVAL OF MINUTES Marlene Winter motioned to approve the October 12, 2021 minutes as presented, motion seconded, all in favor, motion carried. 5. DISCUSSION / ACTION ITEMS a. Renton History Museum Update–Elizabeth Stewart provided an overview of the past 2 years, accompanied by a PowerPoint presentation (attached). b. FEMA Cedar River Trail Repairs Update – Kelly Beymer provided an update on the repairs to the Cedar River Trail embankment repairs from the 2020 flood damage. Geo Engineers (GE) have met with regulatory agencies to discuss repair options. GE is working on engineering plans for the concept the parties agreed to and FEMA has approved the project. The project should start summer 2022. i. Board member asked if there has been any runoff damage off the hill above the Cedar River dog park. Kelly responded that there has been some, but no concerns. c. Homeless Encampment Removal Update – As of recent, there was some activity at the Renton Community Center, where bullets were fired into the windows while the center was closed; bullets did not penetrate the second layer of windowpanes. There have been some encampments on city property, mostly in the Natural Areas and under bridges. Year to date, $150,000 have been spent on removals (contracting, staffing, etc), this is more than what was spent in all of 2020; approximately $124,000 was spent in 2019. Encampments on private land or WA State Department of Transportation of BNSF railroad areas are turned over to Code Enforcement to address. Police has received a Behavioral Health Navigator grant which they will partner with other police agencies to provide a behavioral health navigator to provide in-the- field referrals. The HB1590 tax will also be used for these issues, and that goes into effect the first of the year. The hotel on Oaksdale Avenue will not be used like the Red Lion was, but will be a ‘transitional’ housing for people referred to the site for temporary housing and who are being assisted to transition out being unhomed.
